Ghose panel summons KCR
Hyderabad: As widely expected, Justice PC Ghose Commission, investigating the sinking of piers at the Medigadda barrage of multipurpose Kaleshwaram Lift Irrigation Project, served a notice on former chief minister K Chandrashekar Rao on Tuesday and asked him to appear before it by June 5.
The Ghose Commission, which is also looking into leakages at Annaram and Sundilla barrages of the project, also summoned the BRS leader and former irrigation minister T Harish Rao and BJP MP Eatala Rajendar on June 6 and June 9, respectively. Rajender was the finance minister in the TRS (now BRS) government when the project was initiated.
Official sources said Justice Ghose would seek clarifications from the former chief minister on the statements of irrigation officials recorded by the commission earlier. The commission already grilled more than 50 irrigation officials, including the retired chief engineers who executed the works of the multi-crore Kaleshwaram project. Most of the irrigation officials, whom the commission questioned, admitted that KCR finalised the designs of the three damaged barrages under the project. The officials of the Central Design Organisation of the state's Irrigation department also submitted evidence to the commission recently on the change of the project designs under the instructions of the former chief minister.
Official sources said that alleged corruption in the construction of Kaleshwaram project would come up during the questioning of KCR. He is likely to be questioned on the mobilisation of advances, borrowing loans at higher interest rates from the Central funding agencies and the role of former CM in the financial management of the entire project. The commission would also question KCR's role in the operation and maintenance of the damaged barrages.
Harish Rao and Rajender's role in the project designs and release of funds during the construction of the project will be crucial to ascertain whether the transparent methods were adopted in the finalization of project designs and execution of the entire project construction, the sources said.

Hyderabad: Deposing before the Justice (retd) PC Ghose one-man commission inquiring into alleged irregularities in Kaleshwaram project, former BRS finance minister (now BJP MP) Eatala Rajender said the decision on redesigning the project and location of the three barrages – Medigadda, Annaram and Sundilla – was taken by the cabinet led by CM K Chandrasekhar Rao, and he had limited role as finance minister. Rajender, who was witness no. 113, told the panel that the project cost, loans, auditing and quality of barrages came under the Kaleshwaram corporation and irrigation department, not the finance department. Cabinet took decision The commission, which is probing the sinking of piers in Block 7 of Medigadda barrage and damages in Annaram and Sundilla, called Rajender as witness since he was the finance minister when the project was taken up by the BRS govt in 2015. He served as finance minister between June 2014 and Sept 2018. Apart from Rajender, the commission is set to quiz former BRS irrigation minister T Harish Rao on June 9 and KCR on June 11. On Friday, during 40 minutes of questioning, Justice Ghose posed 19 questions. Rajender maintained that he was merely one of the three members in the cabinet sub-committee headed by then irrigation minister Harish Rao on finalising the location of the Kaleshwaram project, but the cabinet took the final decision. On redesigning of Kaleshwaram, Rajender said that originally it was proposed at Thummudihatti on Maharashtra border at 152 metres height and reduced to 148 metres. Since there were objections from the neighbouring state, the sub-committee was constituted by KCR and cabinet approved it based on expert committee, technical committee and sub-committee reports. He replied that the sub-committee okayed the redesigning and the three barrages' construction was approved by the cabinet. The MP, however, said he was not aware 5.97 crore paid to WAPCOS for preparation of the report. The project's initial cost was 16,500 crore, which was revised to 38,000 crore. Later, after revision and inclusion of more areas and components, it was estimated to cost 63,000 crore. Even that was revised to 82,000 crore. Of this, the barrages cost less than 10,000 crore, he said. 'KCR is the big boss' Later, speaking to reporters, Rajender said the decision to shift Kaleshwaram location from Thummidihatti to Medigadda was taken by KCR , who was head of the cabinet and big boss. "There were some comments when I was summoned by the one-man commission. But people of Telangana know me for the past 25 years and I have maintained ethics in politics. I won't lie even at gun point," Rajender said. The BJP MP demanded that the govt take action against all those responsible for the alleged irregularities in the project as some agencies have already submitted their reports. He asserted that the state govt would go to any extent to protect Telangana's rights over river waters. He said that the scheme violates the Godavari Water Disputes Tribunal (GWDT) tribunal award as well as the AP Reorganisation Act, 2014. He dismissed the allegations of the BRS that the state govt was not doing anything to stall the irrigation scheme. "The state govt received a letter from Jal Shakti minister CR Patil last week, who said the Andhra Pradesh govt has not yet submitted a detailed proposal for the Godavari-Banakacherla river linking scheme. He assured the Telangana govt that once the proposal is received from the AP govt, the Central Water Commission (CWC) would examine it in accordance with the existing guidelines, tribunal and inter-state agreements and various provisions of the AP Reorganisation Act 2014, and would take appropriate action," Uttam Kumar Reddy told reporters. He added that the Telangana govt had brought to the notice of the Centre by writing multiple letters that the AP govt was proceeding with calling tenders and awarding contracts for the project, thereby flouting several norms. He urged the Centre not to fund the project and appealed to BJP ministers and MPs from Telangana to cooperate with the state govt on the issue. The minister accused the BRS of doing injustice to Telangana by agreeing to a water-sharing agreement of 299 TMC for Telangana and 512 TMC for AP in Krishna river since 2015. The minister further alleged that the BRS govt failed to stop the neighbouring state when it altered the scope of ongoing projects and proposed new schemes to divert the Krishna water. "While 727 TMC of water was utilised outside the Srisailam project during the previous Congress rule between 2004 and 2014, the diversion rose to over 1,250 TMC between 2014 and 2023, as per the official figures," Uttam Kumar Reddy said while giving the various schemes such as Pothireddypadu head regulator and other schemes. He accused the BRS govt of helping the Andhra Pradesh govt led by Jaganmohan Reddy earlier to take up the Rayalaseem Lift Irrigation Scheme (RLIS) and even asked the Centre to postpone the Apex council meeting to allow the AP to complete tendering process in 2020. The minister said that had the BRS govt not spent an additional Rs 68,000 crore on Kaleshwaram and instead allocated funds to other irrigation schemes, the state could have brought an additional 25 lakh acres under irrigation.
