​Deaths in school: on the state of government schools

On July 25, tragedy awaited students of Classes 6 and 7 at the Piplodi Government School in Rajasthan's Jhalawar district as they assembled for prayer. A part of their school building gave way leading to the deaths of seven and injuries to several others. Most of the students were from tribal communities. The school is in the southeastern part of the State bordering Madhya Pradesh. There was a similar incident the next day in Nagaur district but the school was closed being a holiday. There has been much public anger in the State over the incidents which, quite rightly, have thrown the spotlight on the state of government schools. As in UDISE 2023-24 data, there are more than 70,000 government schools in Rajasthan serving nearly 84 lakh students, especially from the poorer and marginalised sections. Of these, some 8,000 schools have been estimated by the Education Department to be in a poor condition. The Jhalawar school was not among the schools identified as being in a poor state, indicating the extent of the problems. Some ₹650 crore had been allocated in the past two State budgets for boosting the infrastructure but inefficiencies in government have ensured that the measures did not make much difference. Fixing the infrastructure of government schools should be a priority for the State's Bharatiya Janata Party government.
The tragedy in Rajasthan should serve as a wake-up call across India, given the current policy defocus on government-owned education institutions. The National Education Policy (NEP) 2020 had called for an immediate increase in spending on education, from some 4.6% of GDP to 6%, identifying one-time spends on infrastructure as the lead priority besides identifying other sectors for a boost in support. Five years into the NEP, there is little to suggest that this has been a focus area for governments, Union or State. Policy thrusts have been more towards reducing government support, self-financing, and encouraging private sector contribution. While these may be applicable to higher education, basic school education is a primary duty of the government — as it is across the world including in the most developed nations. Setting up model schools and funding them to serve as exemplars cannot be at the cost of mass school education. Foundational Literacy and Numeracy has been identified as a critical area for boosting workforce productivity and reaping the demographic dividend that will soon run its course as India's population ages. But the discourse on pathways towards achieving them is more on pedagogy, non-formal teaching and so on than the essentials — an infrastructure boost and teacher recruitment and training.

Secretary (Education) Yogita Rana explained the government's commitment for inclusive learning and lauded its efforts for the recent rise in enrollment and infrastructure measures. She called for a sustained enthusiasm in the entire department to bridge the existing gaps. Director of School Education E. Naveen Nicolas encouraged the DEOs and reminded them about their crucial role in converting State-level policies into impactful local outcomes. In-depth reviews on enrolment growth by Samagra Shiksha; Automated Permanent Academic Account Registry (APAAR), Aadhaar validation issues, and Unified District Information System for Education (UDISE) 2024‑25 enhancements, and urgent needs in classrooms, science labs, and sanitation facilities, were also held. The meeting deliberated on the progress in Telangana's Performance Grading Index, student learning outcomes as per PRS‑2024, and improvements in Foundational Literacy and Numeracy, Assessment at Scale (AxL), and the Learning Improvement Program (LIP). Officials also discussed students' preparation for SSC exam, PM SHRI model school upgrades, optimising teacher deployment, and plans for establishing new schools in underserved zones, environmental education through Vanamahotsavam, mid‑day meal compliance with PM POSHAN, and timely disbursement of textbooks and uniforms.

Coinciding with Prime Minister Narendra Modi's visit to Tamil Nadu on July 26-27, the DMK (Dravida Munnetra Kazhagam) government in the state submitted a detailed memorandum reiterating its longstanding policy positions and pressing developmental demands, including for education, stalled rail projects and fisherfolk memorandum was approved by chief minister M.K. While the memorandum set out these differences clearly, the government ensured full participation in the prime minister's public was present at events in both Thoothukudi and Gangaikonda Chozhapuram, describing Modi's visit to the ancient Chola capital as 'a matter of pride'. The minister's presence demonstrated the state's respect for institutional protocol even as it continued to assert its distinct policy the many long-pending infrastructure needs raised were railway projects that had received approval over a decade ago but remained unimplemented. These include the Tindivanam-Tiruvannamalai line via Senji (70 km), Erode-Palani (91 km), Madurai-Thoothukudi via Aruppukottai (60 km) and Chennai-Cuddalore via Mahabalipuram (180 km). Tamil Nadu also sought the Centre's approval for new lines, including Tirupattur-Krishnagiri-Hosur and suburban services around Madurai. Detailed project reports or route surveys were requested for lines connecting Coimbatore, Bhavani, Gobi and memorandum called for improvements in the Chennai suburban rail network, including a fourth track between Tambaram and Chengalpattu, better peak-hour frequency, additional coaches (both AC and non-AC), and early implementation of the Avadi-Sriperumbudur rail line. The state urged faster clearances and timely fund allocations for all pending urban mobility in Tier 2 cities was also a priority. The state has already cleared metro rail projects for Coimbatore and Madurai, to be implemented by the Chennai Metro Rail Limited. The proposed Coimbatore Metro spans 34.8 km at a cost of Rs 10,740.49 crore while the Madurai Metro is projected to cover 32 km, with an outlay of Rs 11,368.35 crore. The state sought equal financial participation from the Centre under the Metro Rail Policy, Tamil Nadu government again raised concerns over the repeated arrests of Indian fishermen by Sri Lanka. Despite earlier interventions by the external affairs ministry and diplomatic efforts, the arrests continue. The memorandum urged Modi to personally intervene to secure a permanent diplomatic solution and ensure the immediate release of detained fishermen and their memorandum also pressed for reallocation of over 1,500 acres of unused land at the Salem Steel Plant for the creation of a defence industrial cluster. This would be part of the Defence Industrial Corridor for Tamil Nadu, announced in the Union Budget for 2018-19. The state government expressed its keenness to support India's self-reliance in defence manufacturing by accelerating this long-delayed Nadu's demands reflect its continued emphasis on development, federal dialogue and the constitutional right to shape its own policy direction while remaining constructively engaged with national governance. However, sources indicate that some of the DMK's allies are uneasy with the party's overt gestures of goodwill towards the prime minister. The Amma Makkal Munnetra Kazhagam (AMMK) was part of the National Democratic Alliance since 2024 and though it had ideological differences with the AIADMK, the party was willing to set them aside to defeat the DMK, the party's general secretary T. T. V. Dhinakaran said here on Wednesday. stressed that the AMMK's primary objective was to bring down the DMK government. 'We may have ideological differences with the AIADMK, but we are willing to set them aside until the elections to defeat the DMK. Many political analysts believe we enabled the DMK's rise to power. This time, we want to be part of the effort to bring them down,' Mr. Dhinakaran said speaking to reporters ahead of a meeting with party functionaries of Srirangam constituency at Tiruvanaikovil here. He also said that Union Home Minister Amit Shah's vision to strengthen the alliance would not be disrupted. Commenting on the AIADMK general secretary Edappadi recent comments on the NDA alliance in Tamil Nadu, Mr. Dhinakaran said, 'I and former Chief Minister joined the NDA alliance to make Narendra Modi the Prime Minister. At that time Edappadi K Palaniswami went ahead and formed a third front. But now he has come to our alliance and is trying to give the alliance a new meaning. It is nothing but wordplay,' said Mr. Dinakaran Commenting on the language policy in the new National Education Policy (NEP), Mr. Dinakaran said, 'Learning a third language is good in principle. Nowhere does it mandate Hindi specifically. However, if the Union government imposes any language, we will oppose it.' When asked about the rise in caste-related violence and honour killings in Tamil Nadu, he said, 'Changing the names of hostels alone won't help. What's needed is a change in the mindset of people.'
