The partnership between Katem, a subsidiary of EDGE Group, and E&E UAE focuses on driving innovation in ultra-secure communications solutions.
Abu Dhabi,February 2025: Katem, the leading developer of innovative, ultra-secure and data protection solutions and part of EDGE Group, today announced a collaboration with E&E&E, the telecommunications arm of E&E Group, to work together to enhance the security of resilient critical communications technology.
The two companies signed the agreement on the sidelines of the International Defence Exhibition and Conference (IDEX) 2025, currently taking place at the Abu Dhabi National Exhibition Centre (ADNEC), reflecting their shared commitment to the development of secure and flexible communications technology.
As part of the agreement, the two companies will collaborate to further develop and integrate the X3M ultra-secure smart phone muffler, use the gateways to improve data protection, and implement the X4 secure silencer application, with the aim of providing an additional level of encrypted connectivity capabilities.

Our collaboration with E&E allows us to push the frontiers of cybersecurity and provide the next generation of encryption technology that ensures complete data integrity for all.'

Tax experts project EGP 15bn revenue boost following Old Rent Law ratification

The Egyptian Association of Tax Experts (EATE) expects state treasury revenues to rise by at least EGP 15bn in the first year following President Abdel Fattah Al-Sisi's ratification of Law No. 165/2025, commonly known as the Old Rent Law. Ashraf Abdel Ghany, tax accountant and founder of the EATE, said that, according to data from the Central Agency for Public Mobilization and Statistics (CAPMAS), Egypt has nearly 42 million housing units, comprising freehold, old rent, and new rent properties. Of these, 3.018 million units—covering apartments, houses, shops, and garages—fall under old rent contracts, representing about 7% of all housing units nationwide. Abdel Ghany noted that Law No. 49/1977 had exempted old rent units from all types of property taxes, both original and additional, and excluded their revenues from the general income tax base. However, under the newly ratified law, these exemptions will be abolished, meaning old rent units will now be subject to property tax, and their revenues will also be included in the general income tax base. The new law classifies old rent units into three categories. The first covers prime areas, where rental values will increase to 20 times the old rate, with a minimum rent of EGP 1,000. Most properties in this category are expected to be taxed. The second covers mid-range areas, where rents will rise to 10 times the old rate, with a minimum of EGP 400. About half of these units are expected to be subject to tax. The third category includes economic areas, where rents will also rise to 10 times the old rate, with a minimum of EGP 250. Properties in this category are not expected to be taxed. Abdel Ghany explained that the law mandates survey committees to determine the rental value for each area within three months of its enforcement. The valuation will be based on factors such as geographic location, property size, road and transport networks, and the availability of utilities and services. Once valuations are set, the property tax will be calculated at a rate of 10% of the net rental value, after deducting 30% as expenses for residential units and 32% for commercial and administrative units.

Rasha Abdel Aal, Head of the Egyptian Tax Authority (ETA), announced that Egypt has emerged as a leading regional model for the digital transformation of tax administration. Within just a few years, the authority has successfully shifted from a paper-based system to a fully integrated digital ecosystem, now covering all aspects of tax operations. This transition, driven by comprehensive databases and advanced digital platforms, has significantly improved collection efficiency and voluntary compliance. Abdel Aal made these remarks at the African Tax Administration Forum (ATAF) held in Rabat, Morocco, attended by 22 heads of tax authorities from across the continent. The annual event is one of Africa's largest tax gatherings. Her speech received widespread praise from ATAF's chair and other participants, who commended Egypt's achievements in digitalisation and capacity building. She noted that in February 2025, the ETA introduced the first package of tax facilitation measures aimed at supporting the business community and fostering trust with taxpayers. This package focused on removing administrative obstacles and resolving tax disputes swiftly and transparently, reinforcing tax fairness. A central component of the reforms was Law No. 6 of 2025, which established a simplified tax system for businesses with annual turnover below EGP 20m. The law applies a tiered tax system based on turnover, helping to integrate informal economic activities into the formal economy. Abdel Aal outlined the ETA's digital transformation strategy, built around key pillars: the mandatory e-filing system launched in January 2021; the rollout of e-invoicing and e-receipt platforms, which have collectively processed over 1.5 billion digital documents; and the establishment of a dedicated e-commerce unit, which has registered over 225,000 business activities, including major international platforms. She also highlighted the adoption of a unified payroll tax system, which contributed to a 36% year-on-year increase in tax revenues. Meanwhile, the electronic tax risk management system enabled the recovery of more than EGP 12bn in previously unpaid taxes, supported by expanded data-sharing with other government entities. Abdel Aal confirmed that total tax revenues for fiscal year 2024/2025 rose by 35% without imposing any additional tax burdens on citizens or businesses. 'We aspire to work together based on shared goals to strengthen policies that combat tax evasion and avoidance, prevent profit shifting, and stop base erosion, ensuring sustainable development across all countries of our continent,' Abdel Aal concluded.
