Four cities will be developed as digital hubs, says CM

Bhubaneswar: Odisha Chief Minister Mohan Charan Majhi said his government is making efforts to develop four more cities, apart from Bhubaneswar, as digital hubs and enabling the youths to equip themselves with AI, cybersecurity and several other emerging technologies.
He also said the government is keen to bring development of the IT and electronics sector to Cuttack, Rourkela, Sambalpur and Berhampur.
The State government has signed four MoUs for research, running the O-chip programme, strengthening technical collaboration and startup networks in the State, an official said. An MoU was signed between the Department of Electronics & IT and IIT Bhubaneswar for research, pilot projects, policy inputs and innovation ecosystem development during a two-day programme here, he said.
Another agreement was inked between the State-owned Odisha Computer Application Centre and Semiconductor Fabless Accelerator Lab (SFAL) to run the O-chip programme, he said. The programme aims at creating an ecosystem for semiconductor design and manufacturing and generating high-end jobs.
The third MoU was inked between Electronics and Computer Software Export Promotion Council in Odisha and Hitachi MGRM for technical collaboration, and the fourth one was between TIE Bhubaneswar and incubation centres to strengthen startup networks.
Addressing the concluding session of the TiEcon Bhubaneswar 2025 on Sunday, Majhi said the State is 'enabling its youths to be equipped with future-ready capabilities in AI, cybersecurity and emerging technologies'.
'Our effort is to take this growth beyond Bhubaneswar to cities like Cuttack, Rourkela, Sambalpur and Berhampur, which are being developed as the next wave of digital hubs,' the Chief Minister said.
He said the State's vision is not just about GDP growth, but 'creating jobs, empowering youths, and advancing social justice'.
He assured the investors and entrepreneurs of all support from the State government. 'Once you are here with us, you will feel that Odisha is your second home. You will find a sense of belongingness here. Together, we can make Odisha the entrepreneurial capital of eastern India, and truly realise the vision of Purvodaya — the rise of the East,' Majhi said, while addressing the session.
The event brought together entrepreneurs, investors, policymakers and innovators from across India and overseas to exchange ideas, forge collaborations and explore opportunities in emerging sectors.

Odisha announces 21 NACs to boost infrastructure and services under urbanisation

The Mohan Majhi Government on Friday (August 15, 2025) announced the creation of 21 new Notified Area Councils (NACs) to boost infrastructure and services in line with Odisha's urbanisation needs. 'Better infrastructure and urbanisation are key components of development. Only 17% of our population lives in urban areas. Considering the State's rapid growth and people's aspirations, our government has decided to establish 21 more NACs,' Chief Minister Mohan Majhi declared during the Independence Day celebrations here. The creation of NACs was a major campaign plank ahead of the 2024 elections. The previous Naveen Patnaik Government had promised to set up NACs and municipalities to woo semi-urban voters, but the names were never announced. The Majhi Government also unveiled a welfare measure under which every family covered by the Garib Kalyan Anna Yojana will receive an additional 5 kg of rice per month for the next three months, benefiting 27 lakh families. After unfurling the Tricolour, Mr. Majhi dwelt at length on women's empowerment and safety — an issue on which the Opposition parties had been sharply critical. 'I have said on various platforms that the government follows a policy of zero tolerance towards crimes against women. Anyone committing violence against women — no matter how powerful or influential — belongs behind bars, not in civilised society,' he asserted. The CM, who also holds the Home portfolio, said the police had been given full authority to take necessary action. 'I have issued clear instructions that any neglect of women's safety will invite strict legal action. While law and order is generally under control, it must become more effective and robust,' he said. The State Government has recently faced criticism following a spate of incidents — including four girls committing self-immolation and several cases of gang rape and sexual assault — with both the Congress and Biju Janata Dal attacking its handling of women's safety.

Odisha chief minister Mohan Charan Majhi on Friday said more than 2.7 million poor families in 11 districts would receive 5 kg of additional rice for three months free of cost in addition to the rice being supplied under Garib Kalyan Anna Yojana. (REUTERS/Representative Image) Speaking at a function here on Friday, Majhi said each eligible family in eight KBK districts, including Boudh, Gajapati, and Kandhamal, will receive 5 kg of free rice per month for the next three months. Majhi said the government will spend ₹180 crore to distribute 41,082 tonnes of additional rice among them. The announcement comes after the state government decided in July to suspend ration distribution to 2.058 million beneficiaries who have not completed the mandatory e-KYC for their ration cards. At the time, food supplies and consumer welfare minister Krushnachandra Patra had declared that beneficiaries had three months to complete the process or face permanent cancellation. Officials said the decision would also help ease the pressure on the state's godowns, which were holding surplus parboiled rice. The Food Corporation of India is not lifting parboiled rice from Odisha and the three other states, Bihar, West Bengal and Jharkhand, haven't evinced interest in lifting parboiled rice either. FCI has so far lifted 14.33 lakh tonne till the end of July, leaving a stockpile of nearly 12 lakh tonne with the rice millers.
