US, China resume talks in Stockholm to ease tariff hostilities

STOCKHOLM : US and Chinese officials began a second day of talks in Stockholm today to resolve longstanding economic disputes and step back from an escalating trade war between the world's two biggest economies.
The meetings may not yield immediate large breakthroughs, but the two sides could agree to another 90-day extension of a tariff truce struck in mid-May.
It may also pave the way for a potential meeting between US President Donald Trump and Chinese President Xi Jinping later in the year, though Trump today denied going out of his way to seek one.
The delegations met for more than five hours yesterday at Rosenbad, the Swedish prime minister's office in central Stockholm.
US treasury secretary Scott Bessent was seen arriving at Rosenbad this morning after a separate meeting with Swedish Prime Minister Ulf Kristersson.
China's vice premier He Lifeng also arrived at the venue.
Neither side made statements after the first day of talks.
China is facing an Aug 12 deadline to reach a durable tariff agreement with Trump's administration, after reaching preliminary deals in May and June to end weeks of escalating tit-for-tat tariffs and a cut-off of rare earth minerals.
Without an agreement, global supply chains could face renewed turmoil from US duties snapping back to triple-digit levels that would amount to a bilateral trade embargo.
The Stockholm talks follow Trump's biggest trade deal yet with the EU on Sunday for a 15% tariff on most EU goods exports to the US, and a deal with Japan.
The Financial Times reported yesterday that the US had paused curbs on tech exports to China to avoid disrupting trade talks with Beijing and support Trump's efforts to secure a meeting with Xi this year.
Trump pushed back against suggestions he was seeking a meeting with Xi.
'This is not correct, I am not SEEKING anything! I may go to China, but it would only be at the invitation of President Xi, which has been extended. Otherwise, no interest!' he wrote on Truth Social.
Complex talks
Meanwhile, in Washington, US senators from both major parties plan to introduce bills this week targeting China over its treatment of minority groups, dissidents, and Taiwan, emphasising security and human rights, which could complicate the talks in Stockholm.
Taiwan President Lai Ching-te is also set to delay an August trip his team had floated to the Trump administration that would have included stops in the US, sources familiar with the matter told Reuters yesterday.
The potential visit would have infuriated Beijing, possibly derailing the trade talks.
China claims Taiwan as its own territory, a position Taiwan rejects, and denounces any show of support for Taipei from Washington.
Previous US-China trade talks in Geneva and London in May and June focused on bringing US and Chinese retaliatory tariffs down from triple-digit levels and restoring the flow of rare earth minerals halted by China and Nvidia's H20 AI chips, and other goods halted by the US.
Among broader economic issues, Washington complains that China's state-led, export-driven model is flooding world markets with cheap goods, while Beijing says US national security export controls on tech goods seek to stunt Chinese growth.
Bessent has already flagged a deadline extension and has said he wants China to rebalance its economy away from exports to more domestic consumption – a decades-long goal for US policymakers.
Analysts say the US-China negotiations are far more complex than those with other Asian countries and will require more time.
China's grip on the global market for rare earth minerals and magnets, used in everything from military hardware to car windshield wiper motors, has proved to be an effective leverage point on US industries.

While smartphones and semiconductor chips have so far been exempt from these levies, Trump recently warned he would "soon announce tariffs on semiconductors," raising concerns of sector-specific duties. CFO Akash Palkhiwala told Reuters that the company hasn't seen early chip orders yet, suggesting customers aren't rushing to beat possible tariffs. "Tariffs could trim mid-single digits off handset revenue, but Chinese OEMs (original equipment manufacturers) still view (Qualcomm's mobile phone chip) Snapdragon as essential for global 5G and AI-on-device marketing," said Michael Ashley Schulman, CIO at Running Point Capital. Qualcomm, the world's largest supplier of modem chips and seen as a bellwether for smartphones, said chip sales to non-Apple customers have risen more than 15% this fiscal year, driven by premium Android launches. "We see durable share at Samsung and an extended collaboration with Xiaomi as key support in the handset segment as Apple chipset revenue comes out of the model," TD Cowen analysts said. Qualcomm is also expanding in augmented reality. CEO Cristiano Amon said the company now supports 19 augmented reality designs including META's Ray-Ban smart glasses and expects that number to grow. The company's 12-month forward price-to-earnings ratio is 13.36, trailing Nvidia's 34.91, Intel's 47.14 and Advanced Micro Devices 35.33, according to data compiled by LSEG. Anwar announced that it was decided via a phone conversation with Trump at 6.50am. – Bernama photo KUALA LUMPUR (July 31): United States (US) President Donald Trump will announce the new tariff rate to be imposed on Malaysia latest by tomorrow, Prime Minister Datuk Seri Anwar Ibrahim said. Anwar, who is also Finance Minister, announced that it was decided via a phone conversation with Trump at 6.50am. 'We are also discussing the tariff issue on the spirit and principle of free trade. This also applies to the series of negotiations involving the Investment, Trade and Industry Ministry (MITI) with the US Trade Representative and Secretary of Commerce. 'We hope that (the tariff decision) will not burden our nation's economy,' he said in his 13th Malaysia Plan (13MP) speech in Parliament today. The US is scheduled to impose a 25 per cent import tariff on all Malaysian goods starting Aug 1, 2025. Anwar said Trump also expressed his gratitude to Malaysia for playing an effective and outstanding role to resolve the Thailand-Cambodia conflict. 'In my response, I said this was due to the Asean consensus and the positive attitude of both countries as well as the cooperation shown by the US, especially Trump, and (China's President) Xi Jinping,' he said. He said the US President also confirmed his attendance at the 47th Asean Summit to be held in Kuala Lumpur in October. Meanwhile, MITI Minister Tengku Datuk Seri Zafrul Abdul Aziz said Malaysia is waiting for Trump's official reply tomorrow. MEDIA reports are open to interpretation. Or even blatant misrepresentation. This was very much the case with PAS representative Dr Tengku Muhammad Fakharudin claiming that Chinese-language media had reported mass dissatisfaction with Prime Minister Datuk Seri Anwar Ibrahim and his Madani administration. Chinese voters are DONE with Anwar. Massive headlines in mainstream Chinese newspapers today show a shocking shift: '倒安华' — 'Down with Anwar' From Sin Chew to Nanyang, the message is clear: 🔺 Economic mismanagement 🔺 Broken promises 🔺 Living cost crisis Even the loyal… — Dr Tengku Muhammad Fakhruddin (@drtgfakhruddin) July 28, 2025 The Terengganu state assemblyman for Sura painted a picture whereby Chinese voters – often seen as core Madani supporters – had given up on PMX due to broken electoral pledges. He cited economic mismanagement and the cost-of-living crisis as key issues that have pushed this segment of the electorate beyond the pale. Alas, this is not the case as the media reports make NO such claim apart from reporting on the Turun Anwar rally that took place last Saturday (July 26). The post on X is slowly creeping up in numbers with 276.7K views at time of publication with 422 likes, 177 shares and 256 comments. The pertinent question is how many have swallowed this misrepresentation as fact? A few commenters questioned the poster's interpretation of the reports. When it is in another language, it can be perceived wrongly as one commenter pointed out. One even reminded the poster not to embarrass his honorific titles of 'Dr' and 'Tengku' by spreading such 'falsities'. Readers proficient in Chinese confirmed that there was no such message in any of the three mainstream Chinese media reportage whether Nanyang Siang Pau, Sin Chew Daily or China Press. This view was supported by commenters who chastised the PAS state assemblyman for spreading lies given that such antics was embarrassing and unbecoming. Some pointedly asked how did the poster arrive at this conclusion. Did the entire Chinese community support the Turun Anwar rally? A well-known finfluencer, Ooi Beng Cheang, openly questioned how many Chinese actually attended the rally with images showing the protestors to be mainly Malays. This was not 'proof' as claimed by the poster. He went on to ask if PAS had any examples of good governance that was not widely reported that would perhaps convince him to vote for the Islamist party. The answer to the above query was provided by another commenter who highlighted the sorry state of the Kota Bahru bus terminal. It was surmised that such under-development was why PAS did not win many urban seats. PAS's own response to the cost-of-living crisis was also highlighted by one commenter to show that, perhaps, the electorate are not as forgetful or shallow as the Dr Fakhruddin would like to think. A short clip purportedly showing protestors as naïve and giving vague answers to why they joined the rally further underlined the suspicion that the event was staged by PAS. The claim that they each received 'sponsorship' money as much as RM300 to attend the rally reinforces this view. Perhaps, the target of this post are not Chinese voters but rather the Malay voters – majority not being able to read Chinese. These people would find themselves being hoodwinked into thinking there is mass dissatisfaction with PMX. There certainly is disillusionment and even frustration with Anwar and his stewardship of the country. But such blatant lies will do little to convince the electorate that PAS can provide a viable alternative. – July 31, 2025
