eThekwini maps revised plan for Go!Durban
ETA acting director Nelisiwe Zama said the revised strategy marks a decisive move forward toward delivering a 'world-class public transport system that works for all'. Among the revised plans presented by ETA was that in sections where dedicated roadways have not yet been completed, GO!Durban will operate a scheduled bus service in mixed traffic.
These services will use the same GO!Durban-branded fleet and integrated fare management system, ensuring consistency across the IPTN. Municipal spokesperson Gugu Sisilana said, 'This revision is a direct response to the delays, which, among others, included the 2021 impasse in the minibus taxi and bus industry negotiations, the need to better align with National Department of Transport priorities, and the financial and operational lessons from earlier phases of developing the system. Once the remaining dedicated roadways are completed, these services will transition accordingly.'

She said that the revised strategy realigns the programme with national frameworks, accelerates short-term delivery, and places greater emphasis on inclusive stakeholder participation and long-term sustainability.
'ETA will now proceed with the implementation of a thorough engagement process with all key stakeholders. This will include regional briefings and discussions with affected mini-bus taxi and bus operators of phase one routes of the network,' said Sisilana.

Schreiber launches of phase two of the Trusted Tour Operator Scheme

Image: Ntswe Mokoena/GCIS The Minister of Home Affairs, Dr Leon Schreiber, has announced the launch of phase two of the Trusted Tour Operator Scheme (TTOS), a provess that boosts tourism from India and China to South Africa. This adds another 45 vetted and approved tour operators to the existing 65 operators that have participated in the programme since its launch in February 2025. TTOS was conceptualised by Schreiber to address the long-standing challenge faced by tour operators in bringing large tour groups from the burgeoningsource markets of India and China to South Africa. It replaced manual, inefficient and paper-based processes that required prospective tourists to travel long distances justto apply for a visa, which then often took weeks to process and required a return trip for collection, with a new online system whereby tour operators upload applications online and get digital outcomes, on average, within 24 hours. The selected tour operators have entered into agreements with the Department to assume responsibility for the tourists they bring to the country. Home Affairs said since the launch of the TTOS online portal just six months ago, TTOS has already succeeded in bringing an additional 25 024 tourists from India and China to South Africa who would otherwise have been deterred by the visa delays that previously undermined the ability of group travellers from these countries to spend valuable foreign currency in South Africa. "The latest research from Operation Vulindlela shows that one new formal sector job is created for every 13 tourists who visit our country, suggesting that TTOS has already created 1 924 new jobs during its first phase. Building on this success and after a rigorous inter-departmental assessment process, Home Affairs has now expanded the original group of operators from 65 to 110, further boosting the prospects for growing the tourism industry at a time of major economic headwinds for our country," it said. Schreiber said: 'TTOS demonstrates the power of our digital transformation agenda to enable economic growth and create jobs. The fact that we have attracted over 25 000 tourists in just six months working with a small handful of tour operators, confirms the enormous potential of growing this digital-first approach. That is exactly what we doing through the expansion of TTOS, as well as the pending introduction of the Electronic Travel Authorisation (ETA) and dedicated visa schemes for events and the creative industries. Taken together, our digital transformation agenda is set to take South Africa to a whole new level as a global destination.' Schreiber said, "Each reform we implement must be viewed as an individual piece of the bigger digital transformation puzzle we are building. All of our work is guided by our vision to deliver Home Affairs @ home, by building digital channels that enable both South Africans and legitimate travellers to obtain services online, from the comfort of their own homes. The money was spent on infrastructure, fleet procurement, and related professional services, according to municipal reports. In a general statement, the eThekwini Transport Authority (ETA) stated that it intends to redefine its Integrated Public Transport Network (IPTN) under the GO!Durban programme, presenting a revised strategy aimed at overcoming key challenges in its implementation. In its efforts to address setbacks, including the prolonged negotiations within the minibus taxi and bus industries that stalled progress in 2021, the ETA's new strategy reflects a proactive realignment with national priorities and frameworks. On Thursday, eThekwini councillors noted the progress made towards the operation of the C3 corridor to achieve an integrated transportation system and preparations for other corridors, namely the C1 and C9, and the inner city to follow suit for an overall improved transport system within the municipality. Other key points raised for noting were: Transition from the Tactical Adjustment Framework to a refined corridor-based Go! Durban Implementation Strategy that aligns with the National Department of Transport (DoT), Treasury, and operator expectations. The municipality is preparing for the transformation and devolution of the Public Transport Operator Grant (PTOG), with plans to integrate existing subsidised services and legacy operators into the Go! Durban corridors. The refined Go!Durban implementation strategy, with corridor-based rollout, operator negotiations, and quality bus service activation model, will be approved. The commencement of structured negotiations and identification of affected operators for Corridors C3, C1, C9, and Inner City Distribution System, to enable compliant Vehicle Operating Company formation and contracting Councillors also approved the call for continued engagements with the provincial and national DoT and National Treasury regarding: (a) disbursement and milestone compliance. (b) institutional support for contract devolution and PTOG integration. Councillors gave the go-ahead for the establishment of a PTOG Transition Framework and Task Team within ETA to lead planning for the absorption of legacy services and operators into the municipal framework. At a council meeting, eThekwini Councillor Warren Burne described the report as vague and incomplete, with no mention of cash flow projections. He said the good intentions for the project from the municipal administration in 2012 were now nothing but a pipe dream 13 years later. 'Here we are years later, trying desperately to breathe life into the matter,' he said. Councillor Jenni Black said the Go!Durban was an important project for the livelihood of South Africans who would be able to access work opportunities outside of their living area. 'The stakeholders are the residents and ratepayers of eThekwini. We are responsible for how the money is spent,' she said. Zwakele Mncwango, ActionSA councillor, described the process of noting this item in council as approving a blank cheque, while Sandile Gwala, an IFP councillor, was concerned that the infrastructure along the route would soon need rehabilitation. Timeline In April 2012 municipal council approved Go! Durban IPTN. In October 2021, tension around vehicle ownership between the operators and the municipality culminated in a deadlock, with the operators affected along C3. In 2022, the eThekwini council commenced with the public participation process with the operators as well as the public on the revised strategy (Tactical Adjustment). In 2023, the council approved the tactical adjustment; however, the National DoT did not fully endorse the strategy. In May 2025, the strategy was finalised.
