Union government to review tyre import norms as rubber prices fluctuate
KOTTAYAM: Amid fluctuating prices impacting the rubber plantation sector, the Union Government is taking decisive steps to address the long pending concerns raised by farmers regarding the loopholes in the import rules of rubber.
Aiming to tighten regulations and prevent illegal import of rubber, the Directorate General of Foreign Trade (DGFT) under the Union Ministry of Commerce and Industry has taken steps for a comprehensive review of the Standard Input Output Norms (SION) rates for tyre products.
According to reports, the DGFT has issued a trade notice announcing a comprehensive review of the SION applicable to automobile tyres.
Earlier, the National Consortium of Rubber Producers' Societies (NCRPS), a collective of rubber farmers, had raised concerns about undue tax-free import of natural rubber under the Advance Authorisation Scheme (Advance Licence) misusing the DGFT norms.
'As per the DGFT notification of 2010, a motor vehicle tyre weighing 100 kg, should contain 44 kg of natural rubber, 8.6 kg of synthetic rubber and 23 kg of carbon.
However, advancement in the tyre manufacturing technology over the past 14 years have led to a decrease in the percentage of natural rubber to 18-28%, while the percentage of synthetic rubber has increased. Due to DFTO not renewing the notification of 2010 on time, the import of rubber is more than doubled by availing duty free benefit. This causes huge tax loss to the country and harm to farmers,' said Babu Joseph, NCRPS general secretary.
Taking a serious note of their concerns over the tyre companies bending the rules under the pretext of Standard Input-Output Norms to suppress domestic prices, the Union Government is moving to update these decades-old norms. These norms, which specify how much raw material is needed to produce a finished export product, are crucial for companies availing of duty exemptions.

Maharashtra to establish Mahabazar on international lines to improve efficiency of agricultural marketing system
Mumbai (Maharashtra) [India], June 3 (ANI): The Maharashtra government is planning to set up a Mahabazar in the state, inspired by international models such as Rungis International Market in Paris and Royal Flora Holland in Amsterdam, Netherlands. The project aims to modernise market management, boost exports, and improve the overall efficiency of the agricultural marketing system. The key objectives are to promote export-oriented production technologies, post-harvest management, and international-grade packaging infrastructure for fruits, vegetables, and flowers, provide vital information on certifications, quality standards, and market demands to farmers and exporters and offer guidance, training programs, and support to new exporters and farmers. A detailed study is proposed to understand modern market management, technical know-how, strategic decision-making, and their implementation, with a view to adapting these models to suit Indian requirements. The Maharashtra State Agricultural Marketing Board is actively working to boost the export of fruits, vegetables, and flowers produced in the state. It also disseminates vital information regarding certifications, quality standards, and market demands, while supporting new exporters and farmers through guidance, training programs. Earlier today, the Maharashtra government has directed all departments to prepare a vision document for 'Viksit Maharashtra 2047,' aligned with the Union Government's vision of 'Viksit Bharat 2047.' The document will focus on a phase-wise vision, with short-term, mid-term, and long-term plans to achieve the goal of a developed Maharashtra by 2047. 'This will be on the lines of the Union Government's scheme of Viksit Bharat 2047 as outlined by Prime Minister Narendra Modi. Chief Minister Devendra Fadnavis has set a 150-day time period from May 6 to October 2, to prepare the document, which will primarily focus on a phase-wise vision. The first phase includes a long-term vision or plan for developed Maharashtra by midterm phase includes vision or plans to prepare a plan for Maharashtra 2035, when state will complete its 75 years of its foundation. The third phase includes short term plan to prepare a vision document for October 2029, when the present government will complete its five years' term. Earlier in May, Prime Minister Narendra Modi chaired the 10th Governing Council Meeting of NITI Aayog at Bharat Mandapam where he said that all the states should work together to make India a developed country and achieve the vision of a 'Viksit Bharat' by 2047. New jobs, sewerage projects, VAT cut on aviation fuel; Nitish Kumar Cabinet approves 47 Key proposals
Patna (Bihar) [India], June 3 (ANI): Bihar Chief Minister Nitish Kumar chaired a high-level cabinet meeting on Tuesday and approved 47 key proposals, including large-scale infrastructure projects, new government job openings, and significant policy decisions. The Bihar Cabinet approved the creation of 4,858 new posts across various government departments to improve administrative efficiency and public service delivery. Among the major infrastructure decisions, a Rs 1,320 crore plan was approved for setting up a sewerage network project in Sasaram, Aurangabad, and Siwan. In addition, a Rs 328 crore water supply scheme received clearance for Ara, Siwan, and Sasaram cities, aiming to boost urban utility services. The cabinet also approved a new Bridge Maintenance Policy, which would ensure regular inspection, safety checks, and timely repairs of bridges across the state. In a move expected to improve air connectivity, the Value-Added Tax (VAT) on Aviation Turbine Fuel (ATF) in Bihar was reduced from 29 per cent to 4 per cent. A proposal to build a dry dock in Dujra, Patna, was also approved. The facility will be used to repair aircraft, making it the first such unit in the region. In a significant step towards women's empowerment, the cabinet decided that 'Jeevika Didis' (members of the state's women's self-help groups) would prepare clothes for children at Anganwadi centres. The area of Phulwari Sharif, Danapur, and Khagol near the capital of Patna will be expanded, and many villages will become part of these cities. Earlier, on Friday, PM Narendra Modi inaugurated and laid the foundation of multiple development projects worth over Rs 48,520 crore. He was joined by CM Nitish Kumar and Deputy CM Samrat Chowdhary. Bihar Chief Minister Nitish Kumar hailed Prime Minister Narendra Modi for the steps being taken by the Union Government towards Bihar's development. Nitish Kumar also praised the Union Government's step to conduct the caste enumeration process in the next population census. 'The development work that is being done by Prime Minister Narendra Modi for the development of Bihar. He also announced assistance for Bihar in the budget. Whatever Bihar has received is a matter of pride. I salute the Centre for announcing the caste-based census. People from other parties were trying to create confusion ', Nitish Kumar said. Nitish Kumar asserted that as soon as the NDA came to power in Bihar, they began to work for the development of the state. He added that his government has paid special attention towards the health sector and is working to connect every household with roads. The Bihar CM stressed that many other developmental works, which include the construction of new houses and settlements, will be completed by June 2025. A major highlight of the Prime Minister's visit to Bihar is the foundation stone laying for Stage-II (3x800 MW) of the Nabinagar Super Thermal Power Project in Aurangabad district, valued at over Rs 29,930 crore. The project is expected to significantly boost electricity generation, industrial development, and employment in the region. PM Modi will also lay the foundation stone for key road infrastructure initiatives, including the four-laning of the Patna-Arrah-Sasaram section of NH-119A, six-laning of the Varanasi-Ranchi-Kolkata highway (NH-319B), the Ramnagar-Kacchi Dargah stretch (NH-119D), and a new Ganga bridge between Buxar and Bharauli.
