Kochi: High court has observed that requiring equivalency certificates from state universities for courses approved by UGC and offered by central universities would mark the end of the education system.
Justice D K Singh was considering a petition by S Harisankar of Malappuram, challenging the decision of LBS Centre for Science and Technology — the agency responsible for conducting the State Eligibility Test (SET) for promotion to the post of higher secondary school teacher. Although the petitioner had passed the SET, the LBS Centre declined to issue his certificate of qualification, citing his failure to produce an equivalency certificate for his master's degree obtained from

LBS Centre counsel and govt pleader argued that, in view of the special rules framed under the Kerala Education Act, 1958, an equivalency certificate is mandatory. They also referred to the SET prospectus, which contains a similar clause.
However, the single bench observed that IGNOU is a central university of national importance established by the central govt to offer distance education and regular courses. It is recognised by the University Grants Commission (UGC) and its courses are UGC-approved. HC held that no insistence on equivalency certificates can be made in respect of degrees obtained from national institutions such as the Indian Institutes of Technology (IITs), Indian Institutes of Science (IISc), National Institutes of Technology (NITs), Indian Institutes of Science Education and Research (IISERs) or other institutions recognized by the UGC.
Accordingly, the court directed the LBS Centre to issue the SET qualification certificate for July 2021 to the petitioner.

THIRUVANANTHAPURAM: With the Supreme Court directing both the state government and the chancellor (Governor) to kick-start the process to appoint permanent vice-chancellors (VCs) in universities at the earliest, both sides are set to begin discussions to arrive at a consensus on the matter. Higher Education Minister R Bindu and Law Minister P Rajeeve are scheduled to meet Governor Rajendra Arlekar on Sunday at the directions of CM Pinarayi Vijayan. 'The government will try its best to resolve the deadlock,' Bindu told TNIE. As per highly placed sources, the constitution of search committees for selection of permanent VCs in a few universities will be taken up as a preliminary step. Of the 14 state universities, the Acts of seven varsities lay down that the chancellor shall constitute the search committee. However, the Acts of seven other universities are silent on who is the authority to constitute the panel. 'The second category mostly includes varsities that are newly established or under departments such as agriculture, fisheries, veterinary and health,' said a top source. 'The chancellor will allow the government to form search panel in such varsities to start the process. However, the Raj Bhavan will insist that the search committee be constituted as per UGC regulations,' the source added. As per the UGC regulations, the three-member panel will have nominees of the UGC chairman, the chancellor and the university syndicate. 'If the government agrees to this proposal, it would be an admission that the University Amendment Bill, that aims to alter the composition of search committees in its favour, is now a closed chapter. But there is no other choice as the President has withheld assent to the Bill,' said a government source. The preliminary steps by both parties will serve as a chance for either sides to demonstrate their intent in appointing permanent VCs through consensus. Imphal: State civil service aspirants in Manipur's Churachandpur district have requested Governor AK Bhalla to hold the Manipur Public Service Commission (MPSC) mains exam in the southern hill district too, considering the situation in the state where members of the Meitei community and the Kuki tribes are unable to visit each other's areas with safety guarantees. An MPSC notification on July 11 said the mains exam will be held in two centres - state capital Imphal, and Guwahati in neighbouring Assam. "...However, this arrangement imposes undue physical, psychological, and financial hardship on aspirants from the Kuki community. So, we earnestly request your kind intervention to facilitate the conduct of the mains examination in Churachandpur district," the Kuki Students Organisation (KSO) said in a letter to Mr Bhalla. The KSO said holding the exam in Churachandpur will ensure inclusivity and equal opportunity for all aspirants, while also addressing the logistical and psychological challenges posed by long-distance travel. Several national-level exams such as UGC-NET, NEET, Agniveer, SSC, and banking services have been "successfully and smoothly conducted in Churachandpur in recent times", the KSO said, adding they are confident the state-level MPSC exams can also be conducted in the district efficiently in the same conducive environment. "Your timely and compassionate intervention will not only ensure fairness and justice for all aspirants but will also go a long way in restoring trust in the democratic institutions of the state. It will reaffirm the commitment that no deserving youth is left behind due to circumstances beyond their control," the KSO said. The Kuki tribes have refrained from going toward the valley area where the airport is located, citing security concerns. The better paved National Highway also passes through the valley to the east in central Manipur and goes toward Nagaland and Assam. To get out of Churachandpur, the Kuki tribes have been taking National Highway 102B - known for its bad patches and large potholes - that goes to Mizoram's capital Aizawl to the west. Aizawl has an airport. Members of the Meitei community can only take flights out of Imphal as all the highways pass through Kuki settlements. The Kuki tribes say they will not allow Meiteis to pass through their areas until their demand for a separate administration is met. A civil service aspirant in Churachandpur told NDTV it would be helpful if the MPSC mains exam can also be held in her district. Going to Guwahati will take a minimum of three days, and not every candidate has barely enough to survive, let alone travel, she said. "If the exam centre is in Guwahati, we have to be ready more than a week in advance to prepare for travel. We will waste many days on the road. It will be physically and financially draining," the civil service aspirant said, requesting anonymity.

On July 29, when Shreya reached the university, the university management refused to give her admission stating that they could not admit a student who is on wheel chair. Shreya's father, LK Shukla, met with the DM during Janata Darshan and apprised him about the incident and complained, citing UGC guidelines, Rights of person with Disabilities Act and Apex court decision, and stated about the discrimination against his daughter. The DM took the cognizance in the matter and directed SDM Anubhav Singh to contact university management and apprise that depriving a physically-challenged student from education was not only illegal but also against the law. The university organised an entrance test for her. After clearing the test, Shreya was given the admission.
