
Budget FY2025-26: Punjab govt presents Rs5.3tn ‘tax-free' budget
Punjab Finance Minister Mujtaba Shuja-ur-Rehman on Monday presented the provincial budget for the financial year 2025-26 in the assembly session.
A week after the federal government announced its budget, the provincial government proposed its Rs5.335 trillion budget for the upcoming fiscal year.
As the provincial minister presented the budget, the opposition lawmakers of Pakistan Tehrik-e-Insaf (PTI) protested.
He started the budget speech by mentioning the measures taken by the incumbent provincial government.
'I would like to congratulate the political and military leadership for safeguarding national interests during the recent tensions with India,' the minister said.
'We have completed 6,104 projects during the ongoing fiscal year,' he informed.
He shared that the government is establishing the Nawaz Sharif Institute of Cancer Treatment and Research in Lahore at a cost of Rs72 billion.
The provincial government allocated Rs1.24 trillion for development in FY26, an increase of 47% as compared to Rs842 billion allocated in FY25.
'This budget marks a strategic shift in Punjab's history,' said the minister.

Earlier, Business Recorder, citing its sources, informed that the upcoming provincial budget will be tax-free, and no new taxes will be introduced. Estimated at over Rs1,200 billion, the new fiscal plan is expected to feature a record-breaking development outlay, emphasising health, education, infrastructure, and tourism.
As per the report, the new budget will include over 850 development schemes, and the key projects include the expansion of Nawaz Sharif Medical City in Lahore, where new hospitals will be constructed under a public-private partnership model. The government also plans to roll out extensive sanitation and clean drinking water initiatives throughout Punjab. Infrastructure development remains a central priority.

'ECP justified in case of 41 candidates'
The constitutional bench (CB) of the Supreme Court on Monday issued notices to respondents on a petition filed by the PTI led Khyber Pakhtunkhwa government to become a party in a case related to allocation of reserved seats to Imran Khan's party. During the hearing, the counsel for the Sunni Ittehad Council (SIC)a party comprising PTI-backed independent parliamentariansstated that the SIC intended to file a review petition against the CB's decision to dismiss its objections to the bench. The eleven-member CB, led by Justice Aminuddin Khan, heard the petitions challenging the SC's July 2024 majority order for allocation of reserved seats to the PTI. At the outset, Justice Khan remarked that the SC granted a relief to the PTI initially meant for the SIC. On January 13, 2024, a three-member SC bench upheld the Election Commission of Pakistan's (ECP) December 22, 2023 order declaring the PTI's intra-party polls null and void. Later, the PTI candidates had to contest the February 8, 2024 general elections as independents. Eighty such independent candidates reached the National Assembly and later joined the SIC in an apparent bid to claim reserved seats for women and minorities. The ECP, however, refused to allocate the seats to the party, a decision that the SIC challenged in the Supreme Court. On July 12, 2024, a full bench of the apex court through a majority of 8 to 5 resurrected the PTI as a parliamentary party, noting that 39 of the lawmakers who had submitted certificates of their affiliation with the PTI along with their nomination papers were already PTI lawmakers. The SC ruled that the remaining 41 lawmakers who had not submitted the affiliation certificates at the time of nomination papers' submission could do that now within a period of 15 days. The ruling coalition later filed a review petition against the SC ruling, which the CB took up in May. During the hearing, Justice Jamal Khan Mandokhail observed that the SC verdict came on January 13, whereas nomination papers were submitted in December, and many candidates had then declared their independent status. Siddiqi responded that the ECP had withdrawn PTI's symbol on December 22, 2023. He said all 11 judges of the SC larger bench had stated the ECP's decision to declare PTI members as independents was illegal. Justice Mandokhail remarked that the agreement among the 11 judges applied only to those members who had submitted nomination papers and party tickets from the PTI. "Only 14 PTI candidates had submitted the party certificate but we assumed that perhaps others had also submitted it and it may have been misplaced. That was why we considered 39 members." The court adjourned the hearing until today. Siddiqi will resume his arguments on behalf of the SIC.

Punjab unveils Rs5.335trn budget
LAHORE: Punjab Finance Minister Mujtaba Shuja-ur-Rehman presented the Punjab budget for the financial year 2025-26 in the assembly session on Monday, outlining a total outlay of Rs 5,335 billion. The budget reflects significant allocations for development, social welfare, and infrastructure, marking, what the minister described as, a 'strategic shift' in Punjab's history. The provincial government has allocated Rs 2,706.5 billion for non-development expenditures, including pensions and salaries, reflecting a 6% increase from the previous year. Additionally, Rs 590 billion has been budgeted under current capital expenditure. Despite opposition lawmakers disrupting the session by protesting near Chief Minister Maryam Nawaz's seat and labeling the budget as 'unrealistic', the finance minister proceeded with his speech, detailing sector-wise allocations. Shuja-ur-Rehman began by acknowledging the political and military leadership for safeguarding national interests during recent tensions with India. He emphasized the government's commitment to economic stability, noting a 94% reduction in internal debt servicing and an 88% decrease in estimated expenditures under Account-II (Food) compared to the current fiscal year. A substantial portion of the budget, Rs 1,240 billion (23% of the total outlay), has been allocated for development programs, representing a 47% increase from the previous year's Rs 842 billion. The social sector, including health and education, remains a top priority, receiving Rs 494 billion (40% of the Annual Development Program). Revenue collection for 2025-26 is estimated at Rs 4,890.4 billion, with Punjab expected to receive Rs 4,062.2 billion from the federal divisible pool under the National Finance Commission (NFC). Provincial receipts are projected at Rs 828.2 billion, with the Punjab Revenue Authority (PRA) tasked with collecting Rs 340 billion, the Board of Revenue Rs 135.5 billion, and the excise department Rs 70 billion. The budget also incorporates Rs 470 billion under the federal government's agreement with the IMF, contingent on the Federal Board of Revenue (FBR) meeting its targets. The government has allocated Rs 148 billion for education development, a 127% increase from the previous year. Initiatives include Rs 15 billion for student scholarships, Rs 40 billion for missing facilities in schools, Rs 5 billion to reduce dropout rates, and Rs 5 billion for centers of excellence in 36 districts. Additionally, Rs 3 billion has been earmarked for the Nawaz Sharif Center of Excellence in 10 divisions while Rs 35 billion will support the Punjab Education Foundation for private-sector collaboration. The health sector receives Rs 181 billion, a 131% increase, with Rs 72 billion allocated for the Nawaz Sharif Institute of Cancer Treatment and Research in Lahore. Rupees 123 billion have been set aside for agriculture, livestock, and irrigation, alongside Rs 795 billion for climate resilient projects - a first in Punjab's history. This includes Rs 277.4 billion for climate adaptation, Rs 371.7 billion for mitigation, and Rs 146 billion for environmental protection capacity-building. Rupees 336 billion (27% of the development budget) will fund infrastructure projects, while Rs 85 billion supports Chief Minister Maryam Nawaz's T-30 transport vision. Seed money of Rs 1 billion has been allocated for a feasibility study on Punjab's first public-private airline, and Rs 2 billion will initiate regional railway tracks in collaboration with the federal government. The energy sector receives Rs 7.5 billion, including Rs 600 million for a bio-fertilizer plant in Gujjar Colony and Rs 8 billion for solarizing courts, schools, and hospitals. Social protection programs are allocated Rs 31.4 billion, while Rs 11.6 billion will promote information, culture, and the film industry. The finance minister announced a 10% salary increase for government employees from Grade 1 to 22 and raised the minimum wage from Rs 37,000 to Rs 40,000. Additional allocations include Rs 400 million for the Housing Foundation and Rs 1 billion for the Journalist Endowment Fund. Shuja-ur-Rehman concluded by highlighting the completion of 6,104 projects in the current fiscal year and reaffirmed the government's commitment to sustainable development and economic growth. Punjab govt allocates Rs1.24tr for development
The Punjab government has announced a record Rs1.24 trillion Annual Development Programme (ADP) for the fiscal year 202526, aimed at accelerating economic growth, enhancing infrastructure and expanding access to critical public services across the province. According to the budget documents, the development allocation includes Rs314.1 billion for capital expenditures, Rs801.5 billion for revenue-based projects and Rs124.3 billion in foreign project assistance. An additional Rs233.4 billion has been earmarked for special and other development initiatives. The plan seeks to balance ongoing projects with new schemes, aligned with Punjab's long-term development agenda. Social sectors account for the largest share of the ADP, receiving Rs493.5 billion. This includes Rs100 billion for school education, Rs39.5 billion for higher education, Rs5 billion for special education, Rs4 billion for literacy and non-formal education, Rs7.6 billion for sports and youth affairs, Rs95 billion for specialised healthcare and medical education, and Rs86 billion for general health and population welfare. Water supply and sanitation projects will receive Rs6 billion, social welfare Rs7 billion, women development Rs14 billion, and local government and community development Rs142 billion. Infrastructure development has received Rs335.5 billion, with the road sector receiving Rs120 billion for improving connectivity, particularly between rural and urban areas. The irrigation sector is allocated Rs38 billion, including Rs10.3 billion from foreign assistance, for modernising water management systems to enhance agricultural productivity and climate resilience. The energy sector is set to receive Rs7.5 billion, while Rs25 billion will go toward public buildings. Urban development will receive Rs145 billion, including Rs24.2 billion in foreign aid. A total of Rs164.2 billion is dedicated to production sectors such as agriculture, livestock, fisheries, forestry, and cooperatives. Agriculture has been allocated Rs80 billion, targeting mechanisation, improved irrigation, and better seed quality. Livestock and dairy development is allotted Rs5 billion, and fisheries and forestry together will receive Rs15 billion. In addition, Rs10.5 billion has been earmarked for price control and commodity management, Rs10 billion for wildlife conservation, and Rs500 million for the cooperatives department. In support of youth employment and innovation, Rs12 billion has been allocated for skill development and entrepreneurship initiatives. The industry and commerce sector has also received Rs12 billion, aimed at promoting small businesses, industrial park development, and attracting investment. Tourism has been allocated Rs18 billion to support heritage preservation, hospitality infrastructure, and promotional activities. The mining and minerals sector will receive Rs12 billion. Service sectors will benefit from Rs141.6 billion in funding. Governance and IT reforms are being prioritised with Rs35 billion allocated for digital transformation, e-governance, and improving service delivery. Labour and human resource development will receive Rs20.4 billion, while the transport sector is being given Rs85 billion, which will be used to introduces electric buses in various cities of the province. Emergency services, including Rescue 1122, have been allocated Rs12 billion to strengthen disaster response and emergency medical services. Environmental protection and climate change initiatives are also being supported with Rs15 billion. Special development initiatives are budgeted at Rs30.2 billion, while Rs38 billion has been set aside for planning and development operations. The plan includes dedicated funding for minority affairs, human rights, religious affairs, and cultural preservation, with the goal of fostering inclusive development. Key new initiatives under the ADP include the Apni Chhat Apna Ghar housing project with an allocation of Rs50 billion, and the Chief Minister's Saaf Pani Programme with Rs15 billion total outlay and Rs5 billion allocation. The government will strengthen new PHAs and WASAs across the province with Rs10 billion and launch the Chief Minister Punjab Development Programme worth Rs25 billion. Other local development projects include the Model Village Programme, the Rs96 billion Punjab Rural Sustainable Water Supply and Sanitation Project, and the Murree Development Programme Phase-2. In the transport sector, Rs89 billion has been allocated for introducing over 600 eco-friendly buses across major cities, with Rs45.9 billion in this fiscal year. High-speed rail and tourist train feasibility studies have received seed money, as have urban mass transit systems in Lahore, Faisalabad, and Gujranwala. Other initiatives include planning for regional railways, a proposed Air Punjab airline, and infrastructure development for electric buses in Lahore under the Punjab Clean Air Programme.
