Union Ministers attend meet on boosting rare earths supply chains
Hyderabad: Union Minister of Coal and Mines G Kishan Reddy announced on Tuesday that an inter ministerial meeting focusing on Rare Earth and Critical Minerals has taken place. The meeting was attended by Union Minister for Heavy Industries H D Kumaraswamy, along with officials representing the Ministries of Atomic Energy, Steel, Heavy Industries, and Commerce. Reddy shared this update on his social media account X, stating that 'the meeting deliberated on a wide range of aspects related to securing the supply chains of Rare Earth and Critical Minerals, which are vital for the electronics industry, energy, and national security.'
Discussions at the meeting particularly focused on strengthening the entire value chain, from mining and refining through to end use. Sharing this information with Prime Minister Narendra Modi, Reddy highlighted that the government has implemented the National Critical Mineral Mission (NCMM) and is adopting a 'whole of government' approach to achieve India's self reliance in these crucial minerals.

Calcutta HC directs Centre to start 100-day job scheme in Bengal from August 1
Kolkata: The Calcutta High Court on Wednesday directed the Union government to start the process of implementation of the 100-day job scheme under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) in West Bengal from August 1 without failure. However, while giving the direction to the Union government, the division bench of Chief Justice T.S. Sivagnanam and Justice Chaitali Chattopadhyay also gave a free hand to impose any condition on the West Bengal government on the proper implementation of the 100-day job scheme to ensure the prevention of corruption in the implementation process. While giving the direction, it also authorised the Centre to pay the amount directly to the bank accounts of the beneficiaries, if required. The court also authorised the Union government to monitor the implementation process to prevent future corruption and also to carry out ongoing investigations on past instances of corruption. The direction to the Union government came on a petition filed by the organisation, Paschim Banga Khet Mazdoor Samiti (West Bengal Agricultural Workers' Forum), accusing the Centre of not releasing funds under the 100-day job scheme. Senior advocate and the CPI-M Rajya Sabha member Bikas Ranjan Bhattacharya appeared on behalf of the forum. On the same issue, the Leader of the Opposition in the Assembly, Suvendu Adhikari, also filed a case at the Calcutta High Court. However, his contention was that there had been massive irregularities in the implementation of the 100-day job scheme in West Bengal. The state's ruling Trinamool Congress had been quite vocal against the Union government over the non-release of central funds under the MGNREGA scheme for the last three years. On the other hand, the Union government and the BJP argued that the funds have been stopped for the state under this scheme due to rampant corruption in the implementation of the scheme in the past. Field inspection teams from the Union government during the last couple of years toured several districts in West Bengal, probing the complaints on corruption in the implementation of the scheme.

Employees under Unified Pension Scheme now eligible for retirement, death gratuity benefits
New Delhi, All central government employees part of the Unified Pension Scheme will now be eligible for retirement and death gratuity benefits available under the Old Pension Scheme , Union Minister Jitendra Singh said on Wednesday. Responding to this long-pending demand by a large section of government employees, he said, the move addresses a significant demand of government staff and brings parity in retirement benefits. Singh, the Minister of State for Personnel, said the new provision reflects the government's commitment to ensure social security for all categories of employees under the National Pension System . Addressing a presser on the "transformational" journey of the Ministry of Personnel, Public Grievances and Pensions over the last 11 years, he highlighted a series of reforms aimed at simplifying governance, empowering citizens, and humanising administration. Central government employees covered under the UPS will now be eligible for retirement and death gratuity benefits, as per the provisions of the Central Civil Services Rules, 2021, Singh said. The Department of Pension and Pensioners' Welfare , under the Personnel Ministry, on Wednesday issued an order on the "options to avail benefits under Old Pension Scheme on death of government servant during service or his discharge from government service on account of invalidation or disability for central government servants covered under Unified Pension Scheme". "The order gives an employee the option to revert to OPS in case of death in service. It is progressive in nature and addresses the clarifications being sought by employees," DoPPW Secretary V Srinivas told PTI. President of the All India NPS Employees Federation, Manjeet Singh Patel, welcomed the order and termed it a historic and much-needed move by the government. Patel said the inclusion of death-cum-retirement gratuity in UPS will remove all the misconceptions of the employees. He said, the inclusion of OPS benefits in case of death or disability of any employee during the service under UPS is a great justice. "Therefore, a lot of employees will opt for the UPS now," Patel said. The DoPPW had notified the Central Civil Services Rules, 2021, to regulate service-related matters of central government employees covered under the NPS. Under these, Rule 10 provides for the option to be exercised by every central government employee covered under the NPS for availing benefits under the NPS or the Old Pension Scheme in the event of death of a government servant during service or his discharge on the ground of invalidation or disablement. "UPS has been notified as an option under the NPS. Therefore, it has been decided that the central government civil employees who opt for UPS under the NPS shall also be eligible for option for availing benefits under UPS or the CCS Rules, 2021 or the CSS Rules, 2023 in the event of death of the government servant during service or his discharge on the ground of invalidation or disablement," the order said. The finance ministry, on January 24, issued a notification regarding the introduction of UPS as an option under the NPS for recruits to the central government civil service with effect from April 1, 2025. It gives a one-time option to the central government employees covered under the NPS for inclusion under the UPS. Every central government servant who opts for the UPS under the National Pension System shall, at the time of joining the service, exercise an option in Form 1 for availing benefits under the UPS or under the CCS Rules, 2021 or the CCS Rules, 2023 in the event of his/her death or boarding out on account of disablement or retirement on invalidation, the order said. "Existing government servants, who have opted for the Unified Pension Scheme under the National Pension System, shall also exercise such option as soon as possible after the notification of these clarifications," it said. In the case of the death of a government servant while in service, the last option exercised by the deceased employee before his death shall be treated as final, and the family shall have no right to revise the option, said the order issued to all central government departments. The DoPPW also issued another order on Thursday to clarify that the central government employees covered under the UPS shall also be eligible for the benefit of retirement gratuity and death gratuity under the provisions of the Central Civil Service Rules, 2021. DoPPW Secretary Srinivas said this order "brings parity between the NPS and UPS pensioners and they will be eligible for ₹25 lakh gratuity also". Both these orders were released by Singh during the conference.

Karnataka Minister Priyank Kharge denied permission to travel to US: ‘Will seek explanation'
Karnataka's Minister for IT and Biotechnology, Priyank Kharge, has been barred from travelling to the United States to attend key international tech conferences. According to a report by Indian Express, Kharge, who is currently in France on an official visit, was expected to head to the US next to take part in two high-profile events: the BIO International Convention in Bostonone of the world's largest biotech gatherings, and the Design Automation Conference in San Francisco. However, at the last minute, the Union government reportedly withheld the necessary clearances for his travel, despite allowing state officials in his delegation to proceed, the report added. Posting on social media platform X (formerly Twitter) on Tuesday evening, Kharge refrained from reacting strongly but indicated that he would seek a formal explanation once back in India. 'I'm holding back on making any public statements for now. Once I'm back in Bengaluru, I will seek a clear explanation from the Government of India regarding this denial,' he wrote. According to Indian Express, clearance for the US leg of his trip had been pending for several days and was ultimately denied without a stated reason. Kharge is expected to return to Bengaluru on Thursday. The denial has triggered speculation about political motives behind the Centre's decision, especially given Kharge's senior position within the Congress-led Karnataka government.
