Jakhar, a late Congress veteran, was the speaker between 1980 and 1989, the last decade of the Congress majority in the Lok Sabha.
Rijiju said the SIR is part of the Election Commission's mandate. "This is not the first time the EC is doing it. Whether Parliament can discuss the EC's administrative work or not is for the Chair to decide in accordance with rules," he added.

He noted that a minister related to the issue in discussion generally replies to the concerns raised by members, and wondered who could do so in the case of the Election Commission, a constitutionally autonomous body.
What is not favoured by rules and convention cannot be discussed, he said.
The Opposition has accused the EC of acting at the behest of the government to benefit the ruling BJP in elections by allegedly removing voters sympathetic to them.
The Leader of the Opposition in Lok Sabha, Rahul Gandhi, has alleged that the poll body was indulging in "vote chori."
Since the session began on July 21, the Opposition's protest against the SIR and demand that it be discussed in Parliament has forced almost uninterrupted adjournments of the two Houses, barring the debate on the Pahalgam terror attack and Operation Sindoor stretching for two productive days.
The Opposition is likely to press its demand again on Monday and at the meeting of the Business Advisory Committee, which decides the agenda, of the two Houses.
Criticising the Opposition over disruption of Parliament, Rijiju said it is not allowing other members to raise their issues and then claims that it is being stopped from speak.
The minister said vast resources, including manpower and money, are spent on running Parliament, but the Opposition's relentless protest has wasted them.
Every MP wants to raise an issue that he or she considers important, but opposition parties are now allowing them to ask questions of the government or give voice to their sentiments on key matters, he said.
"Crores of rupees are spent on running Parliament. The Congress and its allies should apologise to people for their conduct," Rijiju said.

Jayant Pankaj New Delhi Listen to This Article The Supreme Court on August 14 directed the Election Commission of India (ECI) to publish a booth-wise list of 6.5 million voters proposed to be excluded from Bihar's electoral roll during the Special Intensive Revision (SIR). The last SIR in Bihar was held in 2003. Between 2008-09 and 2024-25, the ECI conducted 17 Special Summary Revisions (SSRs), typically from October to December, using January 1 as the qualifying date. These revisions removed 9.4 million voters, with 1.7 million and 1.6 million deletions in 2009-10 and 2023-24, respectively. Fight against 'vote theft', SIR to defend democracy: Mallikarjun Kharge

Congress president Mallikarjun Kharge on Friday said the party's fight against " vote theft " and Special Intensive Revision of Bihar electoral roll "is to save the Constitution and democracy ". As happened in the past, Kharge and Rahul Gandhi again kept away from the Red Fort function even as they attended flag-hoisting ceremony at the Congress' headquarters here. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Undo Referring to the Congress agitation against SIR and alleged electoral irregularities, Kharge said; "This is not a fight to win elections but to save India's democracy and protect the Constitution. Now the ruling party is ready to go to any extent of immorality to remain in power". "Large-scale irregularities are coming to light in elections. In the name of Special Intensive Revision, votes of the opposition are being openly cut. Those who are alive have been declared dead. The impartiality of the Election Commission can be understood from the fact that it is not ready to tell whose votes are being cut and on what basis," he said. Live Events Kharge thanked the Supreme Court for asking the EC to make public the names deleted from voters roll through SIR. "We are grateful to the Supreme Court, which listened to the voice of the people and asked the Election Commission to make the voter list public. The most surprising thing is that the ruling party has no objection to the votes of 65 lakh people being cut. This clearly shows who benefitted from this exercise," he said. Kharge recalled how B R Ambedkar had told the Constituent Assembly that "franchise is one of the most fundamental things in a democracy" and that no person eligible for voting should be excluded merely as a result of prejudice. He also accused the ruling establishment of capturing institutions and politicising the investigating agencies.

Avoid SIR pitfalls in new mission to protect demography

More on the economic front, Modi promised to boost consumption through lower taxes and keep a lid on inflation. The geopolitical squeeze prompted the announcement of a taskforce for next-generation reforms to evaluate all current laws, rules and procedures related to economic activities within a set timeline. It's expected to cut compliance costs for startups, smaller enterprises, and entrepreneurs; provide freedom from the fear of arbitrary legal actions; and enhance the ease of doing business. Another box ticked was the immediate launch of a ₹1-lakh-crore job scheme benefiting about 3.5 crore youth in the private sector, with a monthly payout of ₹15,000. Modi also hailed the BJP's ideological parent, the Rashtriya Swayamsevak Sangh, for completing 100 years of service, possibly to keep his core constituency in good cheer. Amid the raging controversy over alleged disenfranchisement in Bihar through a special intensive revision (SIR) of voter rolls ahead of the state election, the Prime Minister flagged the imminent danger of demographic imbalance due to 'infiltration' and illegal migration in border and tribal areas. He announced the setting up of a high-powered Demography Mission to deal with the issue in a time-bound manner. One hopes the new mission would avoid the SIR's pitfalls and function transparently, more so because it could have a bearing on the 2029 general elections.
