LABUAN (June 25): Despite sharing similar geographies and economic aspirations, Sarawak and Sabah have taken markedly different paths in infrastructure development.
Former President of the Chartered Institute of Logistics and Transport (CILT) Malaysia and vice-president of CILT International for Southeast Asia, Datuk Dr Ramli Amir, said Sarawak has emerged as a model of self-reliance, independently funding large-scale infrastructure projects.
At the same time, Sabah remains heavily dependent on federal allocations, resulting in development delays and fragmented logistics.
'Over the past decade, Sarawak has allocated billions of ringgit toward roads, bridges, ports, and industrial zones, all without resorting to debt or federal funding.
'The state government's fiscal discipline and adoption of innovative financing, including an alternative funding model introduced in 2019, have enabled accelerated infrastructure rollout.
'Sarawak's commitment to strategic financial management is exemplified by the RM11 billion invested in ten bridges, executed without external borrowing,' he said in a statement to Bernama today.
Ramli said the decision to replace the Infrastructure Development Trust Fund with a unified modern financing mechanism highlights the state's focus on project efficiency and accountability.
He added that political stability and a long-term vision have also enabled Sarawak to maintain consistent development through initiatives such as the Coastal Road Network, the Second Trunk Road, deep-seaports, and free industrial zones.
'In contrast, Sabah faces persistent infrastructure gaps, largely due to its dependence on federal grants. Although the state has gained autonomy for projects below RM50 million, larger infrastructure ventures remain subject to federal processes.
'This has resulted in underinvestment and chronic delays, such as those plaguing the Pan Borneo Sabah Highway,' Ramli said.
He noted that the logistics sector in Sabah is particularly strained, with transport costs reportedly 30 to 50 per cent higher than in Peninsular Malaysia, and public transport penetration in Kota Kinabalu lags far behind Kuala Lumpur.
Meanwhile, many rural areas still lack basic infrastructure, and poor connectivity continues to hinder economic growth.
Sabah's reliance on fragmented and reactive infrastructure planning has limited its potential for sustainable economic transformation.
Commenting on the contrast, Ramli said Sarawak's success is rooted in its institutional leadership and fiscal autonomy.
'The state's ability to independently manage and finance its infrastructure agenda should serve as a wake-up call for Sabah to strengthen its internal capacities,' he said. – Bernama infrastructure innovative Ramli Amir sabah sarawak transport

Speaking to Bernama and RTM here today, he said government quarters are still in high demand, particularly from support groups who have been renting houses quite far from their workplaces. "Under the original master plan in 1998, we did plan for these residences. Based on the demand for quarters that we have received so far, we now have 17,000 applicants from various categories. "As far as I can recall, requests to build more quarters have been made since 2000. Finally, this year, we can implement the development of these quarters,' he said. Spanning 41.28 hectares, Kota MADANI is set to feature 10,000 high-density vertical residential units capable of accommodating over 3,000 residents. Its design will integrate artificial intelligence technology, efficient digital infrastructure and a green mobility system. Commenting on the assumptions of certain parties that the project used public funds, Fadlun stressed that the project is being developed through a public-private collaboration by Putrajaya Holdings using the Build-Lease-Maintain-Transfer (BLMT) concept. "… and this can reduce the actual costs because the government does not come out with any funding, and it is all borne by the developers. The only thing is that the repayment period will be determined by the Public Private Partnership Unit (UKAS),' he said. The development of Kota MADANI in Precinct 19 will be implemented in stages, with the first phase set to commence in the third quarter of this year, and the development is estimated to cost RM4 billion.

GEORGE TOWN, June 25 (Bernama) -- A finance officer from a local consultancy firm has lost RM4.17 million after falling victim to an online investment scam recently. Penang police chief Datuk Hamzah Ahmad said the 60-year-old woman lodged a police report yesterday at the Timur Laut district police headquarters (IPD), claiming she had been deceived by an investment scheme known as 'KKR Investment'. He said the victim first came across a KKR Investment advertisement on Facebook in early March and clicked on the link provided. 'She was then contacted via WhatsApp by a woman who later added her to a WhatsApp group called 'Kumpulan Analisis Kewangan Saham Malaysia' (Malaysian Stock Financial Analysis Group),' he said in a statement today. Hamzah said the suspect promised high returns within a short period, depending on the amount invested. The victim was also instructed to download an app called 'KKR INV' via a given link to register and begin investing. Between March 10 and June 13, the victim made 76 transactions amounting to RM4.17 million to eight different company bank accounts before realising she had been scammed. 'She became suspicious when she was unable to withdraw the profits displayed in the app and was instead asked to make additional payments,' Hamzah said. The case is being investigated under Section 420 of the Penal Code for cheating. -- BERNAMA

Speaking on Fox News late Tuesday (June 24), Witkoff said that the talks are "promising." "We're already talking to each other, not just directly, but also through interlocutors," he said. The possible agreement would envisage Iran having a civilian nuclear programme but without the enrichment of uranium on Iranian territory, he said. Witkoff dismissed as "completely preposterous" media reports that the US attacks on Iran over the weekend had only set back the nuclear programme by a few months.
