SC orders Army Medical College to pay stipend arrears to 2022 MBBS interns

New Delhi, Aug 1 (PTI) The Supreme Court on Friday ordered the Delhi-based Army College of Medical Sciences (ACMS) to pay arrears of Rs 25,000 per month to MBBS interns from the 2022 batch, saying they deserved it as a 'matter of right".
A bench comprising Justices Sudhanshu Dhulia and Aravind Kumar passed the order while hearing a petition filed by medical graduate Abhishek Yadav and others through lawyer Tanvi Dubey.
The top court observed that despite a September 2023 order mandating a stipend of Rs. 25,000 per month for interns starting October 2023, the previous batch had been left uncompensated.
At the outset, Justice Dhulia questioned senior advocate R Balasubramanian, appearing for ACMS, as to why the 2022 interns had not been paid, even after nearly three years.
'Why will you pay a stipend? They deserve it as a matter of right," the judge said.
Justice Kumar also strongly criticized the stand of the ACMS and said, 'You make them work for 18 hours, 19 hours, and you don't want to pay them a stipend?" Balasubramanian contended that the college is managed by a private society and does not receive government funding.
The bench remained unconvinced and said, 'These students have worked for the college. They must be paid." It proceeded to record a statement of Balasubramanian that the Army College would extend the same Rs 25,000 stipend to all interns, including the 2022 batch.
Citing previous orders passed by a three-judge bench, it ordered that similarly placed students should not be denied benefits.
'We are of the opinion that the same benefit ought to be given to the previous batch as well… We direct that interns of 2022, who had done their internship with Army Medical College, also be paid an amount of Rs. 25,000 per month. Let the same be calculated and paid within eight weeks," the bench ordered.
Dubey also brought to the attention of the court the plight of the foreign medical graduates and said that it is a case of bonded labour if they do not get the stipend.
The bench asked as to why after rigorous hours the students are yet not paid stipend.
It also directed that the matter pertaining to foreign medical graduates be also listed urgently for final arguments. PTI SJK ZMN

West Bengal has registered a 12 per cent year-on-year growth in gross Goods and Services Tax (GST) collections for July 2025, Chief Minister Mamata Banerjee said on Monday, citing provisional figures released by the Centre. In a post on X, Banerjee said the state collected Rs 5,895 crore in GST revenue last month, up from Rs 5,257 crore in July 2024. "Glad to share that West Bengal has reported a robust 12 per cent year-on-year growth in gross Goods and Services Tax (GST) collections for July 2025, recording collection of Rs 5,895 crore, compared to Rs 5,257 crore in the same month last year, according to provisional figures just released by the Government of India," she said. "Cumulative growth rate in our state's GST revenue till the month of July is 7.71 per cent. This marks a steady improvement in business and consumption in West Bengal, which is a sign of good economic health," she added. Banerjee's remarks come at a time when her government has been highlighting economic recovery and resilience in the state following the opposition parties' allegations of economic decline in the state.

The Rawalpindi district administration has imposed Section 144 of the Code of Criminal Procedure (CrPC) in anticipation of nationwide protests planned by the Pakistan Tehreek-e-Insaf (PTI) on Tuesday, Geo News reported. Senior Superintendent of Adiala Jail Abdul Ghafoor Anjum sent a letter, seeking additional security to prevent a possible protest by PTI supporters outside the prison.(Reuters File) The country is bracing for a fresh round of protests as the former ruling party has announced it will take to the streets across Pakistan on August 5, marking two years of Khan's incarceration, demanding his release and relief for the inflation-hit masses. The ban, effective from August 4 to August 10, prohibits all types of rallies, sit-ins, demonstrations, protests, and gatherings of more than four people within the district limits, as per Geo News. Senior Superintendent of Adiala Jail Abdul Ghafoor Anjum sent a letter to City Police Officer (CPO), seeking additional security to prevent a possible protest by PTI supporters outside the prison. In his letter, the jail superintendent noted that there are currently 7,700 inmates in the prison, while its capacity is only 2,174. "PTI has planned a protest outside the jail on August 5," the officer said, stressing the need for urgent measures to ensure foolproof security at the facility, where the PTI founder is serving jail terms in multiple cases ranging from treason to terrorism. Additional police personnel, barriers, and surveillance should be deployed outside Rawalpindi jail to avoid any untoward incident, the letter stated. According to Geo News, separate requests were also sent to the Home Department, IG Prisons, and RPO for security, it added. The officer further said that Rawalpindi jail was "very sensitive" due to the presence of political prisoners and terrorists. Additional security should be deployed from Dahgal Checkpost to Gate No. 5 of Adiala Jail, the letter said. PTI has repeatedly called for Khan's release, who has been behind bars for over a year. The deposed prime minister was arrested in Lahore on August 5, 2023, after being sentenced to three years in prison for illegally selling state gifts. The protest call was made by PTI stalwart Asad Qaiser during a press conference on Sunday, jointly addressed by the party's Secretary General Omar Ayub Khan and other leaders in Islamabad. "August 5 marks the day of the PTI founder's arrest; we will stage protests on that day," Qaiser said, referring to the Toshakhana case.

The Andhra Pradesh government will roll out a new bar policy starting September 1, with Chief Minister N Chandrababu Naidu stressing that public health and safety must take precedence over revenue a review meeting held at the Secretariat with ministers Kollu Ravindra, Kondapalli Srinivas, and senior officials, the Chief Minister made it clear that excise policy should not be treated as a mere income source. A key feature of the policy is the reservation of 10 per cent of these licenses for members of the Backward Classes (BCs), similar to the existing reservation in liquor retail outlets. The state currently has 840 bars, and officials estimate that the new policy could generate Rs 700 crore from license and application ensure fairness, each license will require a minimum of four applicants. The license fee will be calculated based on the population of the area: Rs 35 lakh for areas with fewer than 50,000 people, Rs 55 lakh for areas with up to 5 lakh population, and Rs 75 lakh for areas exceeding 5 also briefed the Chief Minister about a surge in liquor sales near state borders. They said this was due to Andhra Pradesh offering all major liquor brands at lower prices and better quality compared to neighbouring states, which has led to a drop in cross-border purchases and illegal liquor also reported significant progress in cracking down on illicit liquor. So far, 12 districts have been declared completely free of Illicitly Distilled (ID) liquor.
