Gov't had a hard time stabilizing rice prices due to RTL — Palace

Malacañang said the government has encountered challenges in stabilizing the price of rice due to the Rice Tariffication Law.
''Ang isa pa po natin tutukan eh 'yung batas ng RTL. 'Yung Rice Tariffication Law. Medyo nahirapan po talaga ang gobyerno nang ipasa itong RTL,'' Palace Press Officer Undersecretary Atty. Claire Castro said in a Tuesday briefing in New Delhi.

''Sinasabi nila na magandang epekto nito pero nahirapan po ang gobyerno na i-stabilize ang presyo ng bigas. Dahil tinanggalan nila ng pakpak, tinanggalan nila ng power, ang NFA para mag-import,'' Castro said.
(They were saying that it has good effects, however, the government had a hard time stabilizing the price of rice because the law removed the NFA's power to import.)
Enacted in 2018 to liberalize rice importation, the Rice Tariffication Law (RTL) empowers the President to halt imports under specific conditions.
There had been calls to amend the law to ensure that farmers will benefit from the liberalization of rice trading.
The RTL had barred the NFA from buying, selling, or importing rice—functions previously aimed at stabilizing market prices and supporting local farmers.
Meanwhile, Castro also defended President Ferdinand ''Bongbong'' Marcos Jr.'s power to modify tariff rates on rice, saying that it is under the 1987 Constitution.
''Ito naman po yung base sa Konstitusyon. Ayon sa Konstitusyon natin, okay, ang Congress po ay may power to impose tariff, pero binibigyan po at maaari pong bigyan at idelegate ang power sa Presidente to adjust tariff,'' she said.
''This is based on the Constitution. The Congress has the power to impose tariff but the President has the power to adjust tariff rates.)
Earlier, Senators Francis 'Kiko' Pangilinan and Risa Hontiveros asked both the House of Representatives and the Senate to strip the President of such powers, citing the negative impact of imposing lowered tariffs on imported rice. — RSJ, GMA Integrated News

The whistleblower who recently surfaced could shed light on the link between the missing sabungeros' case and the Duterte administration's drug war, Bicol Saro party-list Representative Terry Ridon said. Ridon said this following the revival of the House Quad Committee (QuadComm), the mega panel composed of four committees that investigated the extrajudicial killings during the controversial anti-drug campaign. Under the adopted House Resolution 106, the QuadComm is tasked 'to conduct a joint inquiry in need of legislation to address emerging and unresolved issues brought forth by the joint investigation of the previous Quad Committee during the 19th Congress.' "We want to focus on the missing sabungeros and their intersectionality with the Duterte drug war because there were allegations that the kill team for the missing sabungeros is the same for the Duterte drug war," said Ridon, head of the committee on public accounts, one of the panels in the QuadComm. Whistleblower and co-accused Julie 'Dondon' Patidongan surfaced last month and claimed that the missing sabungeros were buried in Taal Lake. A total of 34 cockfighting enthusiasts have been reported missing from 2021 to 2022. According to the police, the missing personalities were kidnapped allegedly due to match fixing or cheating in the cockfighting games. "We would like to be able to talk to the whistleblower during the proceedings. Is this kill team true?' Ridon said. 'I'm sure the mechanics then were different, but if it's the same kill team, I think it's very concerning,' he added. Justice Secretary Jesus Crispin Remulla earlier said some people who have been involved in the "death squads" that figured in the drug war under the Duterte administration may also be involved in the deaths related to the e-sabong or online cockfights during the pandemic. (Photo from the FB post of Koalisyong Makabayan) The progressive Koalisyong Makabayan on Friday filed a joint motion for reconsideration (MR) calling on the Supreme Court (SC) to reverse its decision junking the impeachment case against Vice President Sara Duterte. According to Manny Vargas' report over Super Radyo dzBB, the petitioners also filed a separate motion to intervene as they urged the SC to overturn its initial decision that declared the articles of impeachment against Duterte unsconstitutional. They also appealed for the Court to rule that House lawmakers did not commit grave abuse of discretion and that the filing of the articles of impeachment was not covered by the one-year ban on impeachment. Among the petitioners were ACT-Partylist Rep. Antonio Tinio, Kabataan Partylist Rep. Renee Co, Makabayan president Liza Masa, and BAYAN president Renato Reyes. The Senate on Wednesday voted to archive the impeachment case against Duterte following the SC decision. The Court earlier declared the articles of impeachment against the Vice President unconstitutional, stressing that it was barred by the one-year rule under the Constitution and that it violated her right to due process. It also said the Senate did not acquire jurisdiction over the impeachment proceedings because the articles of impeachment were void. The SC said it was not absolving Duterte of any of the charges against her and that any subsequent impeachment complaint may be filed starting February 6, 2026. The House then filed a motion for reconsideration, seeking to reverse the SC decision. The lower chamber argued it should be allowed to perform its exclusive duty to prosecute an impeachable official, and the Senate's to try the case. Motions for reconsideration Three motions for reconsideration have been filed with the SC against its ruling. The first was filed by several individuals behind the first impeachment complaint against Duterte, followed by the motion for reconsideration filed by the House of Representatives. The third motion was filed by the 1Sambayan coalition, including Carpio-Morales and Carpio, previously filed a motion for reconsideration with the SC on its ruling.
