Cops shoot brother dead after alleged attack on sister
Victoria Police Assistant Commissioner Russell Barrett said the altercation was reported to police by the pair's mother and took place at a home in Yarra Junction, 55km east of Melbourne, on Wednesday evening.
Police heard screaming coming from inside the home shortly after arriving at the scene.
"They then entered the bedroom and were confronted by a female who appeared to be unconscious and appeared to have a limb that was partially severed, being strangled by a man," Mr Barrett told reporters on Thursday.
Officers deployed their Tasers three times in an attempt to stop the assault, but the man continued to strangle his sister, Mr Barrett said.
An officer discharged their firearm, fatally shooting the man.
"This is tragic, it's every police officer's nightmare," Mr Barrett said.
"Both police officers are distressed. They understand the realities of their job ... but it's not what they come to work to do."
The woman was flown to the Royal Melbourne Hospital, where she remains in a coma with life-threatening injuries.
Mr Barrett said homicide detectives and forensic examiners remain at the scene, which he described as "graphic and dramatic".
He confirmed a sword was also found inside the home.
Premier Jacinta Allan described the shooting as distressing and said her thoughts were with the family.
"They're going to be deeply, deeply traumatised by this tragedy," she said.
The man is known to police through his medical condition.
State Coroner John Cain attended the scene on Wednesday night.
Homicide Squad detectives will investigate the matter with oversight from Professional Standards Command, as is standard procedure for a fatal police shooting.

Groom in Hunter Valley minibus crash on wedding day to remain in hospital
A father-of-four remains in a serious but stable condition in hospital the day after a minibus crash derailed his wedding and injured six people, including members of his bridal party. Groom John Barrett, from Cessnock, was critically injured when the Toyota HiAce taxi carrying him and his groomsmen on Wednesday morning veered off Mount View Rd at Mount View, in the NSW Hunter Valley region. The car rolled several times down an embankment. All six people in the car — a 73-year-old male driver and five men aged in their 50s — were hurt and had to be taken to John Hunter Hospital in Newcastle. Barrett suffered limb injuries, and a 60-year-old passenger was also taken to hospital with critical head wounds. Three people have since been discharged from hospital and three remain in a stable condition, including Barrett. The crash happened just minutes from the groom's wedding venue, Bistro Molines, about 10.30am. Barrett was recently diagnosed with motor neurone disease and has been campaigning to find a cure for the illness. NSW Ambulance Superintendent Jake Broughton-Rouse said it was 'a really difficult scene', with the vehicle rolling about seven times. 'It took a multi-agency and really co-ordinated response to gain access to the vehicle,' he said. 'It took approximately 45 minutes to cut one of the patients out of the minibus.' NSW Police district commander Superintendent Steve Laksa said it was 'very fortunate that the injuries were not fatal'. 'It definitely could have been worse,' he said. Police said an official investigation is underway and anyone with information should contact Crime Stoppers on 1800 333 000.

Breakthrough in 2023 gangland hit
Five people have been charged almost two years on from the bikie-linked fatal shooting of Robert Issa in a Melbourne shopping centre car park. Mr Issa, 27, had been sitting in a white Mercedes in Craigieburn Central shopping centre car park when gunmen sprayed the car with bullets, killing Mr Issa and wounding his friend Eric Catanese in early October 2023. A burnt out Black Range Rover was found in the nearby suburb Westmeadows a short time later. Homicide Squad on Thursday arrested five men as part of their investigation into the fatal shooting of Robert Issa in a Craigieburn carpark in 2023. Supplied Credit: Supplied On Thursday morning, Victoria Police took a 29-year-old Kew man, a 31-year-old Mickleham man, a 33-year-old Pascoe Vale man and two 26-year-old Fawkner men into custody. Following interviews, all five men were charged with murder, attempted murder and criminal damage by fire. The reasons behind Mr Issa's killing remain unclear. However, he was thought to be closely associated with a figure linked to the Comanchero bikie gang, who was suspected of playing a role in a string of retaliatory firebombings targeting businesses and residences throughout Melbourne, the Herald Sun reported. Robert 'Rony' Issa was shot and killed at Craigieburn Central shopping centre in 2023. Supplied Credit: Supplied Five people have now been charged over the death of 27-year-old Robert Issa. Supplied Credit: Supplied Detective Inspector Dean Thomas said on Thursday the men arrested were likely only 'foot soldiers' and those responsible for planning the attack remained at large. 'We believe these men were likely the foot soldiers who carried out the murder, but we believe there are also people further up the chain who are responsible for ordering this attack,' he said. 'This shooting was incredibly violent and it played out in a shopping centre carpark in the middle of the afternoon on a Saturday.' Detective Inspector Thomas said despite the arrests, the investigation was not over. 'We will do everything we can to hold accountable every single person involved in this shooting,' he said. 'You know you are part of that chain, now is the time for you to come and speak to us, because this may be your last opportunity.' The five men were due to appear at Melbourne Magistrates Court on Thursday afternoon.

Five alleged 'foot soldiers' arrested over Melbourne car park shooting of Robert Issa
Police have arrested five men who they allege were "foot soldiers" in the daylight shooting of Melbourne man Robert Issa in a shopping centre car park almost two years ago. The group, aged between 26 and 33, was taken into custody before police raided six addresses in Kew, Mickleham, Pascoe Vale and Fawkner early on Thursday. The five men are now being interviewed by detectives. Mr Issa, 27, was sitting next to a male associate in a white Mercedes station wagon parked outside the Craigieburn Central shopping centre when the incident unfolded on October 7, 2023. Police allege a black Range Rover pulled up before a number of men got out and fired multiple shots into the other vehicle. The 27-year-old was pronounced dead at the scene. His associate was seriously injured. Police believe the killing was a targeted attack between organised crime figures but say they have an "open mind" as to the motive. Detective Inspector Dean Thomas from the Homicide Squad told reporters on Thursday that the arrests came nearly two years into a "significant" and "protracted" investigation. "These arrests are a turning point in this investigation, but they are only the beginning," he said. "We believe these men were likely the foot soldiers who carried out the [alleged] murder, but we believe there are also people further up the chain who are responsible for ordering this attack. "At this stage, we believe this was a targeted attack and we are confident there is some organised crime involvement in this. We keep an open mind as to what that is." The detective repeatedly appealed for members of the public to come forward with information as police work to identify who ordered and paid for the shooting. The incident took place at about 3pm on a Saturday in a relatively full car park as members of the public carried out their shopping. "There were families going about their business. Children walking through the car park," Detective Inspector Thomas said. "It could very well have ended with other people, other innocent people perhaps, being injured or killed."
