The awards were presented by Sabah's Head of State, Tun Musa Aman, here today.
Amir, born on February 16, 1950, inherited the fighting spirit of his late father, Tun Datu Mustapha, in championing the welfare of Sabah's people.
Armed with qualifications from the London Business School and Harvard School of Business, he established himself in state politics, serving five terms as an assemblyman and three terms as a Member of Parliament.
The pinnacle of his career saw him appointed as Deputy Chief Minister and Minister of Agriculture and Fisheries, with an outstanding record in advocating rural development, indigenous land rights, and regional economic cooperation through the Sabah and Palawan Co-operation Chamber of Commerce and Industry.
In the field of Islamic propagation (dakwah), he continued his father's harmonious approach, strengthening state Islamic institutions and promoting a more open, scholarly and unifying model of dakwah in Sabah.
Meanwhile, Datin Seri Panglima Nursuhadah Basah, born on August 31, 1953, began her career as a newsreader, broadcaster and program producer from 1973 to 1978.
She later entered politics as a nominated assemblywoman and then as Assistant Minister of Community Welfare and Unity in Sabah.
She has been active in Sabah's Muslim women's religious organizations, leading and coordinating religious, welfare and educational programs for women.
Her commitment is also evident in her roles as a committee member of MUBARAK Sabah and patron of the Hj Salleh Mosleh Mosque.
As a charismatic Muslim woman leader, she has amplified women's voices in policy-making and da'wah program management, reflecting her authority as a prominent female Islamic figure in Sabah.
Her contributions have been recognized with the Ahli Darjah Kinabalu (1983) and Ahli Setia Darjah Kinabalu (2000) awards.
The selection of these two icons highlights their steadfast roles in reinforcing Islamic values, defending the people's welfare, and fostering inclusive societal well-being in Sabah.

Judge allows Na'imah to refer questions to Federal Court

KUALA LUMPUR: Toh Puan Na'imah Abdul Khalid (pic) is one step closer in her bid to refer eight questions to the Federal Court regarding the validity of the charges she is facing. Justice K. Muniandy, in his decision, said Na'imah's case contained constitutional issue that requires the Federal Court's intervention. 'In fact, there is a clear and compelling constitutional issue to be resolved by the apex court,' he added. He said the questions raised were not frivolous or an abuse of court process, as the Sessions Court had suggested, but rather represented a genuine and important challenge to a piece of legislation. 'The outcome of this case will have a profound impact on the rights of the individuals called as witnesses, including the applicant, in the Malaysian Anti-Corruption Commission (MACC) investigations and further define the limit of state power under the supreme law of the Federal Constitution,' he said here yesterday. The court then allowed Na'imah's revision application and ordered for the matter to be transmitted to the Sessions Court for the lower court to transmit it back to the High Court. On Jan 23, 2024, Na'imah was charged with failure to comply with a notice to declare her assets, which included Menara Ilham and several other properties in Kuala Lumpur and Penang. She was charged under Section 36(2) of the MACC Act 2009, which carries a maximum penalty of five years' imprisonment or a fine of RM100,000, upon conviction. On Feb 29, 2024, Na'imah filed an application to refer questions of law pertaining to Sections 30(5), 36(2) and 62 of the MACC Act 2009, as well as Section 32(3)(b) of the Anti-Money Laundering, Anti-Terrorism Financing and Proceeds of Unlawful Activities Act 2001 to the High Court. On Feb 18, the application was dismissed by the Sessions Court on grounds that it lacked merit, as there were no constitutional issues raised in the case. Na'imah then filed an application to the High Court to revise the Sessions Court's decision, which was decided yesterday. In an immediate statement to the press, Na'imah welcomed the court's decision. 'This outcome is bigger than any individual case. It's about protecting fundamental liberties guaranteed under our Federal Constitution, including the right to silence, the right against self-incrimination and the right to a fair trial. 'No one is above the Constitution and no one is beneath its protection,' Na'imah said.

‘Reform should target root cause'

PUTRAJAYA: Education Minister Fadhlina Sidek ( pic, below ) has welcomed the views and proposals of all parties to improve safety aspects in tackling bullying at all educational institutions under her ministry. Fadhlina said she is willing to scrutinise the proposals, including providing psychosocial support and training to teachers and wardens, parent education modules, monitoring at educational institutions and anti-bullying plans, in a bid to address the issue. 'Efforts to tackle bullying and ensure a safe ecosystem at educational institutions are our shared responsibility. 'The Education Ministry is implementing several important steps to strengthen safety aspects at educational institutions, including carrying out safety audits, installing CCTV cameras and setting up safety reformation committees,' she said in a Facebook post, Bernama reported. This follows a memorandum from student activist groups with six key demands regarding improvements to safety monitoring and efforts to combat bullying. The ministry recently approved a RM3mil allocation for the installation of CCTVs in selected boarding schools, starting immediately, before expanding it in stages to all boarding schools nationwide. It said this is one of its ongoing efforts to strengthen monitoring, prevent unwanted incidents and create a safe and conducive ecosystem for all students. Earlier, the student activist groups staged a protest outside the ministry. They pressed the Education Minister to act within 30 days to ensure students' safety, or resign from her post. The key demands outlined in the memorandum include the setting up of a stronger psychosocial support system in schools through more counsellors, and mandatory trauma-informed training for teachers and wardens with clear anti-bullying protocols. It also includes compulsory parental education modules to address toxic home environments; independent and transparent monitoring; the introduction of a National Anti-Bullying Plan; and additional measures to safeguard students. The ministry's corporate communications unit head Faiz Rashid accepted the memorandum on behalf of Fadhlina, who was in Parliament. The protest, organised by the Malaysian Muslim Students Coalition (Gamis) and the Malaysian People's Advocacy Coalition (Haram), also saw participation from Universiti Malaya Association of New Youth (Umany), Demokrat Universiti Kebangsaan Malaysia and United Muslim Malaysia. Haram president Brendon Gan Vinnten criticised recent ministry initiatives, such as the 'Anti-Bullying' slogan campaign, a reward scheme for 'bully-free schools', and the RM8.4mill purchase of Jalur Gemilang pins for students' uniforms. 'None of these address the real root causes of the crisis. 'Bullying is not a trivial issue. If you look at reports, there have been over 11,000 cases in the past three years – and that doesn't even count those unreported. 'Yet the ministry has instead launched incentives rewarding 'bully-free schools', which could encourage covering up cases rather than solving them,' he said. He pointed out that beyond Zara Qairina Mahathir's case, other recent bullying incidents have emerged, including students being tied up, punched, and even forced to strip. Gamis president Azamuddin Sahar said that bullying cases have become normalised as they continue to rise without clear solutions from the government. Umany president Tang Yi Ze said the Education Ministry's foremost responsibility is not just to ensure world-class education, but to guarantee the safety and lives of students - otherwise parents will fear sending their children to school. The protest comes amid heightened public scrutiny of Fadhlina's handling of the issue, following the death of Form One student Zara Qairina, who was found unconscious in a school drain in Papar, Sabah, on July 16. She died the next day. On Aug 11, the Education Ministry said a safety audit will be carried out immediately in all educational institutions and that it will review its safety operation procedures on school safety and handling of disciplinary issues, including bullying. The Aduan Buli online portal will also be revamped to allow anonymous reports to be filed.

Khaled: Military's integrity unfazed by arrests

Shared commitment: (From left) Marles and Khaled posing for a photo after signing a joint statement at the 5th Malaysia-Australia HLC meeting on defence cooperation. — Bernama KUALA LUMPUR: Datuk Seri Mohamed Khaled Nordin says the recent arrest of several armed forces officers does not affect the overall integrity of the country's defence institution. The Defence Minister said these were isolated incidents which should not undermine the people's respect and trust for the armed forces. However, he advised military personnel to steer clear of any unlawful actions to avoid tarnishing the image of the armed forces. 'I hope no one abuses the rank or position entrusted to them. 'This case does not represent the armed forces which remains strong, respected and trusted by the people to defend the nation's sovereignty,' he said when launching the ministry's Fly the Jalur Gemilang Campaign in conjunction with National Month 2025 here yesterday. It was reported that three serving and two former armed forces officers were among 10 people arrested by the Malaysian Anti-Corruption Commission to assist in investigations into a smuggling syndicate in southern Peninsular Malaysia. Khaled said the spirit of nationhood must be instilled in every citizen, especially among armed forces personnel and the defence community, , Bernama reported. He said the armed forces was not only a symbol of physical defence but also of sovereignty, integrity and the nation's independence. 'When we talk about independence, we immediately picture the warriors who defended the country. Every parade at Dataran Merdeka and Warriors' Day is a manifestation of the armed forces' image, and we must uphold this dignity,' he said. Khaled also urged society to revive the patriotic spirit and reject elements that could threaten national unity. 'This year's theme, 'Malaysia Madani, Rakyat Disantuni', is not an empty slogan but a call for each of us to serve the nation with sincerity and integrity. 'Flying the Jalur Gemilang is not just a mere symbol but represents patriotism, freedom and the nation's well-being,' he said. Meanwhile, Malaysia and Australia have reiterated their concern over developments in the South China Sea and the need for all states to resolve disputes peacefully in accordance with international law, particularly the 1982 UNCLOS (United Nations Convention on the Law of the Sea). In a joint statement released after the 5th Malaysia-Australia High Level Committee Meeting (HLC) here yesterday, Khaled and Australian Deputy Prime Minister and Defence Minister Richard Marles raised their 'serious concern about developments in the South China Sea that undermine peace, security and stability in the region, including dangerous and unprofessional actions at sea and in the air, and excessive maritime claims inconsistent with international law.' They emphasised the importance of freedom of navigation and overflight consistent with UNCLOS, which provides the comprehensive legal framework for all activities in the oceans and seas, said the statement. Both ministers noted that maritime claims must be consistent with UNCLOS, emphasising the need for all states to resolve disputes peacefully in accordance with international law. Khaled and Marles also reaffirmed their commitment to Asean centrality, and Asean-led regional architecture that is open, transparent, rules-based and inclusive. On the HLC meeting, both ministers reaffirmed their deep defence cooperation and shared commitment to safeguarding regional stability. The meeting also marked several milestones, including the 80th anniversary of the end of World War II, when the Malaysia-Australia defence partnership was first forged; the 75th anniversary of Australia's assistance during the Emergency; and the 70th anniversary of Australia's diplomatic presence in Malaysia. Both ministers reaffirmed the importance of Operation Gateway, which for more than 45 years has contributed to regional security and emphasised the commitment to further strengthen the initiative to enhance interoperability and safeguard the security of both nations in an increasingly complex regional environment. The joint statement also said that the ministers reiterated their commitment to the Five Power Defence Arrangements as a key pillar of regional security. The statement also mentioned Khaled's appreciation to Australia for supporting the infrastructure upgrade and runway refurbishment at the Royal Malaysian Air Force Butterworth Air Base.
