'Top priority' for Ocean Empire workers' entitlements

Secretary for Labour and Welfare Chris Sun said on Saturday that the authorities' top priority is ensuring laid-off workers from the defunct Ocean Empire Food Shop chain receive their full legal entitlements.
Sun's remarks follow urgent appeals from employees after the 33-year-old local congee restaurant chain shuttered all outlets and ceased operations this week, leaving staff demanding action over unpaid wages, pension contributions and severance pay.
The Labour Department has received requests for assistance from nearly 100 employees, involving claims amounting to approximately HK$15 million.
Sun said that he anticipates that workers can recover owed wages and other payments in approximately three months.
He added that the restaurant had employed around 19 imported workers, who are also entitled to the same labour protections as local employees, and these workers can claim unpaid wages through the Protection of Wages on Insolvency Fund.
"It takes a bit of time, but they don't have to worry. Right now, under the Fund, be it unpaid salaries, unpaid leave as well as severance payment, there is a well-established mechanism for them to get back money that is owed to them," Sun said.
"We are working closely with the employers because with their help, it could speed up the whole process.
"In Hong Kong we have very elaborated labour laws providing much needed and necessary protection for our workers, and such protection applies to both local and imported workers."

In Japan, the Nikkei share average slipped from a record high to end lower as investors weighed Wall Street's muted overnight finish, raising concerns that markets have advanced too far, too fast. The Nikkei index closed 0.38 percent lower at 43,546 after rising to a record high of 43,876 earlier in the session. The broader Topix also gave up early gains to end 0.14 percent lower at 3,116. The project is part of the broadcaster's annual summer programme. The delegation, which includes some 100 students, went to the Alibaba office to learn more about how the conglomerate uses AI. Participants said finding out more about the firm's use of computer chips helped pique a higher level of interest in them to learn more about technological developments. They also went to the office of a tech startup BrainCo, where they were shown how a handicapped person found the firm's artificial limb to be better than the ones that he used in the past. The delegation also paid a visit to the Hangzhou Future Science Town to learn more about the city's developments in areas such as AI and smart city.

Govt 'quick and proactive' in water incident: Hui Secretary for Financial Services and the Treasury, Christopher Hui, said the administration has taken "quick and proactive" actions in dealing with suspected fraud involving the supply of bottled water for certain government premises. His comments came a day after the Government Logistics Department (GLD) terminated its contract with Xin Ding Xin Trade Co., Limited – which was responsible for providing bottled water to government offices on Hong Kong Island and parts of the outlying islands – citing information about the company's business operation and police enforcement action. Speaking to reporters on Tuesday, Hui said a meeting of a cross-bureau task force that he chairs will meet this week to review the government's tendering process. "We see that there are problems and inadequacies through this incident. So we will start with the system itself, and see how we can improve the system after reviewing it comprehensively and seriously. Our goal is to target the source of the problem, find out the loopholes of the system, and then deal with it proactively," he said. "Regarding our task force, I will host a meeting within this week and share information about it afterwards." Hui added that the GLD is currently taking follow-up actions and the Audit Commission will conduct an independent review. He said the government will continue to cooperate with law enforcement on the matter. The minister also said price is not the only factor when it comes to government tendering. "When we consider the tender, we look at it comprehensively including technology and other requirements that do not involve money," he said. "Price is one of the considerations but is definitely not the first and only one." Police have arrested a couple – a director of a trading company and his shareholder wife – and are looking for a mainland man in connection with the case. The company director, who's accused of defrauding the government by providing false documents to the GLD to win the contract worth more than HK$52 million, was remanded in custody after appearing at Eastern Magistrate's Court on Tuesday. The case was adjourned to November 11.
