
First Phase of Universal Health Insurance Plan Launches in Aswan

Egypt has officially launched the Universal Health Insurance System (UHIS) in Aswan, the final governorate in the programme's first implementation phase. The milestone marks a key step toward the full national rollout, which is now scheduled to conclude by 2027.
Aswan becomes the sixth governorate to join UHIS - following Port Said, Ismailia, South Sinai, Suez, and Luxor - and the second in Upper Egypt. The system, managed by the Egyptian Healthcare Authority (EHA), delivered over 2.8 million services during its trial phase in Aswan, ranging from medical tests and diagnostics to surgeries and advanced treatment.
According to EHA Chairman Ahmed El-Sobky, the services included one million lab tests, 400,000 emergency treatments, 100,000 outpatient visits, and 20,000 surgeries. Nearly half were specialised or advanced-level procedures. Care was delivered through eight hospitals and 89 affiliated clinics.
Investments in UHIS infrastructure, equipment, and digital transformation in Aswan have exceeded EGP 12 billion. The first phase of the UHIS, launched in 2018, cost more than EGP 51 billion overall.
The second phase - covering Damietta, Marsa Matrouh, Kafr El-Sheikh, North Sinai, and Minya - is expected to begin later this year at an estimated cost of EGP 115 billion.

Egypt, ADIB explore strategic partnership in digital healthcare, investment
Egypt Healthcare Authority held talks on Wednesday with Abu Dhabi Islamic Bank (ADIB) – Egypt to explore a strategic partnership in healthcare investment and digital transformation, the authority said in an official statement. The meeting, chaired by Ahmed El-Sobky, Chairperson of the Egypt Healthcare Authority and Supervisor of the Universal Health Insurance Project, brought together ADIB-Egypt CEO Mohamed Ali at the authority's headquarters in the New Administrative Capital. El-Sobky said the discussions focused on advancing Egypt's first 'virtual hospital' in Ismailia, alongside a national health data centre, artificial intelligence applications, and integrated e-health platforms. He emphasised that these projects reflect Egypt's vision to establish Africa's first virtual hospital and one of the largest digital healthcare facilities in the Middle East. The talks also addressed specialised financial training programmes for healthcare staff to enhance banking literacy, particularly in Upper Egypt, in line with national efforts to expand financial inclusion and promote digital banking. Both sides discussed facilitating salary disbursements for healthcare workers through on-site banking services, in addition to supporting young doctors under initiatives launched by the Central Bank of Egypt. El-Sobky announced that the authority will soon introduce a new public–private partnership (PPP) model aimed at attracting investment funds and banking capital, reinforcing its position as a leading healthcare provider in Egypt. He confirmed that a memorandum of understanding with ADIB-Egypt will be signed to establish a long-term strategic partnership. ADIB-Egypt CEO Mohamed Ali described the planned partnership as 'a significant step toward sustainable healthcare investment,' underscoring the bank's commitment to supporting Egypt's national projects and attracting foreign capital, particularly in the health sector.

State-owned Holdipharma targets EGP 18bn in revenues for FY2025/2026
Mohamed El-Shimy, Minister of Public Enterprises, affirmed that the pharmaceutical industry is a vital pillar of health security and a key driver of the national economy, stressing that its development within the ministry's affiliated companies is a strategic priority. His remarks came while chairing the General Assembly meeting of the Holding Company for Pharmaceuticals (Holdipharma) to approve the budget plan for the 2025/2026 fiscal year. During the meeting, Ashraf El-Khouly, CEO and Managing Director of Holdipharma, presented the board's report, which included the draft budget for the coming fiscal year. The plan targets consolidated revenues of EGP 18bn, a 131% increase compared to 2023/2024, and net profits of EGP 3.4bn—up 343%. The report also noted the growth in the market value of the group's listed companies. The meeting, attended by Board Chair Ahmed Hegazy, members of the General Assembly, and representatives of the Central Auditing Organisation, marked the final approval of all holding companies' and subsidiaries' budgets for the new fiscal year. Minister El-Shimy explained that the ministry is working to localise and deepen pharmaceutical manufacturing, transfer and apply the latest global production technologies, and enhance product quality to strengthen competitiveness in local, regional, and international markets. Development plans include upgrading production lines, increasing manufacturing capacity, adhering to the highest standards of sustainability, quality, and Good Manufacturing Practice (GMP), ensuring occupational health and safety, and optimising the use of assets, capacities, and resources. He added that human capital development is central to achieving these targets, through specialised training and qualification programmes that encourage innovation and advance scientific research, alongside fostering partnerships with the private sector both domestically and internationally. These measures aim to increase production and export capacity, and open new markets to bolster the competitiveness of the national industry. El-Shimy stressed that reforming the financial structures of subsidiary companies is a top priority to ensure sustainable profitability and secure the resources needed for production expansion. He underscored the importance of updating organisational structures and management systems to meet current needs, while accelerating the implementation of the Enterprise Resource Planning (ERP) system to improve operational efficiency and ensure precise oversight of resources and production. The presentation also highlighted major projects and investment opportunities, including the production of biological drugs, insulin and biosimilars, dry powder inhalation tablets, active pharmaceutical ingredients (APIs), and hormones. It outlined partnerships with leading international companies, such as US-based Dawah, to produce and export products including ampoules, nutritional supplements, sterile injections, and sterile ophthalmic preparations. El-Shimy concluded by stressing the integration of economic, social, and environmental dimensions to ensure comprehensive sustainability in the company's activities. He called for promoting professional conduct, improving the work environment, and raising performance standards across all administrative and executive levels. He affirmed that the Ministry of Public Enterprises Sector is moving decisively towards modernising and restructuring its subsidiaries, striking a balance between profitability and sustainability, and enhancing Egypt's competitiveness regionally and globally. Holdipharma, he added, aims to achieve regional leadership in the sector, positioning Egypt as an advanced hub for pharmaceutical production and exports, meeting domestic needs while expanding into international markets.
