Trump will destroy world trade, but democracies can defend themselves – and each other

The postwar global economic order, with the United States at its centre, has created more prosperity than any other period in human history. Yet as Donald Trump takes a sledgehammer to that economic order, America's democratic allies face a choice. We can accept the new cost of doing business with the US. We can follow the US down a path of mutually assured economic destruction with an ever-escalating trade war. Or we can find new avenues to keep free trade alive.
My proposition? I believe we need a new platform for economic cooperation between the world's seven leading democracies. Call it the 'Democratic 7', or 'D7'. The EU, the UK, Canada, Australia, New Zealand, Japan, and South Korea represent roughly 25% of global GDP and account for about 35% of global trade volume. Together, these democracies can help to shield each other from the threats of economic nationalism and coercion – while also championing democracy, the rule of law, and market economics.
The building blocks for this are already in place. The D7 would draw on an existing web of bilateral and regional trade agreements and could serve as an incentive to sign new ones. Already, the Comprehensive and Progressive Agreement for Trans-Pacific Partnership, otherwise known as the CPTPP, includes Canada, Japan, Australia, New Zealand and the UK. The EU maintains comprehensive agreements with Japan, South Korea and Canada. An outstanding agreement between the EU and Australia could be put back on track, and the UK chancellor, Rachel Reeves, recently stressed an improvement in the UK-EU trading relationship as 'imperative'.
The cornerstone of a D7 economic alliance would be the economic equivalent of Nato's foundational principle, article 5, which holds that an attack on one is an attack on all. When economic powers threaten critical supply chains, engage in economic blackmail, or use access to their markets as leverage, they're counting on isolating vulnerable countries. After Canada honoured its extradition treaty with the US and detained a Huawei executive, for example, Canadian exports of pork and canola were banned from China. Australia's trade with its Pacific neighbour was frozen after Canberra suggested an inquiry into the origins of the Covid pandemic, and South Korean companies have paid the price for decisions made in Seoul that displeased Beijing.
The D7's article 5 would ensure that coercion against one D7 member triggers an immediate, proportional response from all. This would fundamentally alter the calculus of those who wield their economic might as a weapon. The D7's mandate could also extend beyond defensive measures. It could create new frameworks for secure supply chains in critical sectors like semiconductors, rare earth minerals, medical supplies and green technologies. When one member faces shortages, others could provide priority access. Joint investment in production could ensure resilience against future disruptions of the kind we saw during the pandemic, and following Russia's illegal invasion of Ukraine.
Together, D7 members could build a coherent, streamlined trading zone: reducing tariffs, removing bureaucratic hurdles, and establishing new standards based on shared values. Doing so would enhance our collective negotiating power when dealing with the US and China. When setting collective standards on emerging technologies like AI, for example, a D7's collective economic weight would help prevent global rules being dictated by autocrats or tech oligarchs.
But no alliance is made stronger by becoming a closed club. While seven could serve as a starting point, the door should remain open to those who share these democratic values and are willing to support rules-based trade and prevent economic coercion, be they from Asia, Africa, Latin America, or elsewhere.
True, a D7 would be an undoubtedly complex undertaking. Any number of politicians and vested interests could raise concerns about agricultural policies or regulatory approaches. Europe can seldom find unanimity, and there is also the fact of Brexit to contend with. But the global economic order that has benefited the world's democracies is today facing an existential threat. If this order continues to fragment, democracies will be left at the whims of Trump and Xi Jinping. That's why democracies need to stand together. Even while we grapple with this painful new reality, we must not forget: we still maintain the power to shape it.

An extra half a million children will benefit from a free meal every school day after the government announced a major expansion of the policy, which they said would lift 100,000 pupils out of poverty and put an extra £500 in parents' pockets. From the start of the 2026 school year, every child whose household is on universal credit will be entitled to free school meals, the government announced on Thursday. Since 2018, children have only been eligible for free school meals if their household income is less than £7,400 per year, meaning hundreds of thousands of children living in poverty have been unable to access them. As of January last year, nearly 2.1 million children in England were eligible for free school meals. The Department for Education claimed that the expansion will lift 100,000 children across England out of poverty. It comes two years after The Independent 's Feed the Future campaign, in which we called for free school meals to be extended to all schoolchildren in England – both primary and secondary – who lived in households on universal credit but missed out on free school meals. The latest move will be seen as a major concession to Labour MPs who are concerned about the direction of the government, with rebellion brewing over the party's upcoming welfare cuts and calls for Sir Keir Starmer to scrap the two-child benefit cap. The chancellor Rachel Reeves also announced on Wednesday that more people will get fuel payments 'this winter' as she pledged to raise the level of the means test. Announcing the expansion of free school meals, education secretary Bridget Phillipson said 'background shouldn't mean destiny', adding: 'Today's historic step will help us to deliver excellence everywhere, for every child and give more young people the chance to get on in life.' She continued: 'It is the moral mission of this government to tackle the stain of child poverty, and today this government takes a giant step towards ending it with targeted support that puts money back in parents' pockets.' The move was welcomed by campaigners and unions, with the Child Poverty Action Group saying it will be a 'game-changer for children and families'. Kate Anstey, head of education policy the campaign group, said: 'At last more kids will get the food they need to learn and thrive and millions of parents struggling to make ends meet will get a bit of breathing space. 'We hope this is a sign of what's to come in autumn's child poverty strategy, with the government taking more action to meet its manifesto commitment to reduce child poverty in the UK." Daniel Kebede, general secretary of the National Education Union, said the expansion of free school meals eligibility was a 'necessary and overdue first step' that would help address child hunger in schools. He said the current threshold, which had been unchanged since 2018, meant 'hundreds of thousands of children in poverty were missing out on the nutrition they need to thrive'. Mr Kebede added: 'As teachers, our members know the positive impact of children eating and learning together – how it breaks down stigma and inequality, and ensures greater community cohesion. Ensuring that a free school meal is available to all children is the next urgent step that must be taken.' Meanwhile, Paul Whiteman, general secretary of the National Association of Head Teachers, welcomed the move to expand free school meals to all families on universal credit, saying 'no child should ever have to go hungry due to their parents' financial circumstances'. But he also called for auto-enrolment and wider support to tackle the broader impact of poverty on children's education. Children's commissioner Dame Rachel de Souza echoed his call, urging the government to make sure every eligible child is 'automatically enrolled for free school meals, rather than putting the onus on parents to sign up'. 'When children talk to me about their family lives, I am struck by how acutely aware they are of their parents' worries and of the impact these have on their daily lives - and their education', she said. 'That's why we need solutions that reflect children's experiences, reduce the shame too many have told me they feel about their circumstances, and break the link between their backgrounds and their opportunities, by giving them communities that are safe, supportive and aspirational.' Last week, The Independent revealed that demand for help from baby banks from parents struggling to feed their children has surged by more than one-third in a year, amid record -high levels of child poverty. New data showed that more than 3.5 million essential items were handed out in 2024, including nappies, clothes and cots – an increase of 143 per cent on the previous year. The announcement came just hours after Sir Keir sidestepped questions over the two-child benefit cap, amid growing calls for him to lift the limit. Critics of the policy say removing it would be the most effective way of tackling child poverty amid warnings that as many as 100 children are pulled into poverty every day by the limit. However, it is thought the cap will not be lifted until the government publishes its child poverty strategy, which has now been delayed until the autumn. Grilled on the policy at Prime Minister's Questions, Sir Keir said he is 'absolutely determined' to 'drive down' child poverty but declined to give further details ahead of the publication of the government's strategy.

The 14 other members of the 15-nation council voted in favour of the resolution, which described the humanitarian situation in Gaza as 'catastrophic' and called on Israel to lift all restrictions on the delivery of aid to the 2.1 million Palestinians in the territory. The US vetoed the last resolution on Gaza in November, under the Biden administration, again because the ceasefire demand was not directly linked to the immediate and unconditional release of all hostages. Similarly, the current resolution demands those taken by Hamas and other groups be released, but it does not make it a condition for a truce. President Donald Trump's administration has tried to ramp up its efforts to broker peace in Gaza after 20 months of war. However, Hamas has sought amendments to a US proposal that special envoy Steve Witkoff has called 'totally unacceptable'.

WASHINGTON, June 4 (Reuters) - The fired vice chair of the U.S. National Transportation Safety Board sued President Donald Trump on Wednesday, saying his removal from office was illegal and threatened the independent agency's safety mission. Alvin Brown, a Democrat who was the first-ever African American elected mayor of Jacksonville, Florida, was designated as vice chair in December by then-President Joe Biden after he joined the five-member board in March 2024. Reuters first reported his May 5 removal from office by the White House. Brown's lawsuit filed in U.S. District Court in Washington also names the NTSB and NTSB Chair Jennifer Homendy, seeking a court order to enable him to perform his duties as a board member and "to ensure that the NTSB can resume its congressionally mandated work as Congress intended." The lawsuit added his removal has "significant and damaging consequences for the work of the Board and its investigation and reporting of major transportation accidents and casualties." The NTSB declined to comment. The White House did not immediately respond to a request for comment. The NTSB investigates all civil aviation accidents as well as significant accidents in other modes of transportation - highway, marine, pipeline​​ and railroad - and determines the probable cause and makes safety recommendations. Brown's suit said Trump may remove a board member "only for inefficiency, neglect of duty, or malfeasance in office." A lawyer for Brown, Victoria Nugent, said "at a time when transportation safety is top of mind, we should be strengthening, not weakening, the systems meant to protect all Americans." Since January, Trump has fired two Democratic members of the Federal Trade Commission and members of the National Labor Relations Board, Merit Systems Protection Board and Federal Election Commission among others. The U.S. Supreme Court last month allowed Trump's firing of two Democratic members of federal labor boards to remain in effect while their legal challenges proceed, in a dispute that tests his power over independent government agencies. Brown's removal from the NTSB came amid heightened concern about aviation safety following the January 29 mid-air collision of a U.S. Army helicopter and an American Airlines (AAL.O), opens new tab regional jet that killed 67 people. Transportation Secretary Sean Duffy wants tens of billions of dollars from Congress to overhaul U.S. air traffic control and staffing.
