Police searching for driver in hit-and-run crash that killed bicyclist in Osceola County

The Florida Highway Patrol has released information on a hit-and-run incident that occurred on Pleasant Hill Road, resulting in the death of an adult male bicyclist. Officials report that a newer model black Honda Accord (V1), which remains unidentified, was heading north in the inside lane of Pleasant Hill Road, while a Volkswagen Jetta (V2) was in the outside lane. The bicyclist was in the center of the intersection as both vehicles, having a green light, approached. The front of V1 struck the bicyclist, throwing him into the outside lane, where the left side of V2 then hit him. The driver of V2 attempted to swerve to avoid the collision but was unable to do so. The bicyclist was pronounced deceased at the scene. The driver of V1 fled the scene northbound on Pleasant Hill Road. The driver and passenger of V2, who were uninjured, remained at the scene. His freedom lasted two seconds before he was cuffed

A drug dealer's taste of freedom was short-lived. Footage shows how police arrested Samuel Watts as he took just one step into the outside. As a sliding prison door opens he is handcuffed immediatley when leaving HMP Kirkham. A police officer says "hello Sam" and tells him he is being arrested on suspicion of being concerned in the supply of cocaine. Looking bemused he complains: "Do you understand what I've gone through in the last three months". He is then escorted to a waiting police van. In July 2024 officers at Northwich Proactive CID discovered intelligence suggesting that Watts was in possession of a mobile phone and was coordinating the sale of illegal drugs in Northwich from his prison cell. Following the discovery, officers arranged for Watts to be searched in his cell, where prison officers discovered an Apple iPhone which was strapped to his waist. The phone was later analysed by officers at Northwich who recovered a catalogue of messages which proved he was involved in the sale of illegal drugs. Watts was later arrested on Thursday 21 November 2024, as he left HMP Kirkham following his release for his previous offences. Watts appeared at Burnley Crown Court yesterday (Thursday 5 June) where he was sentenced to four years and four months in prison. The 34-year-old of Thornley Green, Northwich, had earlier pleaded guilty to being concerned in the supply of class A drugs (cocaine) while serving a prison sentence at HMP Kirkham near Preston. Police Constable Dane Lee of Northwich CID said: 'Watts saw his initial prison sentence as an inconvenience rather than a punishment. After smuggling a mobile phone into the prison, he thought that he could simply continue to run his criminal enterprise from behind bars, directing people lower down the chain to deliver drugs on his behalf. 'However, he clearly underestimated the dedication and determination of the team here at Northwich Proactive CID. As soon as we became aware of his latest activities we brought them to a swift conclusion and were ready to arrest him as he was released from prison. 'I welcome the latest sentence handed to Watts and hopefully this time he'll use his time behind bars to reflect upon his actions rather than trying to set up another business venture, otherwise we'll be waiting for him again next time he's released.'

Man facing murder trial in death of daughter makes a plea offer

The man whose murder trial in the 2021 death of his 18-month-old daughter, Kytana Ancog, had been set for June 16 has made a plea offer to the state. Travis Rodrigues' plea offer was mentioned during an Oahu Circuit Court hearing Wednesday to discuss trial setting. The state said it is still working on the offer, the court minutes say. An offer had been submitted as early as January, and possibly earlier. Court minutes from a Jan. 3 hearing show the state acknowledged it had received an offer and is considering it, but informed the court it needs more time to see if the offer is viable. Rodrigues pleaded not guilty on March 18, 2021, to second-degree murder in Ancog's death. But Rodrigues reportedly confessed to hitting and shaking the child and squeezing her against his chest until she became unresponsive. Rodrigues then said he placed her lifeless body in a duffel bag and left it in a vehicle driven by Scott Michael Carter, who said he would 'take care of it.' Ancog was last seen by her mother Jan. 31, 2021, when she dropped off the child with Rodrigues at an Aiea house. A witness told police Rodrigues appeared high on methamphetamine when he slapped and kicked the toddler and tried to give her a meth pipe. Rodrigues was arrested Feb. 13, 2021. Rodrigues has remained in custody at the Halawa Correctional Facility, unable to post $2 million bail. The parties agreed to have the trial rescheduled to the week of Sept. 22, and Judge Rowena Somerville granted the stipulation. Rodrigues' attorney Walter Rodby did not respond to the Honolulu Star-Advertiser's request for comment on the details of the plea offer. Carter, who may be the only one who knows the whereabouts of Ancog's body, had been charged with hindering prosecution. But the judge dismissed his case because the state failed to try Carter within the required time frame since he was charged Feb. 19, 2021. The state said at the time that it had difficulty in obtaining material evidence due in part to the death of the owner of the Aiea house and because Rodrigues was uncooperative. Somerville dismissed Carter's case without prejudice, meaning the state could refile charges at a later date, and he was immediately released from custody Aug. 24, 2022. However, Carter was arrested Nov. 12 in an unrelated auto theft case. He is scheduled to change his plea June 18 for allegedly driving a stolen 2013 Chrysler 300. He was charged with unauthorized control of a propelled vehicle, second-degree promotion of a dangerous drug for methamphetamine possession and driving without a license. It is unclear whether the state could negotiate a plea deal with Rodrigues that would ensure his testimony to recharge and try Carter with hindering prosecution in the Ancog case.
