'Erie is a four-season city and we really wanted to create events that embrace these seasons and the winter carnival is one of our most popular events now. I think giving people something to do during the winter, you'll see that if there's activities and engagement, people will come out and enjoy their public spaces year-round,' said Dave TAmulonis, events and marketing manager for the Erie Downtown Partnership.
The synthetic ice skating rink will be open all weekend long with a free skate happening Friday night followed by what they're calling a 'Soup Stroll' on Saturday.
