New Delhi: A bill aimed at regulating
private school fee hikes
in Delhi is expected to be passed during the special session of the Delhi Assembly scheduled for May 13–14.
The decision was taken after a BJP legislators' meeting at the Delhi secretariat on Sunday to discuss key urban issues.

Delhi govt recently passed a draft bill to set guidelines for all private and govt schools in the city to regulate school fees. The bill, approved by the cabinet on Tuesday, seeks to establish a clear and transparent procedure for fee structure, preventing arbitrary hikes and ensuring fairness for parents.
Once the bill becomes an act, schools raising fees without permission will face fines of up to Rs 10 lakh, and their recognition could be revoked, according to the draft.
A fee regulation committee will be formed in every school, giving parents direct decision-making power. A three-tier committee system will be implemented for appeals regarding fee disputes, with committees formed at the school, district, and state level.
BJP MLA Ravinder Singh Negi said, "A special session of the Delhi Legislative Assembly is being convened, during which several important bills related to Delhi's development will be discussed.
That is why this session has been called. Some bills may be related to education, and others could address issues like waterlogging with the monsoon. Although the specifics have not yet been disclosed, it has been informed that the Assembly session will take place on the 13 and 14," he said.
BJP MLA Shikha Rai said: "All the MLAs were given direction to take all the schemes to the people. A new bill regarding reforms in school education is being brought, as we have seen uncontrolled hikes in school fees."

BJP MLA Satish Upadhyay said, "We had a meeting regarding different schemes that all the MLAs have been instructed to take to the people... There is a bill regarding the uncontrolled fee hikes in Delhi schools. We are not against the schools, but we want to help parents... The efforts regarding the waterlogging issues are ongoing, and we will ensure that the national capital doesn't face this issue."
The Delhi School Education (Transparency in Fixation and Regulation of Fees) draft bill of 2025 advocates the establishment of school-level fee regulation committees, district fee appellate committees, and a revision committee to oversee fee structures and address grievances.
It also states that there should be representation of all stakeholders, including parents, teachers, and members from Scheduled Castes, backward classes, and women, in the school-level fee regulation committees.
The bill mandates the selection of parent and teacher representatives by a draw of lots and decision-making by majority vote within committees. It bars schools from taking coercive action against students for non-payment of fees, such as striking off names from rolls, withholding examination results, denying access to classes or activities, or subjecting students to public humiliation or psychological harassment.

Hyderabad: Bharat Rashtra Samithi (BRS) working president KT Rama Rao has been issued a summons, once again, to appear before the Telangana Anti-Corruption Bureau (ACB) in connection with the alleged irregularities in the Hyderabad Formula E case. KTR, as he is popularly known, has been asked to appear before the ACB at 10 am on Monday. Reacting to the summons, KTR said the Congress government was trying to keep people busy with a circus and distractions because they cannot run a government. He said the Congress and its "clown Chief Minister's antics won't deter us". KTR said he was being investigated in the Formula-E case, where Rs 44 crore was "transferred from one bank to another, and the money was very much in the account of Formula E". The BRS leader said as a law-abiding citizen, he would fully cooperate with the probe officials, but took a dig at the Chief Minister, referring to a case in which he is facing an ACB probe too. "Mr Revant Reddy, as we both are facing an ongoing ACB investigation, why not both of us take a Lie Detector test in the presence of a Judge, broadcast it on Live Television and let the whole of Telangana decide who's the culprit. Do you have the courage to take the test along with me #BagMan? he posted on X. "Why waste crores of public money by repeated enquiries and propaganda, especially when you keep claiming every day that the state is bankrupt," he asked. Significantly, KTR's sister and BRS MLC K Kavitha has posted support to her brother on X, posting that she strongly condemned the repeated issuance of notices to "our working president @KTRBRS as part of political agenda". She said, "No matter how many conspiracies you hatch, we will continue to expose your failures in the public sphere." Congress MP Chamala Kiran Kumar reacted to KTR's post on X, saying it reflects his deep, visceral personality and his current mindset. "Calling commissions of inquiry established by due process of law, or the judicial system of India 'a waste of public money...' is the same ignorance as your father who wanted to "rewrite entirely" the Constitution of India drafted by intellectual giants like Babasaheb Dr BR Ambedkar and a pantheon of greats, and the founding fathers of the nation," he said. "The problem of thinking you are the state is not only wrong, illegal, immoral, but also medieval, patriarchal and feudal. You are not the state. No individual is above the law. Don't you get it at all? Of course, you don't! Your unbridled, unrestrained arrogance from stolen money and corruption is so deep that even 18 months have not been enough for a reality check?" The Congress leader mocked KTR for claiming that the BRS which would win 100 seats, whereas they did not get even 40. He said KTR had claimed that they would decide the next government at the Centre, whereas the people of Telangana had given them no seats.

Ludhiana: Aam Aadmi Party (AAP) leader Baltej Pannu responded sharply to BJP Punjab president Sunil Jakhar's remarks on the drug menace and corruption in the state, asserting that the AAP government is committed to tackling both issues. Speaking at a press briefing, Pannu said the drug problem in Punjab is not new and has persisted for over two decades. "Unlike previous governments that made hollow promises, the AAP government is taking concrete action against drug traffickers and their networks," he said. Pannu criticised the previous Congress-led government under Capt Amarinder Singh, alleging that it failed to act decisively. Nagpur: Amid escalating public outrage over the city's collapsing sanitation system, ex-mayor and current BJP MLC Sandip Joshi on Friday launched a blistering attack on Nagpur Municipal Corporation (NMC) for its failure to maintain basic cleanliness despite nearly 7,000 sanitary workers on its payroll. In a memorandum submitted to municipal commissioner and administrator Abhijeet Chaudhari, Joshi questioned whether NMC was 'operating on divine mercy', as he highlighted the deluge of complaints about neglected garbage and clogged drains. "Heaps of waste, overflowing drains, and absent officials have become the new normal. Is there not a single officer paying attention to citizens?" he demanded.
