HLIB maintains forecast for Bank Negara to cut OPR to 2.75pct in 2H 2025

KUALA LUMPUR: Hong Leong Investment Bank Bhd (HLIB) has maintained expectations for Bank Negara Malaysia (BNM) to lower the overnight policy rate (OPR) by 25 basis points (bps) to 2.75 per cent in the second quarter of 2025 (2H 2025), if economic conditions warrant.
Key factors to be monitored include the United States (US) upcoming economic data releases such as May inflation on June 27, US June nonfarm payroll (July 3) and Malaysia's May trade release (June 20).
"Malaysia-US tariff negotiation developments, set to conclude by July 9, and geopolitical tension escalation in the Middle East also must be monitored," it said in a research note.
It was reported that the US Federal Reserve (Fed) has maintained its interest rate at 4.25 to 4.50 per cent for the fourth consecutive meeting.
The Fed reiterated that it is awaiting further information on the extent of tariff pass-through, while noting that the labour market remains relatively stable.
HLIB said while the Fed has downgraded its growth forecast, it has raised its inflation projection.
"Reflecting these mixed signals, the median forecast for two cuts (50 bps) was unchanged.
"However, a closer look at the individual dot plot reveals a more cautious stance," it said.
Citing data from the Federal Open Market Committee (FOMC), HLIB said the FOMC has observed recent indicators pointing to continued solid growth in US economic activity.
Unemployment remains low, labour market conditions remain solid, but inflation stays somewhat elevated, HLIB said.
"The committee seeks to achieve maximum employment and inflation at the 2.0 per cent rate over the longer run.
"In considering the extent and timing of additional adjustments to the target range for the Fed funds rate, the committee will carefully assess incoming data, the evolving outlook, and the balance of risks, and will continue to reduce its holdings of treasury securities and agency debt and agency mortgage-backed securities," it said.

Datuk Seri Dr Wan Azizah Wan Ismail, wife of the Prime Minister, urged leaders, entrepreneurs, and policymakers to work together in building inclusive growth through shared leadership and cross-border collaboration. 'It is an honour for me to stand among such remarkable women. Your vision, generosity, and dedication to making a difference are not only admirable but also a powerful reminder of what we can achieve together,' she said in her keynote address at the Women Economic Forum (WEF) Asean 2025 here today. Also present were Deputy Investment, Trade and Industry Minister Liew Chin Tong; Deputy Women, Family and Community Development Minister Datuk Seri Dr Noraini Ahmad; WEF Asean 2025 Organising Chairperson Datin Dr Hartini Osman; and Kuala Lumpur Mayor Datuk Seri Dr Maimunah Mohd Sharif. In addition, she said that without proper monitoring and self-awareness, technological advancements could erode meaningful relationships, particularly among vulnerable groups such as children and the elderly, potentially leading to isolation and abuse, underscoring the need to address their social impact. Dr Wan Azizah also highlighted the importance of work–life balance, saying that while society wanted more women to participate in the economy, it must also recognise caregiving as a shared responsibility. 'It may not always be a 50–50 split, but it depends on mutual understanding, powers and capabilities of both parents. Unpaid care, home management, and emotional support have substantial economic value, but they are not quantifiable. We can't put a price on that,' she said. Sharing a personal reflection as a mother and wife, she reminded the audience not to lose sight of the emotional and personal cost of balancing career and family life. 'Sometimes we forget. We often take for granted the responsibility of caring for our families. Let us commit ourselves wholeheartedly to building a world where gender no longer serves as a barrier to success and everyone has the opportunity to shine. Every woman has an opportunity to shine,' she said. The visit from June 20-28, which marks his first official engagement with both countries as deputy prime minister, includes meetings with high level government leaders. There will be bilateral discussions with leaders from Uzbekistan and Russia, as well as site visits to strategic facilities, including energy infrastructure and innovation hubs. Fadillah's visit to Uzbekistan aims to build on the solid foundations laid during Uzbekistan President Shavkat Mirziyoyev's visit to Malaysia earlier this year. In Uzbekistan's capital, Tashkent, Fadillah, who is also Minister of Energy Transition and Water Transformation, is scheduled to pay a courtesy call on President Mirziyoyev and hold a bilateral meeting with Energy Minister Jurabek Mirzamahmudov, as part of Malaysia's effort to enhance cooperation in the energy sector. Fadillah is also scheduled to visit Rosatom's nuclear energy facilities in St Petersburg, as Malaysia continues to assess the potential of nuclear energy as part of its long-term energy transition plan towards net-zero emissions by 2050. The visit resonates with Malaysia's evolving energy diplomacy. Notably, Prime Minister Anwar Ibrahim's state visit to Russia in May 2025 led to commitments from Russian President Vladimir Putin to pursue joint ventures in natural gas and peaceful nuclear energy, including deepening Petronas's involvement in Russia. Diplomatic relations between Malaysia and Russia were established in 1967. In 2024, Russia was Malaysia's ninth-largest trading partner among European countries, with total trade reaching RM11.46 billion (US$2.48 billion). This marks the second consecutive year the company has been included in the prestigious list, which recognises the top-performing companies in the region based on annual revenue. 'The company's continued inclusion on the Fortune Southeast Asia 500 list is a strong validation of its scale, resilience and sustained operating and financial performance, amid a period of elevated market volatility since 2024,' it said in a statement on Tuesday. OMH executive chairman and CEO Low Ngee Tong said the recognition affirms the consistency of the company's strategy and operational discipline, particularly during a year where the ferroalloy markets experienced significant pricing swings and cost pressures. 'In 2024, we operated in an environment marked by sharp manganese alloy price movements, regulatory shifts in China impacting ferrosilicon trade, and broader macroeconomic headwinds. Through it all, our team remained focused on cost control, procurement discipline, and production optimisation. 'These efforts enabled us to deliver record production volumes, remain profitable, and continue creating long-term shareholder value,' he said. For the financial year ended Dec 31, 2024, the group recorded revenue of US$654.3 million, an increase of 11 per cent from the previous year. It sold over 500,000 tonnes of ferrosilicon and silicomanganese. Earnings before interest, tax, depreciation and amortisation (EBITDA) came in at US$76.0 million, with net profit after tax at US$9.7 million. OMH also declared a final dividend of A$0.004 per share. The company's flagship smelting facility in Sarawak remains one of the largest and most cost-efficient in the region outside China, supporting its competitive edge.
