Manufacturing Is a War We Cannot Afford to Lose
In remarks given at the American Dynamism Summit recently, Vice President Vance declared 'I believe ... we're on the cusp of a great American industrial comeback.' Comebacks aren't necessary unless you've fallen behind, and Vance wasn't shy about terming the four-decade decline of American manufacturing as 'deindustrialization.'
America's deindustrialization wasn't just coincidence or the confluence of misguided policy and bad luck. It was also a function of China's deliberate, patient and ultimately effective strategy of changing the global balance of power. It shifted manufacturing from the west to China—increasing China's industrial strength while deindustrializing the rest of the world. Since 1978, China has embarked on an ambitious and sustained industrialization program that leveraged excess labor, monetary policy, and centralized state planning. American corporations, keen to exploit lower labor costs and gain access to billions of new customers, seized upon the opportunity to outsource to China.
The centralized planners of the Chinese Communist Party (CCP) incentivized the growing dependence by providing heavy subsidies to their national champions, undercutting global producers to dominate key markets. The United States, Germany and Japan have been China's primary targets. China's market distorting practices, employed in violation of international rules governed by the WTO (China joined in 2001), helped transform China into an industrial juggernaut. By 2009, it had replaced Germany as the world's largest exporter. Their trade in manufactured goods with the United States leapt more than five-fold between 2001 and 2019.
China's approach has been deliberate and strategic. The European automotive sector is a case in point. With its huge consumer market, China enticed German auto makers to set up joint ventures with local Chinese companies in order to access that market. The Chinese market has become so important that it is now the top sales market for Volkswagen, BMW, and Mercedes Benz, but the majority of that manufacturing capacity to make those vehicles is now in China.
As German companies offshore their factories to China, the CCP is driving capital into national champions such as BYD so that they are able to sell Chinese-manufactured cars in European markets at significantly lower costs than if they would be able to if they were not a state-funded entity. With models as low as €22,000, BYD and other producers account for 11% of EV sales in Europe and trending upward rapidly. A 2024 report by CSIS estimated the CCP dumped more than $230 billion into subsidies for its EV makers since 2009 to undercut global competitors and achieve a dominant position.
Financial success of German automakers in China has done little to protect Germany's domestic manufacturing capacity. German car manufacturers are becoming uncompetitive in German markets. Volkswagen is closing three major factories, while Mercedes plans to reduce capacity (read that as cut jobs and hours for auto workers). BMW is shifting to producing EVs and high-end models, but that may only delay inevitable collapse, particularly as cheap Chinese EVs expand penetration in the European market. Remarkably, Germany abstained from an EU vote to erect tariffs against Chinese cars, cowed as they are by its automakers' utter dependence on the Chinese market.
The CCP has run this play repeatedly to undermine global manufacturing competitors and engender dependence on their manufacturing, particularly in tech. In 2019, Huawei, the Chinese national champion in cellular communication technology, was well on its way to the commanding heights of cell infrastructure globally. Its highly subsidized products beat South Korean and Swedish competitors on price point and put them on a path to 'lock in' Europe after having built out most of Africa for cellular in connection with China's Belt and Road Initiative. Absent sanctions and a diplomatic effort by the United States, Samsung and Ericsson could have been left in the cold for years.
Drone makers in the west are facing a similar fate. Having introduced a revolution in military drones, the United States has watched incredulously as China secured nearly 80% market share in smaller, civilian drones. Despite the obvious military uses for low-cost attritable drones as well as the intelligence threat posed by ubiquitous Chinese drones crisscrossing the American landscape, U.S. manufacturers have been unable to keep up with China's highly subsidized national champion DJI. American manufacturers simply cannot win in a head-to-head competition with a company backed by the full economic support of the Chinese government.
In addition to lost jobs and failed manufacturing businesses, we are losing the ability to make the essential equipment our country needs in both peacetime and wartime. It is no accident that China has focused on winning markets with obvious military applications such as cars, ships, and drones. American policymakers assumed that opening to China (Most Favored Nation status, WTO membership, etc.) would liberalize the Chinese government. Instead, we are now reliant in many cases on a potential adversary that's grown more confident and belligerent as its capabilities grow and others' diminish.
The stakes are extremely high. Industrial strength is national strength, and the current status quo is unacceptable. To achieve a result other than the managed decline of America's relative power – industrial, economic, and military—we must chart another path.

Earlier today, Trump took to his usual bully pulpit of social media proclaimed in his hyperbolic manner that 'a once great American City, Los Angeles, has been invaded and occupied by Illegal Aliens and Criminals.' Going on a factually challenged rant, the former Celebrity Apprentice host added: 'Order will be restored, the Illegals will be expelled, and Los Angeles will be set free. Thank you for your attention to this matter!' An anti-ICE rally moved this afternoon from City Hall to the nearby federal building where over 100 detainees (including young children) rounded up by masked agents in the past two days have been housed in dank basements without access to lawyers. In response, top cop McDonnell moved first Sunday to keep protesters and the heavily armed National Guard and Homeland Security forces apart and prevent further clashes. Trump ordered 2,000 National Guard troops to LA, and, under a questionable legal basis, the Secretary of Defense has put Marines at Camp Pendleton on alert. The last time the National Guard put on the streets like this in LA was back in 1992 in the uprisings following the acquittal of four LAPD cops over their filmed beating of Rodney King. At that time, it was then Golden State Gov. Pete Wilson, a Republican, who requested the deployment. Two-term Democrat and potential presidential contender Newsom never requested this weekend's deployment. In fact, the Governor argued with Trump to do the exact opposite, in a call the two had before POTUS went to a UFC fight in New Jersey late Saturday. 'The City of Los Angeles is on Tactical Alert.' the LAPD announced around 2:30 p.m. PT as tensions rose. As well as raising the use of force, the move puts all officers on notice they could be called into duty ASAP and keeps those already on shifts working. Soon afterwards, an unlawful assembly was declared to clear the area around the federal property, where thousands were gathering in protests. Disbursement non-lethal shots, flash bangs, and gas canisters were heard being fired over the crowd by the cops. In conjunction, as protesters and CHP cops clogged up the 101 freeway in downtown LA, local streets were being closed down to keep traffic and more people out of the area Following usual police procedure, arrest began quickly of those closest to the line of officers. There are rumors that a curfew cold be put in place soon, but law enforcement sources that Deadline spoke to said that is 'not in the cards, not being considered right now.' 'To have this here is really just a provocation and something that was not needed in our city,' LA Mayor Karen Bass told CNN Sunday afternoon rejecting Trump's assertion that the troops were needed and as the tactical alert was put in place. 'We're still recovering after five months from the city's worst natural disaster in decades and now to go through a trauma like this that is really traumatizing the whole city, because everybody knows somebody in a city where more than 50% are Latino, this just so chaos that is not warranted nor needed in the city of Los Angeles at this point in time.' The incumbent Mayor and ex-Democratic Congresswoman also noted that the role of the National Guard is to 'protect federal property,' not to swarm the streets of the sanctuary city or aid anticipated further harsh ICE raids against undocumented Angelenos and others. Mayor Bass is set to give a press conference on the state of affairs in LA today later this afternoon. Accusing Trump and team of trying to 'manufacture a crisis in LA County' and 'create chaos' with the injection of troops that literally no one asked for, Gov. Newsom formally made a move Sunday to regain his control of the Guard, for what it's worth at this point. 'I have formally requested the Trump Administration rescind their unlawful deployment of troops in Los Angeles county and return them to my command,' the longtime Trump foil and MAGA punching bag said online in a letter to Sec. Pete Hegseth less than 24 hours after Trump seized the Guard over the governor's objections. 'There is currently no need for the National Guard to be deployed in Los Angeles, and to do so in this unlawful manner and for such a lengthy period is a serious breach of state sovereignty that seems intentionally designed to inflame the situation, while simultaneously depriving the state from deploying these personnel and resources where they are truly required,' the letter says. Newsom makes a point of noting that proper procedure of the order was never being passed on to him previously. Setting the stage for a legal missive in the next few days, Newsom adds that the move to bring in the Guard was not 'ordered or approved by the Governor of California,' as required, Part of a protocol between the state and the feds, Newsom's Guard letter to the much criticized Defense Secretary and former Fox News host follows a letter from every Democratic Governor around America slamming Trump for his 'abuse of power' in LA. China's Rare Earths Weapon Could Kill Europe's Auto Industry
China earlier this year introduced restrictions on its exports of rare earths. The move marked a new stage in the US- China trade spat, when the two sides no longer tried to out-tariff each other but took to more concrete steps. The problem is, the restrictions don't just apply to U.S. companies. And they may well deliver the fatal blow to Europe's struggling auto industry. China controls 90% of the world's rare earths processing capacity. It is the indisputable, if not exactly celebrated in the West, master of the rare earths industry. And now, it is using this position to make a point to trade partners that have gone above and beyond to restrict Chinese exports to their own countries and regions—essentially the same thing that Washington does when it uses the dominance of the dollar to sanction governments it doesn't see eye to eye with. Rare earths are used in a perhaps surprisingly wide variety of products. More specifically, it's rare-earth magnets that are troubling carmakers on both sides of the ocean. 'Without reliable access to these elements and magnets, automotive suppliers will be unable to produce critical automotive components, including automatic transmissions, throttle bodies, alternators, various motors, sensors, seat belts, speakers, lights, motors, power steering, and cameras,' the Alliance for Automotive Innovation, an industry body, wrote in a letter addressed to the Trump administration in early May. The letter, cited by Reuters in a recent report on the rare earths restrictions, is one of what looks like a cry for help that is only going to get louder. It was signed by auto industry leaders including Toyota, Volkswagen, and General Motors, which thanked the administration for trying to resolve the issue. If they didn't, the carmakers said, it would be only a matter of time before car factories started shutting same is happening in Europe, and it's worse—because with Trump, U.S. carmakers no longer have to worry about EVs. With the current European parliament and the Commission, local carmakers do have to worry about EVs, a lot. Because EVs feature greater amounts of those rare earths than internal combustion engine cars. And European carmakers have been mandated with the production and sale of certain minimum numbers of these EVs over the next three years. 'I informed my Chinese counterpart about the alarming situation in the EU car industry — the rare earth and permanent magnets are essential for industrial production… this is extremely disruptive for industry,' the European Union's trade commissioner, Maros Sefcovic, said this week, as quoted by the Financial Times. He added that the 'Carmakers are warning of huge production difficulties in a short period of time.' The clock, in other words, is ticking and China does not really seem in a hurry to stop it. The restrictions that Beijing implemented in mid-April are not literal—or direct. They are in the form of a new licensing regime for anyone who wants to buy rare earth magnets from Chinese producers. To do that, the prospective buyer needs to apply for a license, provide a substantial amount of information, and wait. As a Bosch spokesperson described it, the application process was 'complex and time-consuming, partly due to the need to collect and provide a lot of information.' Because of this complexity, only a few car parts suppliers have been granted such licenses, making the car companies' freak-out only a matter of time, really. But this is coming at a really bad time for European carmakers, despite the substantial rise in EV sales. They are still to turn in a solid profit on their electric cars and they are supposed to be making ever more of these—which means a lot more rare earths. Things are not that swell in the United States, either, after President Donald Trump accused the Chinese of violating a deal the two earlier agreed, on the temporary relaxation of trade warfare, including tariffs and other trade restrictions—only to be slapped back with the accusation that he did that first, by restricting semiconductor exports. Things are not looking good for the car industry right now but there is, as always, a silver lining. It consists in the fact that the world is entirely dependent on a single source of rare earths and this is not a sustainable or secure state of affairs. There has been a lot of talk in both Europe and the United States about building their own supply chains in such critical materials but action has not really been forthcoming. Even if it was, building a supply chain from scratch takes many years—just ask China. Yet the rare earths drama may boost Europe's resolve to actually start working on that supply chain, however long it takes to build it. Import dependence can be fatal.
