
APCC prez meets Rahul, raises concern over proposed Siang project

He warned that the mega dam, with a proposed height of more than 300 metres, will lead to the displacement of nearly 1.5 lakh indigenous tribal people and the submergence of over 27 villages in the Siang region.
During a meeting with leader of opposition in Lok Sabha,
, in New Delhi, Siram emphasized that the project posed a grave threat to the ecology, cultural heritage and livelihoods in Siang, Upper Siang, East Siang and adjoining districts.
He said the dam would result in the permanent loss of ancestral homes, jhum fields (shifting cultivation lands), paddy lands, and community infrastructure and would also impact sacred cultural landmarks such as Kekar Monying.
Siram alleged that surveys and feasibility studies for the project were being carried out forcibly, often with the deployment of Central Armed Police Forces. He argued that this violated provisions under Article 371(H) of the Constitution, the Panchayats (Extension to Scheduled Areas) Act (PESA), 1996, and the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP).
He further said Arunachal Pradesh was situated in seismic zone-V, the highest-risk earthquake category, and the construction of such a massive structure significantly increases the risk of landslides, erosion, and earthquake-induced disasters.
While clarifying that Congress was not opposed to development or dam construction in general, Siram said the objection was specifically to mega dams of abnormal height that threatens the very survival and identity of indigenous communities.

He urged Rahul Gandhi to adopt a balanced and people-centric approach to the issue.
According to a party statement, Rahul Gandhi assured Siram that the matter will be seriously examined, describing it as an issue of national importance.
Siram also used the opportunity to advocate for the modification of Article 371(H) of the Statehood Act of Arunachal Pradesh. He sought to bring it at par with the provisions granted to Nagaland and Mizoram under Article 371(A) and 371(G), respectively. He argued that the current lack of legislative autonomy over land and natural resources has deprived Arunachal's indigenous people of ownership rights over water, forest and land.
Furthermore, the APCC chief raised the issue of the New Pension Scheme (NPS) and demanded the reintroduction of the Old Pension Scheme (OPS) to ensure post-retirement security for state govt employees.

Family alleges NRC fear behind elderly man's death in Kolkata
A 63-year-old man died in Kolkata on Sunday (August 3, 2025) morning, with his family claiming that he had been living in fear that he would be sent to Bangladesh if the National Register of Citizens (NRC) was implemented. Dilip Kumar Saha, a non-teaching staff member at a private school in Dhakuria, south Kolkata, had arrived in Kolkata in 1972 from Nawabganj, Dhaka, and had been living in Anandapally, Regent Park area. The wife of Saha said that he used to watch television news and was concerned about implementation of NRC in the State. 'He has been under severe stress for quite some time regarding this.... He was afraid that he would be sent to a detention camp and then pushed back to Bangladesh, where he had nobody. He had a valid voter ID card and other documents,' Aarti Saha, wife of the deceased said. There was concern about the implementation of the NRC in West Bengal before the 2024 Lok Sabha elections, and a sense of panic spread among the people in the State, particularly when leaders of the BJP stated that the Citizenship (Amendment) Act would be followed by the NRC. West Bengal Chief Minister and Trinamool Congress chairperson Mamata Banerjee had in September 2019 said that six persons had died due to NRC-related fear in West Bengal. On March 11, 2024, the Union Home Ministry notified CAA rules, but the BJP dropped NRC from its manifesto for the 2024 Lok Sabha polls. West Bengal Power Minister and local Trinamool Congress MLA Arup Biswas reached out of the family members of the deceased, said. 'This is what the fear of being thrown out of the country could do to a man. What they (Centre) have started in the name of the SIR shows their anti-people attitude, and the result is in front of you,' Mr. Biswas said. West Bengal's ruling party raised the issue and said that the death was the BJP's orchestrated campaign of fear and intimidation. 'Despite possessing valid documentation, Bengali-speaking citizens are being served NRC notices. Migrant workers are being arbitrarily labelled as foreigners,' the party posted on social media.

"Illegal Order": Delhi Court Sets Aside 'Hands Up In Air' Punishment For Accused
New Delhi: A Delhi court has set aside an order of a magistrate directing some accused people to stand in the court with their hands raised for the entire day after finding them guilty of contempt of court. Principal District and Sessions Judge Anju Bajaj Chandna was hearing the appeal of Kuldeep and Rakesh, against whom the magisterial court had passed the order on July 15, while hearing a complaint case. In an order dated August 1, the court said the order did not qualify the test of legality and propriety, and that it was an "illegal order", passed without adopting legal procedure. It said, "Non-furnishing of bail bonds by the accused persons cannot be termed as a contemptuous act by any stretch of imagination." "The act of accused persons of not furnishing bail bonds does not fall within the scope and ambit of Section 228 (intentional insult or interruption to public servant sitting in judicial proceeding) of the IPC, and can in no manner be taken as intentional insult or interruption to public servant in judicial proceedings," the court said. It said the magistrate did not afford any opportunity to the accused persons to show cause as to why they should not be proceeded against, and that, without hearing them, the accused people were asked to stand in the court till the rising of the court with their hands straight in the air. "This kind of sentence is not contemplated in law," the court said, adding, Article 21 of the Constitution conferred fundamental rights of personal liberty, which could be curtailed only by a procedure established by law. "The object of law is to ensure that basic human rights are not violated. The judges are duty-bound to safeguard basic and natural rights meant for a dignified existence of individuals," the court said. "Every person appearing before the court (even if involved in a crime) has the inalienable right to live with dignity and is entitled to equal respect. It is the duty of the court to ensure that no person can be detained without proper legal justification or without following due process of law," the court added. It said the magistrate completely failed in his duty and responsibility to conduct judicial proceedings legally and properly. "The order convicting the accused persons under Section 228 IPC and sentencing them to stand with their hands in the air till the rising of the court is not sustainable. The magistrate is advised to properly read and understand the legal provisions before using his discretionary power," the court said, setting aside the order. Earlier, on July 15, Judicial Magistrate Saurabh Goyal, who was hearing a 2018 complaint case, which was at the stage of pre-charge evidence, had passed the order. He said, "Despite waiting and calling the matter twice from 10 am till 11.40 am, the bail bonds were not furnished by the accused persons. For wasting the time of the court, which is in contempt of the order duly promulgated on the last date of hearing, the accused persons are hereby held guilty for contempt of court proceedings and are convicted for the offence under Section 228 of the IPC." "They are directed to stand in the court till the rising of this court with their hands straight in the air," the magistrate added.
