Mock drills held at multiple locations in Manipur
The drill was conducted at multiple locations including Johnston Higher Secondary School, the State Museum, BT Park, Polo Ground (Mapal Kangjeibung), and the Directorate of Fire Service.
The mock drill was conducted across the 244 categorized civil Defence Districts of the Country. For Manipur, the drill was held in Imphal, Tengnoupal, Churachandpur, Ukhrul and Bishnupur districts.
Imphal West Deputy Commissioner Mayanglambam Rajkumar Singh conducted both pre- and post-media briefings related to the mock drill held earlier. During his address, he urged the general public to remain calm, composed, and resilient when faced with hostile situations or unforeseen emergencies, as well as in their daily lives.
The Deputy Commissioner extended his appreciation to all stakeholders for their cooperation during the exercise and emphasized the importance of continuous awareness and preparedness. He also called for sustained collaboration among all parties to effectively manage and respond to such eventualities in the future.
The drill simulated the scenario of an air raid and was jointly carried out by the Fire Department, State Disaster Response Force (SDRF), National Disaster Response Force (NDRF), Health Department, Manipur State Power Distribution Company Limited (MSPDCL), Civil Defence, educational institutions, the State Museum and the Directorate of Information & Public Relations (DIPR).
The exercise featured air raid warning sirens, public address announcements by the police, fire engine sirens, blackout protocols, and rescue operations. It included search and rescue efforts, evacuation of civilians from affected areas, casualty evacuation from damaged structures, the setup of temporary medical facilities, and relocation of civilians to bunkers.
Civilians were also trained in basic civil defence techniques to enhance preparedness in the event of a hostile attack. The primary objective of 'Operation Abhyaas' was to evaluate and strengthen the state's emergency response capabilities during air raid scenarios.
Dignitaries, officials, staff members, personnel, students from various directorates, universities, colleges, schools, NCC cadets, and other stakeholders actively participated in and extended their full cooperation during today's mock drill.
As part of the drill, the Deputy Commissioner also sought and considered feedback and opinions from the participating stakeholders.

PM to unveil Rs 2200-cr development projects in Varanasi tomorrow
New Delhi, Aug 1 (UNI) Prime Minister Narendra Modi will lay the foundation stone and inaugurate projects worth about Rs 2,200 crore during his visit to his Lok Sabha constituency Varanasi on August 2. The projects span sectors like infrastructure, tourism, education, healthcare, urban development, and heritage conservation. A statement from the Prime Minister's Office said that among the key highlights are road upgrades across rural and urban corridors, railway overbridges, and major works under the Smart Distribution Project to strengthen the region's power infrastructure worth over Rs 880 crore. To boost tourism and cultural heritage, the PM will inaugurate redevelopment works at eight riverfront ghats and Kalika Dham, as well as launch projects for preserving historic kunds like Durgakund and Ramkund. Restoration work at Kardameshwar Mahadev Temple and redevelopment of Munshi Premchand's ancestral home also feature prominently. To ensure access to potable water in rural areas, the Prime Minister will also inaugurate 47 Rural Drinking Water Schemes under the Jal Jeevan Mission, said the statement. In the education sector, 53 municipal schools will be upgraded. New projects include a district library and rejuvenation of high schools. Furthering his vision of quality education for all, the Prime Minister will inaugurate the upgrading of 53 school buildings within the municipal boundary. He will also lay the foundation stone for several educational projects, including the construction of a new district library and the rejuvenation of Government High Schools at Jakhini, Lalpur among others. The PM will also inaugurate robotic surgery and CT scan facilities at local cancer hospitals and lay the foundation of a homoeopathic college. In a significant step towards farmer welfare, the Prime Minister will release the 20th installment of PM-KISAN. An amount of more than Rs 20,500 crore will be transferred directly to the bank accounts of over 9.7 crore farmers across the country. ECI announces schedule for Vice President's election, polling on September 9
New Delhi: The Election Commission of India (ECI) on Friday announced the schedule for the 17th Vice Presidential election, with polling to be held on September 9. The election is being held to fill the vacancy in the Ministry of Home Affairs following a notification from the Ministry of Home Affairs dated July 22. The new Vice President will serve a full five-year term from the date the office is assumed. According to the schedule shared by the poll panel, the notification for the election will be issued on August 7, last date for making nominations is August 21, date for the scrutiny of nominations on August 22, last date for the withdrawal of candidatures is August 25, the date of poll (if needed) on September 9 (between 10.00 a.m. to 5.00 p.m.) and the date of counting (if needed) on the same day of polling. The Vice President is elected by an electoral college consisting of members from both the Lok Sabha and the Rajya Sabha. The 2025 electoral college is composed of 788 members, including 233 elected (presently five seats are vacant in the Upper House) and 12 nominated members of the Rajya Sabha, and 543 elected members of the Lok Sabha (one seat vacant in the Lower House). Currently, there are 782 members in the electoral college due to vacant seats. The election is conducted via a secret ballot using a system of proportional representation with a single transferable vote. The ECI has appointed the Secretary General of the Rajya Sabha as the Returning Officer for the election. The poll will be held in Room No. F-101, Vasudha, First Floor, Parliament House, New Delhi. Notably, the Constitution has expressly provided that election to the office of Vice-President shall be by secret ballot. Therefore, the electors are expected to scrupulously maintain the secrecy of their votes. There is no concept of open voting in this election, and showing the ballot to anyone under any circumstances in the case of Presidential and Vice Presidential elections is totally prohibited.

After decades of wait, 101-year-old to receive Freedom Fighter's Pension
CUTTACK: In a significant judgement, the Orissa High Court's single judge bench of Justice Sashikanta Mishra, directed the state government to sanction and disburse Freedom Fighter's Pension to Brahmananda Jena, a 101-year-old man, who has claimed to have participated in the 1942 Quit India Movement. The court directed the authorities to sanction and disburse the pension to Jena within six weeks of submission of the certified order. Jena, who had applied for the pension under the Swatantrata Sainik Samman Pension Scheme in 1981, approached the court after decades of inaction. He filed a petition seeking the high court's intervention in 2021 after the government rejected his claim citing lack of records and doubts over his age and eligibility. However, in the July 29 judgement, Justice Mishra noted that Jena had submitted ample documentary evidence, including a 1984 communication from the Ministry of Home Affairs forwarding his application to the state government and a 1989 Home department letter listing him among applicants. The court held that the claim that Jena did not apply before the 1990 deadline was baseless. On the question of age eligibility-applicants must have been born before 1924, Justice Mishra accepted Jena's 2002 voter list entry, which showed his age as 82. The authenticity of the list had been certified by the deputy collector, and no inquiry was shown to have been conducted on it. The state's allegation of age manipulation was dismissed as speculative and unsubstantiated. Further, Jena had submitted affidavits from two recognised freedom fighters Khali Pradhan and Manguli Parida, both of whom confirmed his role in the movement. Their credentials and signatures were verified by the district treasury officer, adding weight to Jena's claim. Justice Mishra emphasised the state's duty to honour freedom fighters and ensure genuine claims are not rejected on trivial grounds.
