EAIC recommends criminal charges against immigration officer over medical visa abuse
In a statement, the EAIC said its Special Task Force, led by Commissioner Datuk Seri Dr Razali Ab Malik, had conducted a thorough investigation under Section 17 of the Enforcement Agency Integrity Commission Act 2009 (Act 700).
The investigation revealed that the officer had approved medical visit visas for foreign nationals from several countries despite being aware that the supporting documents were incomplete and failed to comply with Immigration Department Circular No. 10/2001.
Razali said the task force had examined breaches in the visa approval process, including reviewing compliance with standard operating procedures, interviewing relevant witnesses, seizing documents and compiling recommendations for further action by the relevant authorities.
"The EAIC found clear elements of abuse of power in the approval of these visas, which did not meet the basic procedural and documentary requirements," he said.
As a result, the commission has referred its investigation findings to the Attorney-General's Chambers with a recommendation to prosecute the officer under the Penal Code (Act 574), the Immigration Act 1959/63 (Act 155), and the Passport Act 1966 (Act 150), in accordance with Paragraph 30(1)(c) of Act 700.

Government focuses on integrity, tackling power abuse and leakages in 13MP
PUTRAJAYA: The government is placing serious emphasis on integrity while tackling abuse of power and leakages under the 13th Malaysia Plan (13MP), a move that aligns with the role of the Enforcement Agency Integrity Commission (EAIC). EAIC chairman Tan Sri Dr Ismail Bakar said the commission welcomed the government's commitment to strengthening governance, ensuring transparency in actions taken and upholding accountability principles. "As the prime minister (previously) highlighted, public trust is eroded not only by misconduct, but also by the failure to act when injustice occurs," he said in a statement today. Ismail said a culture of integrity should not only be the responsibility of public servants or enforcement agencies but must be instilled at every level of society, including the private sector, to ensure continued public confidence in national institutions. Ismail said EAIC viewed the government's initiative to establish the Malaysian Ombudsman as timely, describing it as a crucial part of institutional reform efforts. "We support this initiative as it complements the reform agenda by strengthening the check-and-balance system in public service delivery and enabling a more comprehensive, independent and effective approach in addressing public complaints," he said. Prime Minister Datuk Seri Anwar Ibrahim, in tabling the 13MP at the Dewan Rakyat yesterday, said it would focus on ensuring transparent, agile and decisive service delivery from civil servants. "Integrity and accountability must be embedded across the board, not only among civil servants or enforcement agencies, but in all sectors, including the private sector, statutory bodies, GLCs, GLICs, and civil societies," he was reported as saying.

Unemployed man gets death penalty for murder of 3-year-old in Langkawi
KUALA LUMPUR: The Alor Setar High Court has sentenced a 44-year-old unemployed man to death for the murder of a three-year-old girl in Langkawi six years ago. Ramlan Abdul Rashid was found guilty of killing Nur Aisyah Aleya Abdullah at a hospital staff quarters between 9 am and 10 am on Feb 23, 2019, under Section 302 of the Penal Code. Justice Evawani Farisyta Mohammad, in her written judgment published on the judiciary's website on July 31, stated that the victim died from prolonged physical abuse. The court noted the accused showed no remorse and callously disposed of the child's body in a forested area at Gunung Raya without proper burial rites. Forensic evidence confirmed the skull and two teeth found at the scene belonged to the victim. The judge emphasized that the accused, entrusted with the child's care, failed in his duty to protect her. The victim's mother had left her daughter in Ramlan's care while working at a food stall. In January 2019, she moved to a hostel, leaving the child with the accused. A month later, she reported her daughter missing after failing to locate her during a visit. Ramlan initially claimed he handed the girl to another person but refused to disclose details. Police later discovered the remains in March 2019. Deputy public prosecutor Mohd Rizal Fadzil led the prosecution, while the accused was represented by lawyer Ai Cha Ran. - Bernama
