Two-thirds of Tahsildars await repatriation since Assembly polls

Hyderabad: Two-thirds of the Mandal Revenue Officers (MROs), also known as Tahsildars, who were deployed to new districts during the Assembly polls in 2023, are still awaiting repatriation to their previous working districts. Out of more than 300 officials affected, fewer than a hundred have been transferred back to their original postings, with the remainder continuing to wait.
This marks the first instance in Telangana where these officials, who anticipated repatriation within months, have continued to serve in their newly allocated districts. 'In the past, repatriation occurred not only in Telangana but also in the unified Andhra Pradesh within days of the polls,' informed official sources. 'Similar to the present state of Andhra Pradesh, during the YSR's time, all officials were repatriated in a single stroke of a pen. However, this time, despite most applying, the government has failed to pay heed, except for a few.'
Interestingly, among those who have been repatriated to 'worthwhile' mandals, some are now unwilling to return to their original places, thus complicating the case for the majority who wish to return. For instance, one Tahsildar has applied for a key mandal like Bhadrachalam from a smaller mandal. Scores have opted for Khammam from neighbouring, less significant mandals. In southern Telangana, an official has applied for Nagarkurnool from a smaller mandal. 'There could be around 40 to 50 who wish to stay back. The big mandals are much sought after. Those who were posted in Rangareddy and Medchal do not wish to yield,' said an official posted within the city.
The official clarified that the government is not keen on transferring Tahsildars to native districts, with non-native districts subject to vacancy availability. Meanwhile, some officials who were astute enough to manage staying back and working in local collectorates during the elections have received 'rewarding' posts. 'There is a feeling of injustice amongst those who left their places during polls. Some officials are enjoying at native places, while most are suffering in far-away places. The government is not ready to transfer at this juncture,' added the official.
Disturbingly, some MROs have retired while still waiting for repatriation. One official, despite applying on health grounds, could not get approval from higher authorities. In an application to the CCLA (Chief Commissioner of Land Administration), the official, who was posted approximately 150 km from the State Capital and undergoing treatment at a corporate hospital following surgery, urged the Commissioner to be retained in the previously allotted district.

HYDERABAD: Justice K Lakshman of the Telangana High Court on Wednesday came down heavily on the Bhoodan Yagna Board for its failure to provide vital information on Bhoodan lands in the state. Expressing serious concern over the board's 'callous and casual attitude,' the judge noted that despite an order having been passed two days earlier, it had not submitted any data. While hearing multiple writ petitions pertaining to alleged irregularities in the sale and mutation of Bhoodan lands, the judge directly addressed Kiran Kumar Gattu, standing counsel for the Bhoodan Yagna Board, and questioned the board's commitment to its statutory responsibilities. 'Is it not your duty to protect the Bhoodan lands, not only at Nagaram village, Maheshwaram mandal, RR district, but also in the entire state of Telangana? You have not even furnished one square foot of information pertaining to the Bhoodan lands,' Justice Lakshman observed. In response, standing counsel submitted that the relevant information was available with the Chief Commissioner of Land Administration (CCLA). The judge then directed him to obtain the required data from the CCLA and submit a comprehensive report to the court. The court specifically sought details under three key heads: Lands received by the Bhoodan Yagna Board from donors; extent of Bhoodan lands distributed to needy peasants and farmers and the remaining lands still with the Bhoodan Yagna Board across Telangana. Meanwhile, senior advocate P Sriraghu Ram, appearing on behalf of a land purchaser, opposed the plea filed by petitioner Vadthya Ramulu, who sought the appointment of a Commission of Inquiry by the state government. He argued that a private individual could not seek a judicial direction for such an appointment. However, T Rajnikanth Reddy, additional advocate general of Telangana, informed the court that the state government is willing to constitute an inquiry commission to investigate allegations of illegal mutation and alienation of Bhoodan lands, particularly in survey No: 194 and 195 of Nagaram village, provided the court issues the necessary directions. The matter pertains to a writ petition filed by Vadthya Ramulu, a resident of Padmavati Colony, RR district, and two similar petitions filed by Birla Mallesh, alleging that Bhoodan lands were sold illegally to private parties in collusion with revenue officials, and even mutated in the names of senior IAS and IPS officers. After hearing arguments from all sides, Justice Lakshman adjourned the matter to Thursday for further hearing.

The judge queried Kiran Kumar Gattu, standing counsel for the board, is it not your duty to protect the Bhoodan Lands… not only at Nagaram village, Maheshwaram mandal, RR district, but also in the entire State; for this you have to furnish information sought by the court… you have not even furnished one square ft land information. The counsel said the information is with the CCLA. The judge directed him to get the information from CCLA. The bench directed Gattu to furnish information on Bhoodan lands received from donors, that distributed to needy peasants and farmers and what is the left with the board in Telangana. Raghu Ram, senior counsel appearing for one purchaser of lands in different survey numbers, vehemently opposed the petitioner VadthyaRamulu's contention seeking a direction to the government to appoint an inquiry commission contending that a private person cannot seek court order to the government. T Rajnikanth Reddy, Additional Advocate-General, informed Justice Lakshman that the government will constitute a commission to probe alleged illegal mutation/alienation of the Bhoodan lands in survey numbers 194, 195 of Nagaram if the court directs. The judge adjudicated the writ filed by Vadthya Ramulu of Padmathi Colony, RR district, seeking a direction to the government to appoint an inquiry commission to look probe 'illegal' sale of Bhoodan lands to private persons in violation of rules and petitions 16577 and 12637 of 2025 filed by Birla Mallesh, whose plea is similar, that the Revenue officials in collusion with private parties illegally sold and mutated the lands on to some senior IAS and IPS officers.

Bengaluru: In a major shift towards digital governance, the Revenue Department of Karnataka has officially discontinued the issuance of handwritten land records. Going forward, all land documents under categories 'A' and 'B' will be provided only in digital format. The initiative, taken under the 'Digital Land Record Distribution' scheme, is currently operational across all 240 Tahsildar offices in the state. Plans are underway to expand this to 700 Atalji Janasnehi Kendras (Nadakacheris) to ensure wider access and efficiency. If the requested land document is already digitally scanned and verified, applicants will receive it within a single day. If not, the scanning and delivery process will be completed within seven working days, eliminating previous delays and ensuring faster public access. To safeguard citizens' land records, the department has launched the 'Bhoo Suraksha' (Land Security) project. Of the 31 districts where the scheme is being piloted, 17 taluks have completed the scanning process, while the remaining 209 taluks are in various stages of progress. The department is also actively scanning Category 'A' records, which must be preserved permanently, and Category 'B' records, which require preservation for 30 years. Officials estimate the total number of pages to be digitized exceeds 100 crore (1 billion), with 32 crore pages scanned so far. The move to enforce digital-only record distribution is aimed at accelerating the digitization of the remaining 68 crore pages. Previously, the department followed a cataloguing and indexing system, where physical files were manually traced based on area and record room data. However, this was time-consuming and inefficient. Now, all catalogued records are being scanned and uploaded, allowing for instant identification and the digitization of land records at Tahsildar offices is complete, the state will have achieved full digital preservation of land grant documents. These scanned records are being integrated with the 'Darkhastu Podi' (application bundle) system, streamlining the process for citizens to access and apply for land-related documents. Officials emphasize that this transformation will eliminate delays, increase transparency, and significantly enhance the efficiency of Karnataka's land administration system.
