Punjab cracks down on tax defaulters

The Punjab Excise & Taxation Department has announced a decisive crackdown on property tax defaulters, as well as officers failing to meet tax recovery targets. According to a press statement released on Friday, Director General Excise & Taxation, Umar Sher Chatha, emphasised that accountability will no longer be limited to tax defaulters alone; rather, the officers responsible for tax collection will also be held accountable for their performance.
The DG Excise & Taxation stated that a comprehensive performance review is underway, and lists of underperforming officers are being compiled. Officers failing to meet their recovery targets will first be issued show-cause notices. If no improvement is seen, their salaries will be deducted, and by the end of the year, they will be removed from their positions, reads the statement.
To achieve the Rs28 billion revenue collection target, the statement adds, the department is implementing stringent measures. The ETO Operations will directly monitor the recovery process to ensure efficiency, transparency, and accountability.
Providing an update on enforcement actions, Umar Sher Chatha shared that in the past 12 days, a total of 12,000 properties in Lahore, defaulting on Rs860 million, have been sealed. Across Punjab, more than 38,000 properties, with outstanding dues of Rs1.5 billion, have been sealed. However, tax recovery efforts have led to the swift de-sealing of properties upon payment. In Lahore, 3,600 properties have been de-sealed after payments of Rs110 million, while across Punjab, 11,000 properties have been restored following recoveries amounting to Rs830 million.
The DG Excise & Taxation issued a stern warning that no officer is authorised to illegally de-seal any property without proper tax payment.

Sindh bans 4-seater rickshaws; amends vehicle registration rules
Sindh government on Friday approved a ban on four-seater rickshaws and online as well as on the counter sale of tinted windows, police lights, and sirens. The meeting chaired by Home Minister Ziaul Hassan Lanjar discussed amendments to the Motor Vehicles Rules also approved outsourcing the motor vehicle fitness check. IGP Sindh, and secretaries of law, transport and mass transit, excise and taxation, along with the DIG traffic were present in the meeting. They approved mandatory fitness certification for commercial and non-commercial vehicles, It was decided that a draft would be prepared and submitted to the government for approval and ratification of the amendments. Participants approved a complete ban on four-seater rickshaws, and decided to make it mandatory for water tankers and dumpers to install trackers and sensors. Minister Lanjar stated that third party services will be engaged to issue fitness certificates to commercial and non-commercial vehicles, with formal Memoranda of Understanding (MoUs) signed with them. Violation fines were also approved, including Rs200,000 fined for wrong-way driving of government vehicles, Rs25,000 for motorcyclists driving against traffic, and Rs100,000 for four-wheelers violating one-way rules. Motorcyclists driving without a license are to be fined Rs25,000, while car drivers are to be fined Rs50,000 for the violation. Meanwhile, first-time offenders of one-wheeling or drifting are to be fined Rs100,000, increasing to Rs200,000 and Rs300,000 for repeat offenses. Minister Lanjar also approved the installation of at least five cameras in heavy/load-carrying vehicles. Additionally, e-challans for traffic violations will be delivered to vehicle owners' registered home addresses, and vehicles with unpaid fines will not be approved for sale or transfer. The minister further stated that the traffic, transport, and excise systems will now be interlinked and operated online, while a dedicated Traffic Magistrate will be appointed to handle traffic law violation cases. Excise Minister Mukesh Kumar Chawala assured the department's full support in enforcing traffic regulations and emphasised that no registration or route permit will be issued to four-seater or larger rickshaws, and a crackdown will be launched against any such vehicles on the roads. He further stated that all organisational steps to establish the vehicle fitness service structure will be completed promptly, after which strict enforcement of fitness requirements will follow.

KARACHI; A meeting was held under the chairmanship of Sindh Minister for Law and Home, Zia Ul Hassan Lanjar, to discuss amendments to the Motor Vehicles Rules. The session featured comprehensive discussions, consultations, and proposals, resulting in effective and practical decisions. Key decisions included mandatory fitness certification for both commercial and non-commercial vehicles, outsourcing vehicle fitness evaluations to third parties, and a ban on the sale of tinted windows, fancy lights, and sirens either online or at shops. The meeting was briefed separately by the Secretary of Law, Secretary of Transport, and DIG Traffic Karachi on necessary amendments to the Motor Vehicles Rules, enforcement of traffic regulations, and other essential matters. During the meeting, participants unanimously approved legal amendments to enforce a complete ban on four-seater rickshaws, and to make it mandatory for water tankers and dumpers to install trackers and sensors. It was resolved that a comprehensive draft would be prepared and submitted to the government of Sindh for approval and ratification. On the occasion, Lanjar stated that services of third parties will be engaged for issuing fitness certificates to commercial and non-commercial vehicles and formal Memoranda of Understanding (MoUs) will be signed with them in compliance with all applicable regulations. Starlink's internet comes with risks

PHOTO: REUTERS/FILE The Starlink Internet Services in Pakistan has yet to commence the satellite-based internet services in Pakistan from Low Earth Orbit (LEO) in the wake of emerging challenges and concerns expressed by experts and public. According to experts, Starlink entry is contingent upon resolving regulatory, security, and political concerns, besides the high cost of the service also poses a barrier to widespread adoption among the general public and business community. In Pakistan, one of the key factors is its cost for the users, initial as well as monthly. Starlink's home plans are estimated at Rs35,000 per month with a one-time setup fee of Rs110,000, while business plans can reach Rs95,000 with a setup fee of Rs220,000. In contrast, a local ISPs offer fiber-optic plans ranging from Rs2,500 to Rs12,000 per month, thus making Starlink unaffordable for many people because of the low economy of the country the accessibility for households is not feasible. In March 2025, Starlink was granted a temporary no-objection certificate (NOC) to operate in Pakistan. However, this was not a full licence, and the company still had to meet all the regulatory requirements. Moreover, security clearance is still pending. Starlink has not received the necessary security clearance from the Interior Ministry - a prerequisite for obtaining an operating license from the Pakistan Telecommunication Authority (PTA). Starlink is required to comply with the National Space Policy regulations, which has contributed to the delays. "Starlink operates independently of local ISPs and national internet gateways, users may be able to access objectionable content banned by the PTA [such as politically-sensitive websites], said Hannan Gillani an IT expert. "It could bypass state filters, firewalls, and monitoring systems and these challenges could provoke a legal, and political, backlash and problem for state authority over internet governance. Therefore, the PTA should develop a mechanism before issuing the final licence to Starlink in Pakistan," he added. About the payment method, Gillani said, if subscription fees were paid in US dollar via international payment methods, like credit cards, it would increase the dollar outflows from Pakistan's already fragile foreign reserves. Unless Starlink agreed to local billing in Pakistani rupees through the State Bank of Pakistan (SBP)-regulated channels, the economic burden could grow with more subscribers," the IT expert warned. A PTA official commented that Starlink's entry in Pakistan could significantly boost connectivity, particularly in under-served and remote regions, but added that the authority was carefully reviewing all regulatory, technical, and security aspects before granting full operational approval to it. The official acknowledged that affordability remained a valid concern for the users, and "we are committed to ensuring that any such service introduced in Pakistan aligns with our national ICT goals and remains accessible" to the public.
