NALSA launches Veer Parivaar Sahayata Yojana to aid defence personnel

The National Legal Services Authority (NALSA) on Saturday launched the Veer Parivaar Sahayata Yojana 2025 here to strengthen legal aid for defence personnel.
The yojana was launched in collaboration with the High Court of Jammu and Kashmir and Ladakh and the Jammu & Kashmir Legal Services Authority during the North Zone Regional Conference on "Reaffirming the Constitutional Vision of Justice for Defence Personnel and Tribals" at SKICC here.
Presiding over the event, Supreme Court Judge and Executive Chairman of NALSA, Justice Surya Kant, said the gathering in Kashmir was not just about technical discussions, but also about national integration and honouring the selfless service of the armed forces.
Justice Kant said Veer Parivaar Sahayata Yojana 2025 marks a historic step in NALSA's 30-year journey of delivering justice to the marginalised.
"Members of our armed forces and their families face legal hurdles like any other citizen whether land disputes, service entitlements, or matrimonial issues but their unique service conditions make access to justice more difficult. This scheme is our solemn pledge to stand beside those who protect our borders, ensuring that their rights are not left unprotected," he said.
He outlined the three pillars of the yojana a dedicated network of legal services clinics at Zilla, Rajya, and Kendriya Sainik Boards; trained nodal officers, legal aid counsels and PLVs (including ex-servicemen) to assist families in a compassionate and timely manner; and digital access and online redressal mechanisms such as e-Lok Adalats and online mediation to ensure speed and convenience.
Justice Kant said the Constitution, through Article 39A, mandates equal access to justice for all, and "if we fail to extend this support to our jawans and their families, we fail in our constitutional duty".
"This yojana is our way of saying that just as they safeguard our freedom, we safeguard their dignity and rights," he said.
Union Minister of State (Independent Charge) for Law and Justice Arjun Ram Meghwal commended NALSA's initiative, stating that the scheme resonates with the government's commitment to inclusive justice, digital empowerment, and fast-tracking cases involving defence personnel.
Chief Justice of the High Court of Jammu and Kashmir and Ladakh, Justice Arun Palli, praised the scheme and emphasised the need for judiciary-led technological interventions to prioritise and fast-track such cases, ensuring that the limited leave time of defence personnel is not spent in prolonged legal processes.
The launch of Veer Parivaar Sahayata Yojana 2025 marks a milestone in bridging the gap between legal services and the nation's defenders, echoing NALSA's motto of "Access to Justice for All.

The Supreme Court on Tuesday said it will hear on August 12 and 13 pleas related to the Special Intensive Revision (SIR) of the voters' list being carried out by the Election Commission of India (ECI) in Bihar and sought to assure petitioners who challenged the process that 'if there is mass exclusion, we will step in'. Hearing the matter on Monday, a bench of Justices Surya Kant and Joymalya Bagchi, while refusing to stop the ECI from publishing the draft revised list, had asked the parties to inform it on Tuesday how much time they will take to make their submissions so that the court can fix a date. As the court took up the matter on Tuesday, Senior Advocate Rakesh Dwivedi, appearing for the ECI, submitted that the draft has been advertised and given to political parties. Senior Advocate Kapil Sibal, appearing for Rashtriya Janata Dal (RJD) MP Manoj Jha, said those who have been left out must have a chance to submit objections. 'They will have the right. Who said they won't?' Justice Kant said, adding, 'The moment they deviate from the notification, we will interfere.' To this, Sibal said, 'We don't know who has been left,' and asked if the ECI had given the names of those excluded. Dwivedi replied, 'It won't be given to you. Take from the website.' Advocate Prashant Bhushan, appearing for the petitioner Association for Democratic Reforms (ADR), submitted that according to the ECI, 65 lakh people have not submitted the enumeration forms as they are either dead or have permanently shifted elsewhere. Contending that those excluded will have to apply afresh, he wondered how they will come to know whether they are in the draft. Justice Kant said that the ECI is a constitutional body and 'we would deem their action will be in accordance with the law.' He assured that the court is there to take care of any concern. 'We are here, we will hear you,' he stated. Justice Bagchi said, 'January 2025 list is the starting point if there was no SIR. Draft list will be published by ECI. Your apprehension is 65 lakh-odd voters will not feature… They (ECI) are seeking correction vis-a-vis 2025 entry. We are overviewing the thing as a judicial authority. If there is mass exclusion, we will step in. Bring 15 people saying they are alive but left out.' The ECI counsel, however, said there is a 30-day window for filing objections and that the petitioners should help with adding names. Justice Kant stated that political parties should operate like NGOs during the process. Sibal said the petitioners will have no problem if the ECI mentions who were excluded. Justice Kant then said, 'If the draft list is conspicuously silent, you will bring (it) to our attention.' Dwivedi said the final number would be made public only after the objections are considered. 'Once objections are considered, a real picture would come as to who has been excluded. At least by September 15, we are expecting (the final list),' he added.

HYDERABAD: The Telangana High Court on Monday scrutinised the maintainability of writ petitions filed against several senior IAS and IPS officers in a case related to alleged irregularities in the sale and mutation of Bhoodan lands at Nagaram village in Maheshwaram mandal of Rangareddy district. The case pertains to survey No 194 and 195 in Nagaram, where allegations have emerged that high-ranking bureaucrats purchased lands allegedly earmarked under the Bhoodan movement — a land donation initiative meant for landless individuals. Justice K Lakshman, hearing multiple writ petitions, including those filed by Birla Mallesh and Vadthya Ramulu, questioned the legal standing and motive of the petitioners. In particular, the court expressed concern over petitioner Birla Mallesh's locus standi, seeking clarification on how he is directly concerned with survey No 194 of Nagaram village. Senior counsels representing the IAS and IPS officers, including P Raghuram and Chandrasen Reddy, pointed out that the petitioner's mother, Birla Jangamma, had already filed a similar writ petition in 2024, which was duly disposed of. They contended that the current petition is an attempt to reopen settled issues with mala fide intent and to tarnish the reputation of senior government officials. They further alleged that Birla Mallesh deliberately suppressed this prior litigation and misled the court to obtain interim orders. Initially, the petitioner claimed that survey No 194 was Bhoodan land but later altered his position, stating it was government land.
