Police have swarmed Norris Bank Parklands in Bundoora after the body was discovered on Wednesday afternoon.
Officers could be seen wading through Darebin Creek while others gathered on the walking trail.
An area of parkland near Greenhills Road was taped off as investigations continued.
A police spokesperson said the cause of death was unknown at this stage.

A manhunt is under way after a Sydney home was sprayed with bullets while three people - including a young child - were inside. Police were called to a property on Janamba Ave in Kellyville at about 3am on Tuesday after reports someone had fired several shots into a house. Shots were fired through the windows of the home, with police now establishing a crime scene in the suburban street. Three people were inside at the time of the shooting, including a man and a woman in their 30s and a two-year-old child. No one was injured in the incident. A short time later, police were called to a car fire on Gorman Ave in Kellyville. The car was destroyed in the blaze. 'The fire is being treated as suspicious and inquiries have commenced into the circumstances surrounding the incident,' police said in a statement.
