Qatari Finance Minister highlights Egypt as prime candidate for investments among emerging economies

Cairo – February 16, 2025: According to Qatari Finance Minister Ali bin Ahmed Al Kuwari, Egypt is viewed as a prime candidate among emerging economies for investments within Qatar's investment strategy. He made this statement during the opening of the Al-Ula Conference for Emerging Market Economies, which kicked off in the Saudi city of Al-Ula on Sunday.
Al Kuwari emphasized the considerable opportunities available in emerging markets, both on a global scale and within the region.
He specifically pointed to Egypt, emphasizing its strong potential for investment. He also mentioned that other North African countries, such as Morocco, are also attractive options for investment.
The finance minister stressed that Qatar's investment decisions are primarily driven by commercial considerations, explaining that the focus is on ensuring a return on investment, and that Qatar regularly reviews its investment strategies, making adjustments as needed.
Deputy Prime Minister for Industrial Development and Minister of Industry and Transport, Kamel Al-Wazir, met with Qatari and Bahraini officials last week to discuss ways to enhance economic cooperation and attract more investment into Egypt's industrial and transport sectors.
Al-Wazir also engaged with the Qatar Chamber of Commerce and Industry, where he encouraged Qatari investors to expand their presence in Egypt's industrial sector.
He highlighted several opportunities for collaboration, such as establishing joint ventures with Egyptian manufacturers or setting up fully Qatari-owned factories.
The strengthening of economic ties between Egypt and Qatar has been reflected in a significant agreement for $5 billion worth of investments and partnerships in Egypt, not including investments from the Qatar Investment Authority, with an estimated $3.317 billion set for resorts and tourism projects in Egypt.
Trade between the two countries has increased notably, with the total volume of trade rising by 38 percent last year, reaching approximately QAR 746 million, up from QAR 540 million in 2023.

At the conclusion of the talks, the ministers signed an agreement on the mutual exemption of visa requirements for holders of official passports, a move aimed at facilitating the movement of officials and strengthening coordination between the two countries. Abdelatty praised the development in Egyptian-Ivorian relations, reflected in an increased pace of high-level visits and regular meetings between officials. He noted the success of the second round of political consultations last October, which resulted in an agreement to elevate the talks to the ministerial level. The ministers reviewed opportunities for cooperation in various sectors, including agriculture, livestock and fisheries, infrastructure, mining, health, transport, civil aviation and education. Abdelatty highlighted the capabilities and experience of Egyptian companies in supporting development projects in Africa, including the construction of roads and bridges and the localisation of pharmaceutical industries. In the area of capacity building, Abdelatty stressed Egypt's readiness to support Côte d'Ivoire in establishing a diplomatic studies institute. He also underscored Egypt's commitment to intensifying cooperation to support the counter-terrorism capabilities of West African nations, consistent with Egypt's comprehensive approach to combating terrorism through security, political, economic, social and ideological means. He pointed to Egypt's experience and tools, including field training programmes for armed forces and police, missions from Al-Azhar, and peace and development programmes through the Cairo International Centre for Conflict Resolution, Peacekeeping and Peacebuilding. The Egyptian foreign minister emphasised the great importance Egypt attaches to achieving security and stability in the Sahel and West Africa, given the impact of instability on the region and on Egypt's national security. The talks also addressed developments in the Middle East, the Horn of Africa and the Red Sea, and ways to establish peace and security on the African continent. The Ivorian foreign minister praised Egypt's pivotal role in supporting the capacity building of countries in West Africa and the Sahel, as well as its efforts to reach a ceasefire in the Gaza Strip and ensure the flow of humanitarian aid to the Palestinian people. The two ministers agreed to continue coordination in bilateral and multilateral frameworks, including the exchange of support for candidacies in regional and international forums. In this context, Abdelatty valued Côte d'Ivoire's support for the candidacy of Dr. Khaled El-Enany for the post of Director-General of UNESCO. Egypt confirmed its support for the Ivorian candidate for the position of Deputy Director-General of the International Bureau of the Universal Postal Union. The two sides also agreed on the importance of holding business forums alongside political consultations as a key part of efforts to boost economic and trade relations. It was agreed that the fourth round of political consultations will be held in Abidjan in 2026, at a date to be mutually determined.

At the outset of the meeting, Al-Wazir expressed his appreciation for the successful collaboration between Egypt and Japan on various transport infrastructure projects. He emphasized the Egyptian government's commitment to expanding this cooperation, particularly in transport and industry, to support the country's ongoing development. Ambassador Iwai echoed Al-Wazir's sentiments, praising the productive partnership between the two nations. He specifically highlighted the successful implementation of phase one of Metro Line 4, a key project that underscores Japan's significant role in Egypt's transport sector. Iwai also noted the growing interest of Japanese companies in investing in Egypt, citing the country's favorable investment climate. The discussions also touched on expanding cooperation in the home appliance sector, particularly between Elaraby Group factories in Egypt and Japanese companies. Additionally, the two sides reviewed the impact of a protocol signed between Egypt's Productivity and Vocational Training Department and the Education Development Fund, supported by the Japan International Cooperation Agency (JICA). The meeting also covered the ongoing success of the Automotive Manufacturing Incentives Program, which benefits the state, manufacturers, and consumers alike. Al-Wazir highlighted how the program has positively impacted car manufacturers in Egypt, including Japanese brands like Nissan. A key focus of the meeting was the development of Metro Line 4, which is being implemented with the collaboration of Japan's Mitsubishi Corporation. Phase one of the project, which spans 19 kilometers from 6th of October City to Al-Fustat, will feature 17 stations. Mitsubishi is handling the electromechanical works, depot construction, and supplying the rolling stock. The first of the 23 trains for this phase is scheduled to arrive in Egypt in May 2026, with the remaining trains to follow according to a set timetable. Looking ahead, discussions also covered the feasibility study for phase two of Metro Line 4, which will extend 31.8 kilometers from Al-Fustat to New Cairo, connecting with Line 6, the East Nile Monorail, and major transport hubs. Future phases include Phase Three, which will stretch 16.3 kilometers to Hosary Square, and Phase Four, covering 38.7 kilometers to the Capital Airport, with connections to the Light Rail Transit (LRT) network. The continued partnership with Japan is expected to play a critical role in transforming Egypt's transport landscape, with Metro Line 4 serving as a cornerstone of the nation's urban mobility strategy.

He expressed a desire to build on these successes by expanding such collaborations and leveraging Egypt's expertise in various fields. Al-Wazir welcomed these remarks, reaffirming Egypt's eagerness to boost economic cooperation and trade between the two nations. He highlighted the readiness of Egypt's specialized national companies to implement infrastructure projects in Côte d'Ivoire—ranging from roads and bridges to railways, seaports, dry ports, and airports—at competitive costs, with high-quality standards and fast project timelines. Al-Wazir also expressed his intent to visit Côte d'Ivoire soon, leading a delegation of specialized companies and Egyptian investors to explore further cooperation aligned with the country's development goals. He emphasized that infrastructure projects are crucial to national progress, serving as the foundation for investments and development across sectors such as industry and agriculture. In addition, Al-Wazir stressed the importance of logistics cooperation, suggesting the establishment of logistics zones in both Egypt and Côte d'Ivoire to facilitate the exchange of goods. He also advocated for industrial integration, proposing the creation of joint factories in Côte d'Ivoire that would capitalize on the country's raw materials, such as rubber, leveraging Egypt's strong manufacturing capabilities. Minister Kacou expressed his support for Al-Wazir's proposal and formally invited him to visit Côte d'Ivoire soon with a business delegation. An official invitation will be sent shortly, marking a significant step toward deepening bilateral ties.
