Tax experts say expanded SST key step towards strengthening Malaysia's finances

KUALA LUMPUR, June 10 — The revision of Sales Tax rates and the expansion of the Service Tax scope form part of targeted fiscal measures to keep the nation's finances on a sustainable path, tax experts said.
PwC Malaysia tax leader, Steve Chia, said the review of the Sales and Service Tax (SST) was expected, having been announced in Budget 2025 last October. He urged the public to view the changes in a broader fiscal context.
'Whilst it is aimed at supporting the medium-term fiscal goals, a search for a longer-term solution remains necessary to ensure a sustainable revenue contribution for the country.
'Although the current expansion is relatively broader, the government is committed to containing the scope to selected and non-essential goods and business-to-business (B2B) services to ensure that the rakyat will not be burdened,' he told Bernama.
Finance Ministry II Minister, Datuk Seri Amir Hamzah Azizan, earlier announced that the government would implement the revised Sales Tax rates and expanded Service Tax scope from July 1, 2025, to strengthen the country's fiscal position and improve support for public welfare.
Chia noted that a key challenge would be ensuring cascading costs are either eliminated or not passed along the value chain.
'Since the Budget 2025 announcement until now, the government has made efforts to engage with relevant stakeholders, including industry associations and tax professionals, to ensure that the revisions are well-informed and the industry impact and issues are taken into consideration.
'Therefore, the change is aimed at strengthening Malaysia's fiscal position by increasing revenue and broadening the tax base.
'We can see that the government is careful in identifying areas for rate increases and scope expansion to protect and cushion the impact on the rakyat at large,' he added.
Meanwhile, KPMG Malaysia head of tax, Soh Lian Seng, noted that the current SST framework is often viewed as less comprehensive than the previous Goods and Services Tax (GST) system and is sometimes criticised for being regressive.
'This revision appears to be an effort to make the tax structure more progressive, broadening the base while ensuring that the burden does not disproportionately fall on the rakyat.
'Expanding the scope of taxable services and revising rates can help improve revenue collection, which is essential for Malaysia's medium-term fiscal consolidation,' he said.
Soh emphasised that the government is likely aiming to enhance fairness and efficiency in tax collection by refining the scope and structure of the SST following the review announcement.
In the meantime, Soh noted that there may be a short-term spike in consumer spending as people rush to make purchases before the new rates take effect, similar to what was observed in 2015 ahead of GST implementation.
'However, this is likely to normalise within the next few months. In regard to concerns about inflation, the impact should be modest.
'While there are exemptions and reliefs in place to cushion the impact, the net effect should still contribute positively to government coffers, supporting broader fiscal sustainability,' he added. — Bernama

Minister of Agriculture and Food Security Datuk Seri Mohamad Sabu said the implementation of revised Sales Tax (ST), effective July 1, only involves selected and premium goods, at a rate of 5 per cent or 10 per cent. According to him, the items in this category include truffle mushrooms, racing bicycles and king crab. 'This is a balanced approach where most people won't be affected, while those who are better off can contribute fairly to the country's development. 'Insya-Allah, the MADANI Government will continue to ensure policies that are formulated are centred on the principles of social justice and well-being of the people,' he posted on Facebook. Based on the Ministry of Finance's explanation, the zero per cent sales tax is maintained for daily essential goods, like chicken, beef, lamb, fish, shrimp, squid, vegetables, local fruits, rice, barley, oats, wheat, flour, canned sardines, sugar and salt. Also included are white bread, pasta, vermicelli, noodles, instant noodles, milk, cooking oil, medicine, medical devices, books, journals, newspapers and pet food. Zero per cent sales tax is also retained for basic construction materials like cement, bricks and sand as well as agricultural sector inputs such as fertilisers, pesticides, and agricultural and livestock machinery. KUALA LUMPUR: Malaysia remains a longstanding, reliable, and valued partner of Russia, with bilateral ties gaining renewed momentum, said Russian Ambassador to Malaysia Naiyl M. Latypov. Speaking at a reception marking Russia's National Day in Kuala Lumpur on Wednesday, Latypov said Prime Minister Datuk Seri Anwar Ibrahim and President Vladimir Putin had held extensive and constructive discussions during Anwar's recent visit to Russia. 'This intensification of dialogue at the highest level clearly reflects the upward trajectory of our bilateral relations. Our cooperation spans a wide range of areas – from trade, investment, and energy, to tourism, education, and cultural and humanitarian exchange. 'It is my hope that the motion along this trend will accelerate further, bringing more benefits to our nations,' he said. Minister of Plantation and Commodities Datuk Seri Johari Abdul Ghani represented the government at the event. Also present was Minister of Agriculture and Food Security Datuk Seri Mohamad Sabu. According to Latypov, Russia-Malaysia cooperation is grounded in mutual respect and shared benefit, with both countries consistently striving to understand one another's perspectives and to act as true partners. 'Our leaders' exchanges on regional and international matters have shown that the positions of Russia and Malaysia are closely aligned. 'Both of our countries are firm in upholding the principles of international law, sovereignty, and non-interference in internal affairs. We also coordinate effectively at multilateral platforms, including the United Nations,' he stated. As Malaysia holds the ASEAN Chairmanship this year, Latypov said Russia places great importance on its dialogue with the Association. ASEAN's centrality is founded on inclusiveness, transparency, and equality – with full respect for the identity and interests of all its members, he added. On BRICS, Latypov said Russia is committed to supporting Malaysia's smooth and effective participation in all BRICS partner formats. On Russia's national day, he noted this year holds special significance for Russians as the country solemnly marks the 80th anniversary of the end of the Great Patriotic War and the Second World War. Russia-Malaysia's diplomatic relations was established in 1967 making it nearly six decades this year. During Anwar's four-day official visit to Russia last month, Putin stated bilateral ties are developing successfully and progressively, with both sides expressing strong interest in making the cooperation more substantive and transparent.
