Enforce IRC speed breaker norms, high court tells govt

Vijayawada: The high court has directed the state govt to implement the Indian Road Congress (IRC) guidelines for speed breakers across the state. In its recent judgment, the court instructed enforcement authorities to ensure that all speed breakers conform to the technical standards prescribed by the competent authority.
The directive came in response to a Public Interest Litigation (PIL) filed by advocate Thandava Yogesh, who challenged the govt's inaction on his representation to remove illegal and unscientific speed breakers. Yogesh submitted photographs with GPS coordinates and cited studies linking poorly constructed speed breakers to serious health risks and fatal accidents.
Yogesh further argued that these unscientifically constructed speed breakers are not only causing inconvenience to commuters but also damaging vehicles.
He highlighted that as many as 201 people died in road accidents in 2016 due to improper and illegal speed breakers. Yogesh also mentioned various studies which confirmed that unscientific speed breakers can damage the spinal cord, cause slipped discs, disc prolapse, neck pain, spine injuries, back pain, and vertebral compression.
He said that the technical specifications prescribed by the IRC for speed breakers are that the width must be 3.7 metres with a 17-metre rounded hump radius and 0.1 metres in height.

The counsel for the state govt informed the curt that the Secretary of Andhra Pradesh Road Development Corporation (APRDC) issued a memo to all concerned executive engineers in the state to identify and remove or rectify all illegal speed breakers, and the IRC issued some new guidelines. However, Yogesh contended that though the memo was issued in February, no action was taken by the concerned authorities, which left him with no option but to move the High Court.
Considering the arguments on both sides, the high court bench, headed by Chief Justice Dhiraj Singh Thakur and Justice Ravi Cheemalapati, directed the state govt to implement the guidelines in letter and spirit.
