Implement SOP for issuing birth registration certificates: Maha minister

Mumbai, May 22 (UNI) Maharashtra Revenue Minister Chandrashekhar Bawankule on Thursday directed that Standard Operating Procedure (SOP) should be followed while issuing birth registration certificates.
Former MP Kirit Somaiya as well as officials of Revenue, Health and Urban Development Departments were present at the meeting held at the Mantralaya.
Bawankule said that the Revenue Department should use the SOP prepared by the Public Health Department to issue birth certificates, as the government has cancelled the birth certificates issued earlier and it has been decided to return them.
He instructed the Public Health, Urban Development, Revenue and Police Departments to take joint action for this.
All the district collectors should submit all the cancelled birth certificates to the government.
The Additional Chief Secretary of the Revenue Department will review this matter every 15 days, he added.

Delhi govt defines ‘emergency' tree removal norms, issues SOP
Delhi environment minister Manjinder Singh Sirsa on Friday issued a detailed Standard Operating Procedure (SOP) under Section 8 of the Delhi Preservation of Trees Act (DPTA), 1994 — formally defining what qualifies as an 'emergency' in which trees may be pruned or felled without prior permission, and laying out compliance requirements to prevent misuse. The move, Sirsa said, seeks to enable swift action in genuine cases of public risk while creating a transparent system. However, environmental groups warned that the provision has historically been misused to justify indiscriminate tree removal under vague pretexts. To be sure, Section 8 of the DPTA mandates no tree shall be felled, removed, or disposed of without prior permission from the Tree Officer. However, it provides an exception for emergency cases – where a tree poses immediate danger to life, property, or such situations, residents' welfare associations (RWAs), land-owning agencies, individuals or civic agencies may act without prior approval, provided they report the action to the tree officer within 24 hours. Sirsa on Friday said the government had defined the 'exceptions', where immediate pruning or removal of tree may be warranted. 'For the first time, we have laid out clear parameters for what qualifies as an emergency — such as trees obstructing roads, bridges, drains, or sewer lines; damaging buildings or heritage structures; interfering with Metro or railway infrastructure; or those that are dead, dried, or leaning dangerously,' Sirsa said. In such circumstances, Sirsa said the agency concerned, RWA or individual may take immediate remedial action but must furnish evidence without delay. 'This must be reported within 24 hours by uploading photographs from at least three different angles, geo-coordinates, a written justification for the action, and post-action images on the DPTA e-Forest portal,' the minister said. He added that tree officers will treat such submissions as valid compliance under the law. 'They are also empowered to initiate action on their own if similar threats are observed during inspections or field visits.' While Section 8 is not new to the DPTA, this is the first time the government has formally codified its application through an SOP. Sirsa emphasised that the objective is to strike a balance between public safety and environmental responsibility. 'We are committed to protecting both — our people and our trees. These SOPs ensure that urgent action is not delayed in genuine emergencies, while creating a transparent and accountable system to prevent misuse. Any violation or attempt to exploit these provisions will invite strict legal consequences,' he said. Environmental activist Bhavreen Kandhari said that while the SOP may seem balanced on paper, Section 8 has long served as a loophole for indiscriminate pruning and felling. 'We've seen overhanging branches conveniently labelled as hazards. Once again, the emphasis is on removal rather than revival,' she said, urging the government to invest instead in tree ambulances and better care. 'Most trees in the city remain concretised and are still choking,' she added.

Katra (J&K) June 6 (UNI) Jammu and Kashmir Chief Minister Omar Abdullah on Friday hailed the rail-link of Kashmir with the rest of the country as a 'historic accomplishment,' stating that the development will boost tourism, trade, and bring comfort in the daily lives of people of Jammu and Kashmir. Addressing a large gathering at Katra during the inauguration of the Chenab and Anji Bridges and at the flagging off ceremony of the Vande Bharat Train to Kashmir by Prime Minister Narendra Modi, Abdullah highlighted the difficulties faced by people during inclement weather when highway closures lead to exorbitant airfares. This marks Kashmir's first all-weather railway connectivity with the rest of India. Also present on the occasion were Lieutenant Governor Manoj Sinha, Union Railways Minister Ashwini Vaishnaw, Union MoS PMO Dr. Jitendra Singh, and other dignitaries. 'The benefits to Jammu and Kashmir will be substantial. Tourism will receive a major boost, and the daily lives of our residents will improve,' the Chief Minister said. 'Under PM Modi's stewardship, yet another critical infrastructure project in Jammu and Kashmir has been completed. We are also witnessing rapid progress on other vital initiatives — the Jammu Ring Road, the Srinagar Ring Road, the Delhi-Amritsar-Katra Expressway, the four-laning of the Jammu-Srinagar Highway, and the expansion of both the Jammu and Srinagar airports and the railway network,' he said. The Chief Minister expressed hope that with the Prime Minister's continued support, Jammu and Kashmir will soon regain its status as a full-fledged state. 'Today marks yet another momentous occasion. 'You may call it fate, or perhaps destiny, but I have always had the good fortune of being present at key milestones in Jammu and Kashmir's railway journey,' he said. He also recalled that the dream of connecting Kashmir via railway dates back to colonial times. 'Even during British rule, plans were envisioned — such as the proposed Uri and Jhelum railway lines — but they remained unfulfilled. What the British could not achieve, you have made a reality. You have connected Kashmir with the rest of India and, through it, to the wider world. This is a historic accomplishment,' he said. Paying tribute to former Prime Minister Atal Bihari Vajpayee, he credited him for being the first to recognize the rail network to Kashmir as a project of national importance. 'This progress owes much to the vision of Atal Bihari Vajpayee ji, who declared this railway line a project of national importance. Since then, the project has seen consistent progress and budgetary prioritization,' he said. Reaffirming his government's commitment to development, the Chief Minister reiterated his resolve to fulfill the vision of a prosperous region. 'Our government remains committed to the vision of 'Viksit Jammu Kashmir, Viksit Bharat' — a developed Jammu and Kashmir, a developed India — and we are determined to realize this goal for the people of our region.'
