Bawankule sets July 15 deadline for document distribution to all DNTs

Nagpur: Maharashtra revenue minister Chandrashekhar Bawankule on Wednesday issued strict instructions to all district administrations to complete comprehensive door-to-door survey of de-notified and nomadic tribes (DNTs) across the state by July 15.

This is part of a broader govt effort to provide these historically marginalised communities with official documents such as caste certificates, ration cards, Aadhaar cards, and other essential identification papers.
In a state-level review meeting held in Mumbai under Chhatrapati Shivaji Maharaj revenue campaign, Bawankule emphasised that revenue officials must organise cluster-wise camps to identify eligible DNT members and facilitate issuance of their documents efficiently.
"It is crucial that not a single individual from these communities is left behind. In case documentary evidence is missing, home verification must be conducted to ensure proper identification," the minister said.
This initiative aims to bridge the gap in documentation that often prevents DNT members from accessing welfare schemes, govt benefits, and social security programs. The lack of formal identity proof was a major barrier for these communities, denying them their rightful entitlements.
The meeting was attended by state-level tribal council representatives, district collectors, and revenue officers who shared progress updates through videoconferencing. The minister reiterated that the deadline of July 15 must be strictly adhered to, underscoring the govt's commitment to empowering the de-notified and nomadic tribes by providing them official recognition and facilitating their integration into mainstream welfare programs.

The five-day monsoon session of Jharkhand Assembly commenced on Friday. The house was adjourned till August 4 following the obituary references, however the issue of Special Intensive Revision (SIR) of Bihar dominated outside the house. Ruling government has also decided to oppose SIR and pass a resolution against it. Chief Minister Hemant Soren strongly opposed the SIR saying that all parties of the alliance will oppose the SIR. Addressing the House, Speaker Rabindra Nath Mahto said the first supplementary budget for the 2025-26 fiscal year will be tabled, and some bills will also be presented during the five-day monsoon session. He also prayed for the good health of former Chief Minister Shibu Soren who is currently hospitalised in New Delhi. Rajesh Kachhap, Deputy Leader of the Congress Legislature Party in Jharkhand Assembly, said that Bharatiya Janata Party (BJP) is supporting SIR to avoid its defeat in the Bihar Assembly election. Mr. Kachhap asked that when the Aadhaar card is valid everywhere, then why not in SIR. However, BJP MLA and former CM Champai Soren, called the SIR right, asserting that the voter list must be revised. Later meeting of the BJP Legislature Party was held under the chairmanship of State President and Leader of Opposition Babulal Marandi. Executive President Dr. Ravindra Kumar Rai, Organization General Secretary Karmaveer Singh, Chief Whip Naveen Jaiswal, MLA Neera Yadav and others were present in the meeting. Addressing the media after the meeting, Mr. Jaiswal alleged that the state government is focused on Madrasa to Teresa and has nothing to do with development of Jharkhand. Earlier in the day, Mr. Marandi termed the government's move to change the name of Atal Mohalla Clinic running in the state to Mother Teresa as political hooliganism. 'This is the height of appeasement that the state government could not tolerate even a small scheme running in the name of a leader like Atal Bihari Vajpayee who was the creator of Jharkhand,' Mr. Marandi said. Supporting Mr. Marandi's statement, Mr. Jaiswal asserted that the State Government could have started some other scheme in the name of Mother Teresa but this government is neck deep in appeasement. He further accused that by opposing voter revision, the Government wants to continue protecting Bangladeshi and Rohingya Muslims. Asked about the issue which would be raised in the monsoon, the Chief Whip said that apart from name changing issue, the deteriorating law and order situation in the state and the increasing atrocities against women will also be raised in the house. Jharkhand Health Minister and Congress MLA Irfan Ansari termed the issue of Bangladeshi infiltration baseless stressing even during the Assembly elections in Jharkhand, BJP had raised this issue. He alleged that Election Commission of India (ECI) is conducting the SIR on the instruction of BJP government at the Centre because they want to snatch the right to vote from the common people.

The number of voters in Bihar has dropped by 65 lakh, according to Bihar's draft electoral roll, which was published by the Election Commission on Friday (August 1, 2025) after the completion of the first phase of its Special Intensive Revision exercise. More than 7.24 crore electors in the State filled up enumeration forms and have been included in the draft roll, the ECI said in a statement. There were 7.89 crore voters registered in the 2025 electoral list before the SIR exercise. The poll body appealed to all eligible voters to check their names in the draft list, which is available on the ECI portal. If their names are not on the list, they have been asked to fill and submit Form 6 along with the declaration form specified in the SIR instructions, the ECI said. No State-wide compiled list was made available, but booth-wise lists of all the 90,712 polling booths of all 243 Assembly constituencies have been shared with all political parties by the State's 38 Deputy Electoral Officers (DEO). Claims and objections Young first time voters, who have completed 18 years on July 1 or are going to turn 18 by October 1, should also get their name added to the electoral roll by filling Form 6, the ECI said. Over the next month, the ECI will invite claims and objections by voters on exclusions and inclusions in the list. 'In the one-month period from August 1 to September 1, any elector or political party can file claims and objections in a prescribed form before the ERO to add the name of any eligible elector or to delete the name of any ineligible one,' the ECI statement said. Documents still needed The names included in the draft list are of all those who filled up the enumeration forms. They are still required to submit proof of residence and birth unless they have already done so, using the list of 11 documents which the ECI had listed in the SIR rules. Neither Aadhaar nor voter ID cards are in the list of eligible documents. As per SIR orders, no name can be deleted from the draft electoral roll by the concerned ERO/AERO without giving a hearing to the elector and subsequently passing a written order. Such an order can be appealed before the District Magistrate and the Chief Electoral Officer (CEO) of Bihar. Opposition parties have dubbed the SIR as an effort to bring in the National Register of Citizens (NRC) through a 'backdoor' process. They have approached the Supreme Court in the matter, along with several civil society groups. The top court had suggested to the ECI, that it consider Aadhaar and Voter ID cards as proof as well. The next date of hearing has been fixed for August 12. The poll body credited the Bihar CEO, and DEOs of all 38 districts; Electoral Registration Officers (ERO) of all 243 Assembly constituencies; 2,976 AEROs; Booth Level Officers (BLO) of 90,712 polling booths, lakhs of volunteers and the 1.60 lakh Booth Level Agents nominated by the State's 12 major political parties for carrying out the first phase work.
