Sultan Haitham bin Tariq of Oman has issued Royal Decree No. 53 of 2025, ratifying the Oman-Russia visa waiver agreement, which was originally signed in Moscow on April 22, 2025 between the Sultanate of Oman and the government of the Russian Federation.
The decree confirms Oman's formal approval of the agreement, which will come into effect once both countries complete the required legal and technical procedures.
The visa waiver is set to ease travel between the two nations by allowing holders of ordinary passports from Oman and Russia to enter each other's countries without the need for a visa.
This development not only simplifies travel procedures but also opens broader horizons for bilateral cooperation in key sectors such as economy, tourism, education, and investment.
The agreement underscores the Sultanate of Oman's position as a nation open to the world, committed to building balanced strategic partnerships and fostering meaningful international engagement.
The official start date of the visa-free travel arrangement will be announced by the Ministry of Foreign Affairs of Oman once all procedural requirements are finalised.
Until the agreement officially takes effect, Omani citizens planning to travel to Russia must continue to obtain entry visas in accordance with current procedures.

melissa@ A Bahrain-based adventurer and overlander has added another feather to his wanderlust hat this summer by completing a 'soul-stirring' expedition to Oman. V Krishna Das, an Indian expatriate and business development manager, clocked in 4,500km in five days, exploring the beauty of Salalah. Overlanding or four-wheel-drive touring is a way of 'self-reliant overland travel to remote destinations' where the journey alone is the principal goal. 'Salalah during the Khareef season is breathtaking with its misty mountains, vibrant greenery and rhythmic pitter-patter of rain,' the 38-year-old told GulfWeekly. 'It felt like stepping into another world. Oman stands apart from other Gulf countries with its raw, untouched beauty. While cities like Dubai and Doha dazzle with modernity, Salalah offers a serene, almost mystical charm,' he added. 'Traversing the shifting terrains of Saudi Arabia and the UAE before entering Oman felt like peeling back the layers of the Gulf's diverse geography, but it was Salalah that truly stole the show.' Some of the places he covered during this trip were Ittin mountain, a scenic area with winding roads, foggy vistas, and cosy cafés nestled in the hills; Sheeheet sinkhole, a hidden gem and geological wonder in Dhofar region, boasting dramatic rock formations, and Marneef Cave and Blowholes where seawater shoots up when the tide is high. 'The landscape is so diverse in Oman and over 2,000km of driving revealed stunning contrasts – from golden desert dunes to fog-draped cliffs,' he recalled. 'Driving through the Rub'al Khali desert was an unforgettable experience. The vastness of this sandy expanse, with its endless horizon and shimmering dunes, was both humbling and awe-inspiring. 'On my visit to Ittin, I stayed in my car, surrounded by deep mist. There was zero visibility and nonstop rain, which was surreal – like being wrapped in nature's quiet embrace,' he added, talking about the highlights of the trip. Despite the excitement, Krishna found navigating the mountains through heavy fog and rain quite challenging. 'I relied heavily on offline maps and pre-planned fuel stops, especially in remote stretches. Staying flexible with my itinerary helped me adapt to weather delays and changing road conditions,' he explained. The adrenaline junkie, who has been living in Bahrain for 17 years with wife Soja and children, Veena, eight, and Advaith, three, started overlanding in 2014. He and his friend Pramod Ramachandran covered eight countries in the region over six days in a Mitsubishi Pajero. Since then, he has switched to travelling alone as he feels it helps him connect with his surroundings better. So far, he has visited several countries, including Yemen, Türkiye, Malaysia and Thailand, which are recorded on his YouTube channel @Das_VK_Vlogs. Krishna hopes to revisit Oman and experience the 'warmth and hospitality' of the Omani people once again. 'The people were so nice, especially in the smaller villages, which added a deeply personal touch to the adventure. Their kindness and quiet pride in their heritage were truly moving,' he said. 'I would like to thank Noushad Rawther, who guided me to all these incredible spots. His support made this journey more memorable,' he added.

The Royal Oman Police (ROP) has announced major changes to the validity and fee structure for expatriate residence cards and Omani personal identity cards, aiming to provide greater flexibility and streamline renewal procedures for residents. Under Decision No. 78/2025, issued by Lieutenant General Hassan bin Mohsin Al Shraiqi, Inspector-General of Police and Customs, expatriate residents can now choose from three validity options for their residence cards — one, two, or three years — with corresponding fees of 5, 10 and 15, riyals, respectively. Replacement of lost or damaged cards will incur a fee of 20 riyals. The decision also extends the validity of personal identity cards for Omani citizens from the previous term to a full 10 years, aligning it with the duration of the Omani passport. The issuance, renewal, or replacement fee for Omani ID cards remains 10 riyals. In addition to the new validity periods and fees, the amended regulations require all residence and ID card holders to renew their documents within 30 days of expiry to remain compliant with the law. 'These amendments are designed to ease administrative processes and provide residents with flexible options to suit their needs,' the ROP said in a statement. Oman is home to approximately 1.8 million expatriate workers as of June 2025, spanning the private sector (1.4 million), government (41,000), domestic (349,000), and family sectors (6,800). The changes are expected to positively impact this large and diverse population by offering more convenient and cost-effective residency management. This update comes as part of ongoing efforts by the Omani government to modernise civil status laws and improve public services in line with international standards.

It appears the Wednesday Witkoff-Putin meeting in Moscow has led to a breakthrough of sorts, coming right down to the wire of threatened fresh US anti-Russia sanctions set to be imposed Friday. Presidents Trump and Putin plan to meet in person as soon as next week, the NY Times is reporting. A meeting with Ukraine's leader would then follow. 'President Trump intends to meet in person with President Vladimir V. Putin of Russia as soon as next week, and he plans to follow up shortly afterward with a meeting between himself, Mr. Putin and President Volodymyr Zelensky of Ukraine, according to two people familiar with the plan,' the breaking report says. There's as yet been no indicators from the Russian or Ukrainian sides of the plan, or even that Moscow is aware of an 'agreement' to proceed with a meeting. According to more details: Mr. Trump disclosed his plans in a call with European leaders on Wednesday, the people said. The meetings would include only those three men, and would not include any European counterparts. The European leaders, who have tried to play a coordinating role on meetings to end the violence between Russia and Ukraine while supporting their European neighbor, appeared to accept what Mr. Trump said, one of the people familiar with the call said. Anti-Moscow critics have said that the Kremlin is just buying more time with Washington while its military operations in Ukraine proceed at full pace. Will a breakthrough actually come of this? Trump has said of a fresh call with European leaders that they agreed with him that 'the war must end' – but that it must be 'an honest end'. There must be something substantial cooking if both sides agree to a meeting, which would be the first such face-to-face interaction between Trump and Putin of the US president's second term. * * * Bloomberg is reporting Wednesday that President Donald Trump suggested he would hike tariffs on more countries buying Russian energy, including China, as the deadline for ceasefire looms, and as US envoy Steve Witkoff is in Moscow trying to make headway with President Putin. Witkoff's talks with Putin lasted three hours, according to Russian media, after Witkoff landed in the country early on Wednesday. Images in Russian media showed the two men smiling and shaking hands in an ornate, gilded hall – after having met for several rounds of meetings spanning prior months. As for the dialogue with Trump's envoy Witkoff, part of it took place through conversation with Putin's economic envoy Kirill Dmitriev, with the two taking a relaxed stroll through a public park in Moscow, which apparently caught some random Muscovites by surprise.
