Philippines debates jailing adult children for parental neglect
the Philippines after a senator revived a bill to make filial neglect a criminal offence.
Senator Panfilo Lacson first pushed his Parents Welfare Act in 2019 but it failed to gain much traction. The bill, which he refiled earlier this month, recognises care for the elderly as a shared duty of children and the government, but if enacted it would empower courts to penalise those who fail in their filial obligations.
'This proposed bill … seeks to further strengthen filial responsibility and to make it a criminal offence in case of flagrant violation thereof,' Lacson said in a statement on July 15. 'Abandonment of a parent in need of support shall likewise constitute a criminal act.'
Lacson lamented seeing abandoned elderly people on Philippine streets, noting that, despite a cultural tradition of strong family bonds, 'children fail to provide the necessary support to their ageing, sick and incapacitated parents. This happens despite our moral and natural obligation to maintain our parents who are in need of support.'

Under the measure, children would be legally obliged to provide for parents unable to support themselves, with the duty passing to grandchildren if necessary. Parents seeking redress could access free legal representation, while children failing to provide support for three consecutive months, without valid reason, would face up to six months' imprisonment or a fine of 100,000 pesos (US$1,800).

Hong Kong worker dies after falling from 3-storey village house
A worker fell to his death while working on the rooftop of a three-storey Hong Kong village house on Wednesday, taking the number of industrial fatalities in July to 10, according to a concern group. Philippines to ask ‘friendly countries' for help freeing 9 sailors held by Houthis in Yemen
The Philippines said on Tuesday that it would ask 'friendly countries' to help secure the release of nine Filipino sailors being held by Yemen 's Houthi rebels. 3 arrested for alleged theft worth HK$80,000 on flight from India to Hong Kong
Hong Kong police have arrested three men for stealing property worth more than HK$80,000 (US$10,190) during a flight from India to the city. The force said on Tuesday that the arrests the previous day were made after police received reports from three Indian nationals who had flown to Hong Kong from the country. The victims placed their backpacks on the overhead rack of the cabin, and subsequently found that cash and other property were lost, prompting them to seek help from the force. Three mainland Chinese men aged between 47 and 58 were arrested and detained after a preliminary investigation. The trio had allegedly stolen a pair of bracelets worth HK$50,000 and Hong Kong dollars and foreign currency cash valued at HK$34,400 from the victims. The case is being investigated by a criminal intelligence and support team at the force's airport division.
