Large tracts of land submerged, over 7,000 shifted to relief camps as heavy showers, thunderstorms continue to pound Tripura
Showers and thunderstorms ravaged large parts of North Tripura, Unakoti, Dhalai, Sepahijala, and West Tripura districts in the last 24 hours, inundating several regions in the state, Tripura officials said on Sunday. Bodhjungnagar in West Tripura district alone received 198.5 mm of rainfall in the last 48 hours. Speaking to this publication, a senior official of the Revenue Department said the heavy spells of rain damaged several houses and led to the uprooting of trees. A total of 7,109 people from 1,623 families have been shifted to 34 relief camps set up by the government. All roads blocked by uprooted trees were cleared by the Forest Department, local administration, and disaster management volunteers within a short time, the official informed. Pratapgarh, Aralia, Radhanagar, Pragati Road, Jogendranagar, Masterpara, Sukanta Palli, Noagaon, Bitterban slum, and many other areas in Agartala and adjoining areas of Sadar sub-division in West Tripura district were badly hit as River Haora crossed the danger level at 11 am on Sunday. As per disaster management authorities, the danger level for River Haora is 10.50 metre and the critical danger level is 11 metre, whereas the river was flowing at 10.92 metre on Sunday morning. River Juri and River Kakri in Dharmanagar of North Tripura district also crossed the critical level on Sunday morning. All other rivers in the state were found flowing below the expected flood level. Images and videos of cars and houses submerged in flood water have gone viral on social media. However, Agartala Mayor Dipak Majumder assured citizens that the municipal authorities were working around the clock to drain out flood water and urged them not to get anxious and follow government instructions. The weather forecast on Sunday said light to moderate rainfall and thundershowers are very likely in all districts of Tripura in the next 24 hours. Thunderstorms with winds reaching 40-50 Kmph are also expected at a few places. Chief Minister Dr Manik Saha, who is visiting flood-affected areas on Sunday, posted on social media, 'Incessant rains for the past two days have flooded various parts of West Tripura district. About 1,300 families have taken shelter in government shelter houses. The government is keeping a close watch on the flooded areas. District administration has deployed NDRF/SDRF, Civil Volunteers, and other agencies in various areas. Water has accumulated in different areas of Agartala, water pumps are also running. People in flooded areas are also requested to follow government instructions and take shelter in safe places.' The floods last year cost 38 lives apart from affecting over 17 lakh people, and causing estimated damages worth Rs 15,000 crore. Over two lakh people were shifted to 889 relief camps across the state as flood waters submerged large tracts in all eight districts.

Karnataka achieves drastic reduction in ‘overdue' cases before revenue courts: Minister
Karnataka has now become a model for the country in terms of handling revenue disputes as the State has drastically reduced the number of 'overdue' cases, which have been pending beyond deadline, before the courts of tahsildars and Assistant Commissioners. This has resulted in a significant social impact through reduction in the burden of litigation, financial expenses, and harassment for farmers as over 95% of such disposed cases have attained legal finality without being taken before either higher revenue courts or civil courts. The rules stipulate that disputes before the tahsildars' courts should be disposed of within three months, while the next higher authority of Assistant Commissioners' courts should dispose of such cases within a maximum of six months. However, the number of overdue cases before these courts have been huge across the country. Drastic reduction Revenue Minister Krishna Byre Gowda pointed out that Karnataka had 10,774 overdue cases before the courts of tahsildars and 60,000 before the courts of Assistant Commissioners when he took over the Department in 2023. 'We have managed to reduce them to below 400 in tahsildars' courts and 24,000 in the Assistant Commissioners' courts,' he said. The Minister told The Hindu that it was possible owing to special focus given through regular and real-time monitoring as well as reviews regarding pendency. All cases had been onboarded to the Revenue Court Case Monitoring System (RCCMS), which is a web application to track ongoing cases. The Revenue Department has initiated action against those failing to onboard the pending cases to RCCMS and those delaying the disposal of cases. Officials have been told to issue even orders regarding cases through RCCMs. Social impact The reduction in the pendency of cases has resulted in a significant social impact as this has drastically reduced the number of cases appealed before higher revenue authorities or taken to courts, Mr. Gowda said, while pointing out that only 3% to 5% of the cases have gone for an appeal after being disposed by the tahsildars' courts. 'Farmers can now focus on their work instead of repeatedly visiting the revenue offices,' he observed. According to him, the Centre has acknowledged Karnataka's achievement during various official meetings, while a few States have deputed their teams to Karnataka to learn from its experiment. End-to-end integration: Also, the Revenue Department has ensured end-to-end digital integration of revenue court management system for the first time in the country that has brought in transparency, accountability, and swift action. Under this system, the matter automatically goes before the revenue courts concerned if the aggrieved parties raise objections. This system enables parties concerned to view the status of the case online. The revenue courts will have to issue the orders in digital format that would be automatically effected in RTCs. The department has introduced a system of 'auto mutation' under which the changes in RTCs (other than ownership change) are effected automatically without the need for submitting any applications or making physical visits to offices with respect to nine areas. 'We have now reduced the time required for effecting changes in land records in these cases from the earlier system of weeks to just 12 hours,' the Minister said. Similarly, in case of ownership change involving registered documents, there is a need for seven days' notice period while those with unregistered documents need a notice period of 15 days. In both the cases, the changes will be effected in two days after the completion of the notice period.

Kochi shipwreck: Plastic pellets, container drift to Kanniyakumari shores; activists raise concerns
Following the discovery of several bags of tiny plastic pellets along the shores of coastal villages in the Western part of Kanniyakumari district on Wednesday (May 28), a container from the sunken Liberian ship was found washed ashore between the the shores of Kodimunai and Vaniyakudi on Thursday. The Liberian cargo vessel MSC Elsa 3, which departed from Vizhinjam harbour, sank off the Kochi coast on Sunday (May 25, 2025). Initially, the containers and cargo from the ship began washing ashore along the coastline of Kerala. However, since Wednesday (May 28), due to ocean currents and monsoon winds, the containers and cargos are being eventually drifted towards the waters of Kanniyakumari. As part of the unfolding situation, a container was found washed ashore between the coastal villages Kodimunai and Vaniyakudi near Colachel. Speaking to The Hindu, Kanniyakumari District Collector R. Alagumeena said, 'The information has been reported and an expert team from the shipping company in Gujarat is on its way to recover the drifted item from the shore.' She added that officials from the Revenue Department and Police department have been deployed for the security of the container. Ms. Alagumeena noted that the efforts to clear the plastic pellets along the coastal areas had been continuing for the second consecutive day. Meanwhile, fishermen and activists had raised their concerns about the scattered plastic pellets along the coastal areas of Kanniykaumari and the submerged containers drifting in the sea. Fr. Churchill from South Asian Fishermen Fraternity highlighted the threat posed by submerged containers which could damage the fishing nets and boats during fishing activities. Additionally, since these containers might float in the sea at night, Mr. Churchill noted the heightened risk of collision, causing significant damage or even the sinking of fishing boats. Another activist Justin Antony stressed the need for urgent war-footing measures to clean up the plastic pellets along the shoreline. He pointed out that the livelihood of at least three fishermen families often depends on a single country boat, and urged the authorities to take immediate action to remove the submerged containers in the waters of Kanniyakumari.

Delhi CM, Minister Sirsa hand over job letters to family members of 1984 anti-Sikh riot victims
New Delhi [India], May 27 (ANI): Delhi Chief Minister Rekha Gupta and Minister Manjinder Singh Sirsa on Tuesday handed over job appointment letters to family members of victims of the 1984 anti-Sikh riots. Speaking to the media after the event, CM Gupta said, 'Under the guidance of PM Modi, the Delhi government has given appointment letters to 125 people from victim families of 1984 anti-Sikh riots.' Earlier in January this year, Delhi Lieutenant Governor Vinai Kumar Saxena had approved full relaxation in the required educational qualifications and age relaxation of up to 55 years for 88 applicants for employment under the compensation scheme for riot victims. According to a release from the LG office dated January 5, this relaxation was approved for their appointment in Government Service to the post of Multi-Tasking Staff (MTS). Repeated representations had been made by the Delhi Sikh Gurdwara Management Committee, public representatives and groups of victims, who had met LG recently, in this regard. The Delhi LG had earlier granted a full relaxation in educational qualification requirements to 50 applicants, and obtaining an age relaxation for 22 other applicants. A total of 72 applicants were appointed after a special drive by the Revenue Department in 2006. 'A rehabilitation package, including provision of jobs was sanctioned by MHA, GoI on Jan 16, 2006, for victims of anti-Sikh riots. The revenue department in a subsequent special drive got 72 applicants out of appointment was given to 22 applicants by obtaining age relaxation from then LG,' read the release. In regards to the other 50 applicants, the note added, 'In Oct 2024, Saxena granted full relaxation in required educational qualification to the post of MTS for left out 50 applicants out of a total 72 received during (a) special drive. Revenue Department was also directed to process the cases for granting employment to one of the children of the applicants wherein applicants have surpassed the age of employment.' The Revenue Department organised other special camps on November 28 and 30, 2024, issuing notices in newspapers and inviting applications to family members of the 1984 riots victims. 'Subsequently, a total of 199 applications were received, out of which 89 applicants were found eligible, but all there were above the age limit and a few also missed out on the required educational qualification,' read the note. LG Saxena had highlighted the plight of victims of the 1984 anti-Sikh riots while giving his approval, describing the riots as a blot on Indian democratic traditions. The LG had said, according to the note, 'Terrible atrocities were committed upon a particular minority community, violating all standards of human rights and which affected many families, taking lives of their single breadwinners.'
