Macpherson suspends EPWP funds to Matjhabeng Municipality
Public Works Minister Dean Macpherson has suspended all Expanded Public Works Programme (EPWP) fund transfers to the Matjhabeng Local Municipality.
This follows reports that the municipality's EPWP payroll is allegedly being used to pay inflated salaries, over R31,000 per month , to former councillors and current political office bearers while others are paid as little R1,500.
This is more than ten times the average EPWP stipend.
Jobs
According to reports, municipal insiders said this practice continues to undermine the EPWP's purpose and prevents thousands of local young people from accessing jobs.
Under EPWP rules, jobs must be short-term and skills-based, prioritising vulnerable and unemployed groups, particularly young people, women and people with disabilities. Employment is limited to 24 months within a five-year cycle.

'Lifeline'
Macpherson said the EPWP was established to provide short-term, skills-based work opportunities, not to serve as a vehicle for political patronage.
'The EPWP is an essential lifeline for many in communities across the country, including in Matjhabeng, and it would therefore be wholly unacceptable if any politician or official is found to have used the programme for personal benefit.
'We simply cannot turn a blind eye when serious allegations of abuse are raised, which is why I have instructed the department to suspend EPWP fund transfers until a formal investigation can be completed,' Macpherson said.
Reformation
Macpherson added that the allegations further reinforce his view that the EPWP must be reformed to eliminate any possibility of abuse and ensure that intended beneficiaries fully benefit from the programme, free from political interference.
'Through the EPWP Listening Tour conducted nationwide, we have heard several serious allegations of abuse — such as those in Matjhabeng — and it is therefore critical that the programme be strengthened to eliminate any possibility of corruption and political patronage.
'After 20 years, we are committed to reforming the EPWP to ensure it remains a viable platform for empowerment well into the future, as we work to build a better South Africa,' Macpherson said.
EPWP
The EPWP, which was launched in 2004, was meant to tackle unemployment through labour-intensive projects like road maintenance, sanitation and community work.
Earlier this month, Macpherson vowed to restore public trust in his department by taking decisive action against mismanagement, repurposing idle state assets, and reforming the EPWP.
Macpherson confirmed that investigations into the Telkom Towers project and the PSA Oxygen Plant, managed by the Independent Development Trust (IDT), are expected to be completed by late July 2025.

Parties call for suspension of Bitou municipal manager amid corruption claims
Opposition parties in the Bitou municipality have opened a case of corruption and contempt of court against municipal manager Mbulelo Memani. The ANC, Plett Democratic Congress (PDC) and the PA laid the criminal complaint against him at the Plettenberg Bay police station. Image: Tumi Pakkies Independent Newspapers ActionSA KwaZulu-Natal Provincial Chairperson Zwakele Mncwango has called on Minister of Public Works and Infrastructure, Dean Macpherson, to publicly apologise for remarks allegedly made during court proceedings in Pietermaritzburg, where Macpherson reportedly referred to over 500 Black ActionSA members as "hobos". This comes after the DA and ActionSA took the eThekwini Municipality to the Durban High Court over the city's ongoing sewage crisis. The matter was heard in the Pietermaritzburg High Court on Thursday and Friday. In a statement, Mncwango expressed deep concern and disappointment, stating that whether or not the term was used with racial intent, 'the impact of your words cannot be separated from the painful racial history of South Africa.' He criticised Macpherson for using such language, saying: " Referring to a group of predominantly Black South Africans using a term historically associated with poverty, disposability, and social worthlessness is not only deeply offensive, it is dehumanizing,'' he said. Mncwango condemned the remarks as a 'racial affront' that reinforces the racial hierarchies South Africa continues to dismantle. He argued that when such language comes from a senior political figure, 'it sends a disturbing message: that Black people, when politically opposed or inconvenient, can be reduced to derogatory labels and dismissed as less than equal.' Mncwango also accused Macpherson of discriminatory behaviour during the court proceedings. He alleged that Macpherson instructed Black Democratic Alliance (DA) members to give up their front-row seats in court to accommodate White and Indian party members. 'This visible relegation of your own Black colleagues raises serious questions about the racial attitudes and internal culture within your leadership style. Such actions are not only humiliating but reflective of a discriminatory mindset, which should have no place in any democratic or representative institution,'' he said. He has since demanded that Macpherson publicly apologise to the Black ActionSA members he referred to as 'hobos,' to extend that apology to Black South Africans who ''saw in his remarks the reflection of historical wounds and systemic bias,'' and to reflect seriously on his conduct during the court proceedings, particularly his treatment of Black DA members, and offer them a direct apology for the discrimination they experienced. 'Even if you did not mean harm, the effect of your words and actions have caused real pain and reinforced racial hierarchies that many of us are fighting to dismantle,'' Mncwango said. 'Dismissing ActionSA members who are citizens, voters, and human beings as 'hobos' based on their appearance or political alignment is undignified, unacceptable, and racist.' 'It is clear that you are obsessed with ActionSA and its leadership. While I do not mind your political fixation on the party, I will never accept racism against black people in any form, whether subtle or overt.' He warned that failure to apologise would confirm the perception that Macpherson accepts the label of being racist. Bail denied for weeping Tiffany Meek, mother of murdered boy

On the other hand, community members have been protesting outside the court, demanding that her bail bid be denied. Tiffany has previously requested that she be granted R5,000 bail as she believes she is innocent and is being framed for the gruesome May 13 murder. Her lawyer has argued that no evidence has been presented to the court suggesting that his client could be a flight risk. Image: Supplied Jayden-Lee's body was found on May 14 on the staircase of their flat at the Swazi's Place complex in Fleurhof, southwest Johannesburg, after the Grade 6 learner was reported missing the day before. On Monday, Naidoo argued that her client is innocent, and everybody wants justice for Jayden-Lee. "The learned magistrate, in her wisdom, should realise that with all the public outcry, there is no evidence that Mr Mnisi was harmed by the public. While the public is indeed angry with the applicant, why would they resort to murder? Kill the applicant and risk being also charged with murder. Everybody wants justice for Jayden-Lee, but that can only be achieved through a proper investigation and with the trial court making a determination on the matter. "In conclusion, there is no evidence before this court to even suggest that the applicant is a flight risk. In the absence of such evidence, it is submitted that the accused be released on bail as the accused has discharged the onus as a suitable candidate for bail," Naidoo stated. On Monday, the State prosecutor argued that Meek does not have a reliable address as she intends to relocate to another province, which will make things difficult for the State to take control of the case. Two, your worship, it is evident that the accused will continue to be employed, and she is not required to be in the office. She can work remotely. That means she can work from anywhere, and she will continue to have financial resources. "What I mean is that the applicant could be a flight risk. She is in another province. So we are asking someone somewhere in another police station who has no interest in this matter to keep tabs on her," the State prosecutor told the court. IOL News
