
Xi questions local officials on EV, AI plans in rare rebuke
BEIJING : President Xi Jinping questioned the need for local governments across China to crowd into the same emerging industries, a rare rebuke that reflects growing concerns about deflation at home and trade tensions abroad.
'When it comes to launching new projects, it's always the same few things: artificial intelligence, computing power, new-energy vehicles,' Xi said in a meeting in Beijing this week on urban development, according to a Thursday article on the front page of the People's Daily.
'Should every province in the country be developing industries in these areas?' he was quoted as asking by the mouthpiece of the ruling Communist Party.
The blunt, colloquial criticism was unusual as state media typically publish his more formal comments or policy guidance. The comments reflect a growing concern of policymakers that officials across the country are pursuing investment in a select few industries favoured by Beijing, exacerbating excess capacity and delaying consolidation.
Xi's remarks add to a recent chorus from top officials calling for an end to price wars among industries, which are worsening a downward spiral in company profits and wages.
A state council meeting chaired by Premier Li Qiang on Wednesday pledged to rein in 'irrational competition' in the EV sector, more signs that authorities are getting serious about curbing overcapacity. A meeting of the top Communist Party body in charge of economic policy earlier this month vowed to regulate how local governments try to attract investment.
As domestic demands remain sluggish, growing supplies across industries are fuelling a worrying deflation trend despite the economy's recent resilience. Nominal growth rate, which accounts for price changes, was only 3.9% in the second quarter, the least outside the pandemic since the quarterly data began in 1993.
Competition among local governments for faster expansion, coupled with an investment-led model, has driven China's growth miracle in recent decades. But it also created surging public debt and wasteful investment, leading to chronic overcapacity that has flooded foreign markets and raised geopolitical tensions.
Qiushi, an official magazine of the Communist Party, in an article this month offered a harsh criticism of local behaviours that fostered 'disorderly competition.' It called out practices of illicit subsidies, 'blind' investment in key industries and market barriers that disadvantage companies from other places.
In a similar vein, Xi in March 2024 called on local governments to develop 'new productive forces' – commonly understood as emerging industries – based on their unique conditions and avoid creating 'industry bubbles.'
The imbalance of supply and demand is evident across many sectors, from traditional heavy industries like steel to new ones like EV and solar. Even after the number of EV makers started shrinking for the first time last year, the industry is still using less than half its production capacity.
The combined targets of new energy storage by 2025 from 26 of the 31 provinces that published such a goal are more than double the national target, according to an industry group.
In the gathering this week, Xi made clear that some local authorities have gone too far, saying that 'promoting urbanisation should be a gradual process that unfolds naturally.'
'It must align with the laws of economic and social development and should not be divorced from reality or driven by a rush for quick success,' he said.

Indonesian President Prabowo grants clemency to jailed political foes ahead of Independence Day
JAKARTA, Aug 1 — Indonesia's President Prabowo Subianto pardoned two political rivals, a former trade minister and a senior politician from an opposition party a few weeks after both were sentenced to jail, officials said. Prabowo granted amnesty to Hasto Kristiyanto, the secretary general of parliament's largest party, the Indonesian Democratic Party of Struggle (PDIP), Law Minister Supratman Andi Agtas said late on Thursday in a news conference broadcast by local media, after meeting the House's deputy speaker. Hasto was sentenced to 3-1/2 years in prison last week for bribing an election official but the amnesty revokes his sentence though his conviction will still stand. The president also granted an abolition for Thomas Trikasih Lembong, a trade minister under President Joko Widodo who was sentenced to 3-1/2 years in prison for improperly granting sugar import permits, Supratman said in the news conference. The abolition means, Lembong, who was the campaign manager of Prabowo's rival candidate in last year's presidential election, is acquitted of the charges and his sentence. Prabowo granted the clemencies as the government sees the need to unite all political elements and as part of Indonesia's independence celebrations in August, said Supratman. 'We need to build this nation together, with all the political elements... And both have contributed to the republic,' Supratman said. It is common for the Indonesian president to give pardons ahead of the national independence day on August 17. The amnesty for Hasto was among the pardons given to more than 1,100 other people, Supratman added. Lawyers for Hasto and Lembong did not immediately respond for Reuters' request for comments. Under Indonesian law, the president has the authority to give amnesty and abolition but it requires approval from the parliament, said Bivitri Susanti from Indonesia's Jentera School of Law. Still, she said the amnesty given to Hasto was rather 'political' to gain support from the largest opposition party in the parliament while for Lembong, the government is responding to growing protests from the public over his sentence. Other observers were concerned the pardons undercut efforts by the judiciary to deal with corruption in a country where concerns about graft and government misconduct are high. 'It shows that the government could intervene in law enforcement, make it as a political bargain,' said Muhammad Isnur from rights group Indonesian Legal Aid Foundation. — Reuters

Fadhlina: MoE pledges RM67b boost for transformative education reforms from preschool to secondary under 13MP
PUTRAJAYA, Aug 1 — The Ministry of Education (MOE) will give full focus to the development of preschool to secondary education under the 13th Malaysia Plan (13MP), as part of efforts to enhance the focus and effectiveness of the national education system. Education Minister Fadhlina Sidek, in a statement today, announced that RM67 billion has been allocated for the education sector, including the construction of new schools and the upgrading of infrastructure at educational institutions across the country. 'The Madani Government's current focus is to ensure universal enrolment at both the preschool and secondary education levels,' she said. She added that the Education (Amendment) Bill 2025, which aims to make secondary education compulsory, was recently passed by the Dewan Rakyat. Fadhlina also noted that making preschool education compulsory from the age of five is intended to provide children with a holistic and comprehensive foundation in early learning. To support the initiative, Fadhlina said more preschool facilities under MOE will be established nationwide to ensure broader access and higher enrolment rates. She added that under 13MP, school construction efforts will include mandatory school development as part of large-scale housing projects, along with the expansion of vertical school construction. These measures aim to address issues of overcrowding and limited school sites, particularly in high-density urban areas. In addition, Fadhlina said that special emphasis will be placed on integrated efforts to strengthen proficiency in both Bahasa Melayu and English, as well as reinforcing focus on Science, Technology, Engineering and Mathematics (STEM), Technical and Vocational Education and Training (TVET), and digital literacy, including artificial intelligence (AI) technologies. Acknowledging that teachers are the cornerstone of the national education reform agenda, she said the government will prioritise improvements in the recruitment of new teachers, preparatory training programmes, and efforts to enhance the competence and professionalism of those already in service. 'The 13th Malaysia Plan is a reflection of the Madani Government's commitment to reforming the national education system through a bolder, more transformative approach for the benefit of all Malaysian children,' she said.
