Invoking national security to justify private sector economic development is a tired cliché. And yet, in a troubling twist, a Canadian company is invoking U.S. national security to obtain an exclusive license from the U.S. government for a deep-sea mining venture for critical minerals in international waters—and it appears to be working.
In April 2025, the Trump administration issued an executive order to greenlight deep-sea mining in international waters, signaling a possible intent to bypass international safeguards. Just days later, an application was filed—the world's first—to commercially mine the global seabed for minerals, including manganese, nickel, copper, and cobalt.
These minerals are sometimes linked to defense needs, but there is little evidence that U.S. military procurement prioritizes them—or that seabed mining is necessary. U.S. sanctioned seabed mining contributes nothing to solving the real chokepoint: China's dominance in processing, not extraction.

Industry proposals would ship unrefined ore to overseas processors, with no domestic value added or direct supply chain benefits. The four metals targeted by would-be deep-sea miners are not subject to Chinese export controls, and the U.S. is not materially dependent on China for their raw ore. In many cases, the U.S. is a net exporter or can readily import from allies like Australia, Chile, and South Africa.
There is a 50-year history of corporations attempting to access minerals on the ocean floor, with the dominant narrative shifting over time—from economic opportunity to climate necessity to national security. But invoking national security to justify deep-sea mining ignores the broader geopolitical reality: bypassing international consensus does not strengthen U.S. interests.
Companies leading the push to launch deep-sea mining under a U.S. license are foreign-incorporated entities with no operational footprint—and no meaningful supply chain commitments to it. The timeline for commercial production remains uncertain and subject to indefinite delays due to technical, financial, and regulatory hurdles.
Far from offering strategic value, this initiative is best understood as a speculative venture propped up by shifting political winds. Deep-sea mining is not the answer to a mineral security crisis—it's a solution to a problem that does not exist.
The industry's business model not only fails to strengthen U.S. supply chains, it undermines the international legal frameworks the U.S. relies on to secure its maritime rights. This contradiction is especially stark when viewed through the lens of the United Nations Convention on the Law of the Sea (UNCLOS), the foundation of U.S. ocean diplomacy and strategic interests.
The United States has long upheld most tenets of UNCLOS, benefiting from its framework even without ratifying it. In 2023, it secured sovereign rights over more than 1 million square kilometers of seabed—an area larger than Texas— coveted by Russia and Canada.
Industry attempts to exploit the outdated Deep Seabed Hard Mineral Resources Act (DSHMRA) to bypass the International Seabed Authority (ISA) directly challenges these principles. France has called it "environmental piracy." Even China has denounced the move, positioning itself as a champion of multilateralism—a recognition once held by the U.S. The consequences are not hypothetical: this legal sleight of hand weakens the U.S.' extended continental shelf claims, threatens military operations that rely on legal clarity at sea, and erodes our moral authority to lead in maritime governance.
A global moratorium is urgently needed, and the ISA has a critical role to play by halting exploitation licenses under its authority until robust environmental safeguards and scientific assessments are in place. While not universally binding, a moratorium would reinforce international norms, raise the political cost of going it alone, and help protect global ocean governance. The organization's council, which met in July, passed a resolution urging its legal and technical body to look at "noncompliance" with international law.
What is truly at risk is the deep ocean itself—a living, carbon-storing, biodiversity-rich system we scarcely understand. A 2023 peer-reviewed study found that deep-sea mining could have a 28 percent higher climate impact than land-based sources, which are already major climate change accelerants. Even the ISA's own financial models show collapsing economic projections due to the volatility of the market for these metals—further calling into question the wisdom of risking irreparable damage to deep ocean ecosystems.
Safer, cleaner, and more cost-effective alternatives—such as mineral recycling and domestic refining efforts—are gaining momentum, many with backing from the U.S. Department of Defense.
If the U.S. wants to lead, it must uphold international law, not exploit its loopholes. The International Seabed Authority must hold the line, and Congress should reform DSHMRA and prevent foreign corporations from abusing U.S. law.
Protecting national security means preventing ocean conflict—not accelerating it. We cannot outpace our principles. A moratorium on deep-sea mining is not a delay tactic; it's the strongest course of action—for peace, for ecosystems, and for American leadership.

Rwanda agrees to take deportees from the US after migrant deal with UK collapsed

Rwanda on Tuesday became the third African nation to agree to accept deportees from the United States under the Trump administration's plans to send migrants to countries they have no ties with to get them off American soil. Rwandan government spokeswoman Yolande Makolo told The Associated Press in a statement that the East African country would accept up to 250 deportees from the US, with 'the ability to approve each individual proposed for resettlement' under the agreement. Ms Makolo did not provide a timeline for any deportees to arrive in Rwanda or say if they would arrive at once or in several batches. She said details were still being worked out. The US sent 13 men it described as dangerous criminals who were in the US illegally to South Sudan and Eswatini in Africa last month and has said it is seeking more agreements with African nations. It said those deportees' home countries refused to take them back. The US has also deported hundreds of Venezuelans and others to Costa Rica, El Salvador and Panama under President Donald Trump's plans to expel people who he says entered the US illegally and are 'the worst of the worst'. Rwanda attracted international attention and some outrage when it struck a deal in 2022 with the UK to accept migrants who had arrived in the UK to seek asylum. Under that proposed deal, their claims would have been processed in Rwanda and, if successful, they would have stayed there. The contentious agreement was criticised by rights groups and others as being unethical and unworkable and was ultimately scrapped when Britain's new Labour government took over. Britain's Supreme Court ruled in 2023 that the deal was unlawful because Rwanda was not a safe third country for migrants. The Trump administration has come under scrutiny for the African countries it has entered into secretive deals with to take deportees. It sent eight men from South Sudan, Cuba, Laos, Mexico, Myanmar and Vietnam to South Sudan in early July after a US Supreme Court ruling cleared the way for their deportations. They were held for weeks in a converted shipping container at an American military base in Djibouti as the legal battle over their deportations played out. South Sudan, which is tipping towards civil war, has declined to say where the men are being held or what their fate is. The US also deported five men who are citizens of Vietnam, Jamaica, Cuba, Yemen and Laos to the southern African kingdom of Eswatini, where the government said they will be held in solitary confinement in prison for an undetermined period of time. A human rights lawyer in Eswatini said the men are being denied access to legal representation there and has taken authorities to court. Eswatini is Africa's last absolute monarchy. The king rules over government and political parties are effectively banned. Both South Sudan and Eswatini have declined to give details of their agreements with the US. Rwanda, a country of some 15 million people, has long stood out on the continent for its recovery from a genocide that killed more than 800,000 people in 1994. It has promoted itself under long-time President Paul Kagame as an example of stability and development, but human rights groups allege there are also deadly crackdowns on any perceived dissent against Mr Kagame, who has been president for 25 years. Government spokesperson Ms Makolo said the agreement with the US was Rwanda doing its part to help with international migration issues because 'our societal values are founded on reintegration and rehabilitation'. 'Those approved (for resettlement in Rwanda) will be provided with workforce training, healthcare and accommodation support to jumpstart their lives in Rwanda, giving them the opportunity to contribute to one of the fastest-growing economies in the world over the last decade,' she said. There were no details about whether Rwanda had received anything in return for taking the deportees. Gonzaga Muganwa, a Rwandan political analyst, said 'appeasing President Trump pays'. 'This agreement enhances Rwanda's strategic interest of having good relationships with the Trump administration,' he said.

The contract covering 10,000 airline catering workers at LSG Sky Chefs was last amended in 2016, more than nine years ago. It became amendable again in 2018. So far, despite years of negotiations, no deal has been reached. Last July, about 8,000 workers at Gate Gourmet, the other leading airline caterer, reached a tentative deal, which was ratified in August. Their contract had also become amendable on Dec. 31, 2018. A big difference in negotiations was that the Gate Gourmet workers had been released to strike by the National Mediation Board. The tentative agreement came late at night on Friday, July 26. on Friday night, with a strike looming. By contrast, the LSG Sky Chef workers have not been released. Moreover, given that the Trump administration has been less favorable to labor unions than the Biden administration was, a release seems less likely, which means less pressure on negotiators. The workers, represented by Unite Here, plan demonstrations on Thursday at 16 major airports, listed at the end of this story. 'We've been negotiating with Sky Chefs since the end of 2018,' said Unite Here spokeswoman Megan Cohorst. 'It's always been a long process to get a contract under the Railway Labor Act. We're fighting for higher wages and an affordable health care plan that doesn't cost workers a lot of money for basic health care.' Cohorst declined to comment on the impact of the change in presidential administrations. In a prepared statement, Unite Here noted that the contract with Gate Gourmet offers 'a life-changing new contract with significant raises and better, affordable health care.' The company pays for 90% of the plan and there is no deductible. Sky Chefs, in a prepared statement, said that it 'remains engaged in active negotiations regarding our current labor agreement, under the RLA with oversight from the National Mediation Board. We have mutually scheduled bargaining sessions with Unite Here for August and look forward to continuing discussions in good faith.' RLA is the Railway Labor Act. Talks are scheduled for next week in Baltimore. The LSG Sky Chef workers plan to demonstrate Thursday at airports at Baltimore, Boston, Chicago (O'Hare), Denver, Las Vegas, Miami, Minneapolis, New York (JFK), Orlando, Philadelphia, Phoenix, Pittsburgh, Sacramento, Seattle, and Washington (DCA). A picket at LAX is scheduled for August 8. Cohorst said demonstrations will focus on airlines -- including American, Delta, United, and Alaska – serviced by LSG kitchens. Unite Here said airline catering workers prepare, pack, and deliver food and beverages served aboard flights. 'Though their work is essential to airline operations, requiring skill and precision to prevent flight delays and ensure food safety, workers report that they earn poverty wages, and that the employer-provided health care plan is too expensive,' the union said. Some LSG Sky Chef workers make less than $15 hourly, the union said.
