Chandigarh administration to train 1,600 civil defence volunteers for emergency, disaster preparedness
Under an extensive civil defence volunteer training programme, the initiative — a collaborative effort with the Department of Civil Defence — aims to create a technically trained and responsive volunteer force capable of assisting during emergencies ranging from natural disasters and pandemics to war-like situations and other critical incidents, an official of the administration said.
The training will be formally inaugurated by the Chandigarh Administrator Gulab Chand Kataria.
The six-day training sessions, conducted in four structured batches, have been carefully curated by expert faculty to include both theoretical learning and practical field experience. Volunteers will receive in-depth exposure to key aspects of disaster management, including risk mitigation strategies, search and rescue operations, evacuation techniques, first aid and triage, emergency communication, fire safety, and shelter management.
What sets this initiative apart is its emphasis on realism and action-based learning. Simulated disaster environments will be created where volunteers will engage in mock drills replicating real-life crisis situations such as building collapses, fire outbreaks, and mass casualty events. These immersive exercises are designed to build confidence, enhance decision-making under pressure, and improve coordination with professional emergency responders. The training will also focus on psychological first aid and crowd management — skills that are vital during large-scale emergencies when public distress is high and timely intervention is critical.
A significant component of the programme includes a field visit to Chandimandir Cantonment, offering volunteers a unique opportunity to interact with defence personnel and gain firsthand insights into military preparedness and civil-military coordination. This visit is expected to deepen their understanding of strategic response mechanisms in wartime scenarios and reinforce the importance of disciplined, coordinated action during crises.
The training programme reflects the broader national vision of Jan Bhagidari, or public participation, promoted by the Government of India. 'By empowering citizens to act as community first responders, the administration is fostering a sense of collective responsibility and equipping the public with essential life-saving skills. The volunteers trained through this initiative will serve as a critical support system for the administration, particularly during the initial hours of any emergency, when immediate professional help may be limited or delayed,' the official added.
Deputy Commissioner of Chandigarh Nishant Kumar Yadav has underlined the importance of building a prepared civilian task force to support government efforts during disasters.
'Having a well-trained team of civil defence volunteers can significantly improve the city's capacity to manage crises effectively, ensure timely relief, and reduce casualties. Such programmes not only strengthen institutional preparedness but also promote a culture of awareness, readiness, and resilience among citizens,' Yadav added.

SRINAGAR: Over 4.14 lakh devotees performed Amarnath yatra from twin routes of Pahalgam in south Kashmir and Batal in central Kashmir this year, said Lt Governor Manoj Sinha at a felicitation ceremony held at Raj Bhawan Auditorium, here on Tuesday. Last year, 5.1 lakh pilgrims had paid obeisance at the Amarnath cave shrine in south Kashmir Himalayas. He asked the officials to analyse and apply the experiences and lessons learned from this year's pilgrimage, and take up the works on priority for a better experience of the pilgrims in future. This year's 38-day Amarnath yatra started on July 3. However, the authorities suspended the yatra a week before its scheduled end on August 9 on Raksha Bandhan, citing adverse weather conditions and its impact on the yatra. Shri Amarnath Barfani Langars Organisation (SABLO), the apex body representing various Bhandara (langar) groups serving free food (langars) to pilgrims during the pilgrimage, had objected to premature suspension of the yatra saying the 'arbitrary stoppage amounts to a denial of the fundamental right to worship and is violation of spiritual customs and traditions associated with the yatra'.

Govt. instructs all department heads, Collectors to take Sadbhavana Diwas pledge
Even as Governor Rajendra Vishwanath Arlekar's directive to universities to observe 'Partition horror day' on August 14 has ignited a controversy, the State government has decided to observe Sadbhavana Diwas (Communal harmony day) on a grand scale on August 20, the birth anniversary of former Prime Minister Rajiv Gandhi. The government issued a general instruction to all District Collectors and department heads to take a pledge on the theme of national integration and communal harmony on the day. A circular issued by the General Administration department instructed the heads of departments and District Collectors to administer the oath at 11 a.m. on Wednesday. 'I solemnly pledge to work with dedication for the unity and harmony of all sections of the people of India, without any consideration of community, religion, region, or language. I pledge never to resort to violence and to resolve all differences through dialogue and other constitutional means,' will read the pledge Speaking to The Hindu, a GAD officer said Sadbhavana Diwas was being observed on the theme of national integrity and communal harmony since 1992. He said this had nothing to do with the controversy over the 'Partition horror day' observance. Normally, in many States, students would also take a pledge to work for maintaining social harmony in schools, colleges, and universities. However, the Kerala government order did not insist that the students take the oath to coincide with the birth anniversary of Rajiv Gandhi. The ceremony aimed to uphold social harmony and mutual respect within the country's multi-ethnic society. Raj Bhavan's instruction to universities to organise seminars and commemorative events as part of 'Partition horror day', including street plays and dramas highlighting the trauma of Partition, did not go well with the State administration with Chief Minister Pinarayi Vijayan terming the directive 'unconstitutional and unacceptable.'

DC hints at fresh orders for PU polls if needed
Chandigarh: Outsiders and unlawful elements trying to disturb peace by assembling at Panjab University campus ahead of student polls could face action under Section 144 already in force in Chandigarh, deputy commissioner Nishant Kumar Yadav said. This came hours after SSP Kanwardeep Kaur affirmed that the order was in force in the city during a meeting with PU student leaders and officials. The deputy commissioner clarified that the provision was not meant to restrict student campaigning for PUCSC elections, but added that the situation would be reassessed and if required, specific orders for the polls would be issued. Section 144 is already in force in Chandigarh. It was imposed from July 7 for 60 days, up to and including September 4. SSP Kanwardeep Kaur made this clear during her meeting with university officials and student leaders at the Student Centre on Monday. Dean, student welfare, Prof Amit Chauhan said that when students asked about prohibitory orders, the SSP told them Section 144 was already operational in the city.
