No global consensus on climate action; Kerala moves ahead: CM Vijayan
Thiruvananthapuram, Aug 9 (PTI) Kerala Chief Minister Pinarayi Vijayan on Saturday said there is no unified international consensus on tackling climate change; therefore, the state is taking independent steps to become carbon neutral by 2050.
The chief minister made the statement after inaugurating the Thiruvananthapuram Corporation's 'Seed Ball Project' and releasing its 'Green Budget' here.
Vijayan said both the seed ball project and the green budget are model initiatives that other local bodies can adopt to help the state achieve net-zero carbon emissions by 2050.
He also noted that Thiruvananthapuram Corporation has earned the distinction of being the first local body in Kerala to implement a green budget.
The chief minister explained that the green budget clarifies how various initiatives by the corporation contribute to reducing carbon emissions, what more can be done, and the expected outcomes.
As part of the seed ball project, 14 lakh seed balls have been planted across the state capital, promoting large-scale afforestation in the region, he added.
Vijayan further stated that challenges such as climate change and resulting natural disasters affect nations worldwide, but 'there is no united consensus on dealing with climate change at the international level." He cited the 2024 United Nations Climate Change Conference, also known as COP29, held in Baku, Azerbaijan, from November 11 to 22 last year, as an example.
He said no clear guidelines on combating climate change were formulated at the summit and added, 'If we keep waiting for decisions from them, things will never happen." 'So, without waiting for it, we need to take steps on our own. These include encouraging the use of electric vehicles, setting up green hydrogen hubs, and utilising renewable sources of energy," he said.
Vijayan praised the Thiruvananthapuram Corporation for taking several steps toward achieving carbon neutrality and making the state capital a solar city, calling its efforts commendable. PTI HMP HMP SSK

Jammu Rail Division auctions LCD monitors to raise revenue
Agency: PTI New Delhi, Aug 12 (PTI) The Jammu Rail Division has auctioned all LCD monitors installed at ticket reservation counters and other places in the whole division to publicity companies for one to five years, to increase revenue. 'On August 11, 2025, we declared the result of the e-auction, which was held on July 4, 2025. We have awarded the contract to various firms for Rs 9,00,990 for the next one year and Rs 53,15,841 for the next five years," a railway official said. According to railways, the Digital Display Information System (DDIS)-LCD monitors have been placed outside each Ticket Reservation Counter, integrated with the Railway Ticket System (CRIS). 'The screen is thoughtfully divided into two distinct sections. The lower 30 per cent is dedicated to displaying real-time ticket information for each commuter, which is essential for verification before ticket booking," the official said. The remaining 70 per cent is used for presenting entertainment content and ads to commuters awaiting their turn, he said. At the Pathankot Cantt Railway Station of Jammu Division, the Pay and Use toilet block has been allotted to a company for operation for Rs 7,66,669 for the first year and Rs 23,00,007 for the next three years, the official said. The division also auctioned Seating-cum-Luggage (SLR) trains. 'SLRs of train numbers 12588, 16032 and 12476 were allotted for various trips for Rs 5,19,379, Rs 1,17,32,805 and Rs 22,44,040, respectively, for two years," the official said. Similarly, SLRs for train numbers 12478 and 14692 were allotted for various trips for Rs 22,38,979 and Rs 21,36,645 for two years. SP Sambhal MP fined Rs 1.35 lakh over building construction
An official said a notice was issued to the MP by the Sub-Divisional Magistrate (SDM) on December 5 last year, followed by several reminders. Sambhal (UP), Aug 12 (PTI) Samajwadi Party Sambhal MP Zia-ur-Rehman Barq was fined Rs 1.35 lakh for allegedly carrying out construction without getting the building plan approved, authorities said on Tuesday. Barq, however, told PTI Videos he had not received any notice for demolition. 'It is being said that there is an order to bulldoze my property, but I have not received any copy of the order. However, if our constitutional rights are being bulldozed, then these properties mean nothing,' he said. Barq said he has faith in the police and judiciary, but if that goes, there will be no hope. 'But I still believe the judiciary has some integrity,' he said. SDM Vikas Chandra told reporters that the matter was under consideration, and an order in relation to it was issued on Monday. 'The MP had sought an opportunity to submit a revised map, which was accepted. The compoundable portion of the construction was regularised upon payment of Rs 5,707. However, a penalty of Rs 1.35 lakh has been imposed for carrying out construction without approval or prior intimation,' he said. Chandra said that a portion measuring one metre in length and 14 metres in width that falls in the setback area will not be compounded and must be removed within 30 days.
