‘The pope is Peruvian!' How two decades in South America shaped the vision of Pope Leo XIV

In his first appearance as Pope Leo XIV on the balcony of St. Peter's Basilica, the man born Robert Francis Prevost spoke for 10 minutes in Italian. Then he transitioned to Spanish and, with a big grin, gave a greeting to his 'beloved diocese of Chiclayo in Peru.'
Many Peruvians were overjoyed with the election of Leo, who they are proud to claim as a fellow citizen. 'The Pope is Peruvian!' reported the live coverage on Latina Noticias, one of the main national networks. Other news outlets around Lima, where I live, shared similar headlines. Within minutes, all of Peru knew that the new pope, who was born and raised in Chicago, had served in Peru for over two decades and was nationalized as a citizen in 2015.
During his time in the South American nation, he lived alongside his parishioners through a bloody civil war, a decade-long dictatorship and an unstable post-dictatorship period that has so far led to three former presidents being handed prison sentences. Amid these challenges, Prevost became part of Peruvian society – and eventually, a leader within it.
Prevost's leadership roles in Chicago and Rome were essential in his formation. But as a scholar of religion in Latin America, I believe that it is his time in Peru that has best prepared him to take on the challenges of directing the global Catholic Church. In Peru, where Catholicism permeates public life, Prevost encountered deep social and political challenges in ways that bishops in many other countries may never face so directly.
Prevost first arrived in Peru in 1985. A member of the Order of St. Augustine, the young man had been sent to its mission in Chulucanas, in the northern province of Piura. Chulucanas is about 30 miles east of the regional capital, where the desert coast begins to rise up into the Andes.
After a year, Prevost left to finish his doctoral degree and serve briefly in Illinois. But he soon returned to Peru, serving as a missionary in the northern city of Trujillo. He stayed there through the remainder of the 1980s and 1990s, amid civil war between the government and various militant groups – primarily the Maoist guerrillas of Sendero Luminoso, or 'Shining Path,' who aimed to install a Communist state.
The violence hit other regions more severely, but Trujillo and the surrounding area were home to car bombs, sabotaged electrical grids and brutal military dragnet operations. Prevost accompanied Peruvians through some of the darkest days of the country's history.
During these years, Prevost trained future clergy and served as a parish priest. One fellow Augustinian recalled that Prevost played a key role in recruiting and training Peruvian candidates to the priesthood. Prevost also founded the Trujillo parish of Nuestra Señora de Montserrat, where his parishioners knew him as 'Padre Roberto.'
As the country transitioned away from the civil war period, which ultimately left nearly 70,000 dead, Prevost remained in Peru. During the 1990s, President Alberto Fujimori's government built a polarizing legacy by undermining democracy and citizenship rights while capturing the two most powerful guerrilla leaders.
As I show in my research, religion and politics are deeply intertwined in Peru. By the 1990s, the Peruvian Catholic Church was divided between members who spoke out in defense of human rights and those who defended the often brutal tactics of the government. Juan Luis Cipriani, who was then the archbishop of Ayacucho – the Andean stronghold of Sendero Luminoso – became a spokesperson for the pro-state faction, framing defenders of human rights as apologists for terrorism.
Prevost was among those who maintained a critical view of any party, including the government, that committed human rights abuses. Diego Garcia-Sayan, the country's former minister of justice and foreign affairs, recently wrote an op-ed praising Prevost's willingness to speak out against attempts to legalize the death penalty and to defend embattled human rights organizations.
After returning to the United States in 1999, Prevost rose through the leadership ranks of the Augustinian Order. He was sent back to Peru in 2014, when Pope Francis named him the apostolic administrator, and later bishop, of the northern diocese of Chiclayo.
As bishop, Prevost emerged as a voice for democracy and justice. In a 2017 public statement to national media, he urged former president Fujimori to 'personally ask forgiveness for the great injustices that were committed and for which he was prosecuted.'
During his tenure as bishop, Prevost helped guide his community through the COVID-19 pandemic. He also played a key role ministering to Chiclayo's growing population of Venezuelan migrants.
Meanwhile, he was gaining the confidence of his peers, as well as Pope Francis. Prevost was given a leadership role in the Peruvian Conference of Bishops, and played a central role during Francis' 2018 visit to Peru. In 2023, Francis named Prevost prefect of the Dicastery of Bishops, the oversight body for naming new bishops across the world.
Prevost took the position in Rome but was sad to leave Peru again. 'This time, again, it will be hard for me to leave here,' Prevost told Peruvian media.
In recent years, Prevost has taken on causes central to Francis' papacy. He was a key actor in the Vatican investigations of a Peruvian organization, Sodalicio de Vida Cristiana, which was found to have committed dozens of sexual and psychological abuses dating back to the 1970s. Francis dissolved the organization in 2025. Prevost has also developed an increased focus on Indigenous and environmental rights, in line with Francis' 2015 encyclical 'Laudato Si' and 2019 conference for bishops in the Amazon.
Photographs and memes celebrating the Peruvian pope have flown around social media and WhatsApp groups in Peru. The photos of Prevost eating traditional dishes from the north coast are especially popular. AI-generated memes of the pope wearing the Peruvian national soccer jersey or eating ceviche with an Inka Kola soda are making the rounds.
In Chicalayo and in Trujillo, in addition to official church celebrations, thousands have taken to the streets to express their joy with placards and chants.
Leo XIV has clearly brought the memory of his years in Peru with him into the Vatican. He has chosen Edgar Rimaycuna, a Peruvian priest whom the pope knew from his time in Chiclayo, as his personal secretary.
I believe that the challenges that Leo guided his parishioners through in two decades in Peru should offer valuable lessons for the new pope to build on the legacy of Francis, the first Latin American pope.

A stolen 16th-century manuscript signed by the Spanish conquistador Hernán Cortés has been found and returned to the Mexican government, the FBI said Thursday. The rare item offers a glimpse into the government of New Spain, which grew to cover a vast stretch of land from modern-day Washington State to Louisiana and Central America. Signed by Cortez on Feb. 20, 1527, the document details payments in pesos of gold for expenses, the FBI said. Special Agent Jessica Dittmer, with the FBI's Art Crime Team, said in a press release that the document "really gives a lot of flavor as to the planning and preparation for unchartered territory back then." "Pieces like this are considered protected cultural property and represent valuable moments in Mexico's history, so this is something that the Mexicans have in their archives for the purpose of understanding history better," she said. The FBI said the missing document was likely stolen between 1985 and October 1993, due to a system of wax numbering used by Mexican archivists. There will be no criminal charges connected to the case, Dittmer said, because the document had "changed hands many times over" since it went missing. When Cortés signed these papers, he was governor of New Spain, an experienced and wealthy colonist who had spread Spanish control — and plenty of violence — to the Caribbean and mainland America. The same year saw the formation of New Spain's High Court, or Audiencia, and other royal and religious institutions that would play a role in the government of Mexico until the war of independence in 1810. Cortés is more famous, however, for exploring and colonizing the Mayan kingdom in 1519 — ignoring orders to stand down from Diego Velázquez de Cuéllar, Cuba's governor — and soon after conquering the Aztecs and their emperor, Moctezuma. The city of Tenochtitlan was taken and renamed Mexico City in 1521, its temples knocked down and replaced with churches. In 1506, he took part in the conquests of Hispaniola (modern-day Dominican Republic and Haiti) and Cuba, granting him a large estate and some indigenous Taino slaves. This is the second Cortés document the FBI has repatriated to Mexico: In July 2023, a letter from the conquistador authorizing the purchase of sugar was found and returned. "We know how important it is for the United States to stay ahead of this, to support our foreign partners, and to try and make an impact as it relates to the trafficking of these artistic works and antiquities," said FBI Supervisory Special Agent Veh Bezdikian, who oversees the FBI-NYPD Major Theft Task Force. EL ALTO, Bolivia -- Barred from appearing on Sunday's ballot, former leftist president Evo Morales has launched a scrappy campaign for a presidential contender with no name, no face and no formal platform. The contender's known as 'Nulo" — Spanish for the null-and-void vote. Nulo has a reliable base in Bolivia, where voting is compulsory. For many years, voters disillusioned with Morales' increasingly high-handed attempts to prolong his presidency over three consecutive terms defaced their ballots or left them blank. But with the coca-farming union leader disqualified from the race and seeking to distance himself from the unpopular President Luis Arce and other leftists associated with Bolivia's worst economic crisis in four decades, Morales has emerged as Nulo's greatest champion. 'Brothers, we are on the right track. Absenteeism, blank ballots, undecided voters, all of it,' Morales told Radio Kawsachun Coca, his media outlet in the Bolivian jungle of Chapare, where he has been holed up for months among fiercely loyal coca-growing labor unions. If Morales leaves his tropical stronghold, he risks arrest on charges related to statutory rape. He denies the allegations. 'Nulo is where we belong,' he said, urging voters to scratch, scribble and sketch on their ballots. 'We've already won here.' But under Bolivian law, Nulo cannot win the elections— nor trigger a redo. Because authorities must remove spoiled and blank ballots from the final count, a surge by Nulo would give all the candidates a boost without affecting the distribution of votes. Morales is betting that an unusually high proportion of votes for Nulo would embarrass the right-wing front-runners, former President Jorge 'Tuto' Quiroga and businessman Samuel Doria Medina, undermine the credibility of the consequential election and extend his own political relevance. 'Evo wants to be in the election and say, 'This is my vote ... I'm the winner without even having participated,'" said political analyst Carlos Saavedra. Morales' bid for Nulo comes after the iconic leftist leader, like other Latin American populists of his generation, exhausted a range of tactics to stay in power. To run for a third term in 2014, Morales changed the Constitution's two-consecutive-term limit and stacked the top courts with his supporters. To run for a fourth term in 2019, he found a way around a referendum blocking his bid. That last attempt six years ago led to Morales resigning under pressure from the military and fleeing into exile as violent protests erupted over his disputed reelection. This time, with his ally-turned-rival Arce in power, Morales had all the cards — rather, courts — stacked against him. The ex-president's power struggle with Arce splintered his once-dominant Movement Toward Socialism. Although running with a different faction, Senate President Andrónico Rodríguez represents the MAS party's best hope. But support for Rodríguez, a coca-farming union activist like Morales, has declined in recent weeks as an accelerating currency crisis stokes outrage at the long-dominant MAS party. Morales' followers can appear even more disgusted with the left than with the right-wing establishment that their leader built his career opposing. "Evo Morales taught Andrónico everything he knows, and Andrónico stabbed him in the back. How can we trust a candidate like that?" asked Wendy Chipana, a 28-year-old volunteer at a Nulo campaign office in El Alto, the sprawling city of rural migrants overlooking Bolivia's capital of La Paz. 'We only have one candidate, Evo Morales. That's why we're deciding not to cast a single valid vote.' As anger flared in June over Morales' disqualification, his supporters blocked highways and clashed with police in unrest that left eight dead. Morales warned that the country would 'convulse' should Sunday's election proceed. Yet in recent weeks he has changed his tune, urging his followers to register their frustration through the ballot box. Nulo campaigners are asking voters to get creative. Chipana distributes decals of Morales' face that voters can stick on their ballots. Retired professor Martha Cruz, 67, says she'll mark hers with a large X. Diego Aragon, 32, a coca farmer in Chapare, plans to paste a coca leaf on his paper in a nod to Morales' legalization of the medicinal plant, maligned during the U.S.-backed war on drugs as the base product in cocaine. Clothing vendor Daniela Cusi, 44, wants to take her time in the voting booth. 'I'm going to bring paint and draw his pretty little face all over,' she said. With just days to go before the election, Nulo is drawing even some of Morales' detractors who prefer to vote for nothing than back any of the uncharismatic candidates. 'I'm done with Evo, but I have no information about these other candidates,' said Diana Mamani, 30, selling shivering lambs at a market in the far reaches of El Alto. 'The right-wing spends all this money on propaganda but they haven't bothered to come out here.' The two right-wing candidates, Quiroga and Doria Medina, have run for president and lost three times before. Despite disenchantment over his autocratic tendencies, sexual abuse cases and profligate state spending, Morales, as Bolivia's first Indigenous president, retains a level of fervent support that no other candidate can claim. 'I look in the mirror and realize I am just like him,' said Cristina Sonco, 43, a worker at the scenic cable car linking La Paz to El Alto, one of the many infrastructure projects Morales built as president. Like Morales, Sonco is an Aymara, the Indigenous group forming the majority of Bolivia's population. Recalling how his presidency reduced inequality and increased her rights in a country historically dominated by a white and mestizo, or mixed-race, elite, she started to weep. 'He's like a father to me," she said. 'Not like these other candidates.' The light-skinned, Western-educated Quiroga and Doria Medina represent the same ruling class that Morales swept aside when he first rode to power in 2005, vowing to bury 20 years of pro-Washington, free-market policies that failed to lift Bolivians out of poverty. Twenty years later, Bolivia finds itself at the end of another historic cycle. Prices are rising and fuel is scarce. Families can no longer access their dollar savings. In some ways, analysts say, Sunday's elections could leave Morales right back where he started. 'I think that's why Morales is pushing for Nulo, not a left-wing vote,' said Aymara author Quya Reyna. 'It would suit him for the right-wing to come to power.' After all, Morales' past five years spent bickering with his former protégé wasn't a great look for the maverick leader, Reyna said, adding:

Peru enacts amnesty for military personnel and police in Shining Path insurgency

LIMA, Peru — Peru's president on Wednesday signed an amnesty bill into law, preventing military personnel and police officers from being prosecuted over alleged human rights abuses during the country's armed conflict decades ago. The new law came despite calls from the local and international community to strike it down. The war that raged between the Peruvian military and the Shining Path communist insurgency from 1980 to 2000 left an estimated 70,000 people dead, the majority of them in rural areas. President Dina Boluarte said during an official ceremony that Peru 'honors' those people who confronted the insurgency with 'courage and dedication.' She added that military members and police officers have carried 'for years the burden of endless trials, unjust accusations and a pain that has affected not only them but also their families.' The decision to enact the law drew immediate criticism from some rights groups. Human Rights Watch said in a statement that the law 'grants impunity' to those involved in serious crimes, adding that Peru now 'joins Nicaragua, Venezuela and other countries' in 'disregarding the rights of victims.' 'This law is quite simply a betrayal of Peruvian victims,' said Juanita Goebertus, Americas director at the rights group. 'It undermines decades of efforts to ensure accountability for atrocities and weakens the country's rule of law even further.' The law was passed by Congress in July. A coalition of human rights organizations said that it could wipe out 156 convictions and another 600 cases that are being prosecuted. Supporters of the law come from right-wing political parties that have historically defended the military, including the Popular Force party led by Keiko Fujimori, daughter of former President Alberto Fujimori, who died in September. The ex-president, who led Peru from 1990 to 2000, was in prison for most of the last 15 years of his life in prison after being convicted of crimes against humanity. Fujimori's administration helped to put the nation's economy on track following years of hyperinflation and defeated the Shining Path, a fanatic communist group that led a violent campaign to overthrow the government. But his government took an authoritarian turn in 1992, when he ordered the military to shut down Peru's congress and its supreme court and declared a state of emergency. Other amnesty laws passed in 1995 in Peru shielded military and police personnel from prosecution for alleged human rights abuses during the country's internal conflict, including massacres, torture and forced disappearances. The Inter-American Court of Human Rights had at least twice previously declared amnesty laws in Peru invalid for violating the right to justice and breaching international human rights standards. A truth commission determined that the majority of the conflict's victims were Indigenous Peruvians caught up in clashes between security forces and Shining Path.
