State govt establishes Kumbh Mela authority

Nashik: State govt has established the Nashik-Trimbakeshwar Kumbh Mela Authority, modelled on the Prayagraj Mela Authority, with the Nashik divisional commissioner as chairperson.

This authority will operate under the direction of a committee of ministers.
On June 4, governor CP Radhakrishnan signed an ordinance establishing the 'Nashik-Trimbakeshwar
Authority'. "State govt decided to form the authority for Kumbh Mela. This will expedite developmental works related to the conduct of the religious fair," stated Praveen Gedam, Nashik's divisional commissioner
Political analysts suggest this structure, with the authority reporting to the Ccmmittee of ministers, addresses the ongoing dispute over Nashik's guardian minister position and subsequent control of the Kumbh Mela committee.
"The committee's oversight will ensure local political representation in the authority's functioning," the analyst suggested. According to the ordinance, the committee will oversee the authority's operations, evaluate its performance, and examine its reports, establishing political supervision over the Kumbh Mela proceedings.
District administration officials confirmed that the authority included the Nashik collector and inspector general of police as vice-chairpersons, alongside Ahilyanagar collector, NMC chief and other officials as members. "The authority grants the Kumbh Mela commissioner direct control over designated staff, with the chairperson maintaining oversight," said the officer.

Mumbai: Ahead of the assembly polls in November 2024, the state public works department (PWD) gave administrative approval for roads worth ₹64,000 crore, against its annual budgetary provision of ₹ ₹15,000 crore for state and district roads, sources in the department told Hindustan Times. The sharp spike in approvals has not only resulted in the outstanding dues to contractors swelling to ₹13,527 crore, it has also stopped the department from making fresh budgetary allocations for any new road works for at least the next three years, the sources mentioned. Representational image 'The average value of road projects approved ahead of the assembly polls was ₹350 crore per district, which is otherwise around ₹50 crore per district per year,' said a senior PWD official, requesting not to be identified. Most of the approved projects were in constituencies of around 200 legislators associated with the major parties in the Mahayuti alliance – BJP, Shiv Sena and NCP. 'Road projects were approved to woo legislators and ensure they remained loyal to the ruling Mahayuti alliance or enable them to get elected with the help of 'financial benefits' courtesy the road contracts,' the official quoted earlier said. The PWD's annual budget for 2024-25 was ₹27,000 crore, out of which ₹15,000 crore was to be ulitised for road construction while the remaining amount was meant for construction and maintenance of buildings. Following the approval of road projects worth ₹64,000 ahead of the polls, work worth ₹13,527 crore was completed, the bills for which are still pending with the department, said officials. 'Out of the total dues, ₹10,177 crore is for construction of state and district roads while the remaining amount is for roads constructed by the Maharashtra State Road Development Corporation and grants for national roads,' said a second official from the PWD department. Most of the approved road construction projects are now stuck midway as contractors' bills are pending, said officials. The government cannot clear the pending bills due to massive spending on the Ladki Bahin scheme, at ₹3,700 crore per year, the officials mentioned. Excessive approvals during the election year have also restricted the government from approving new roads or making any provisions in the budget for 2025-26 or the supplementary demands tabled in June, due to which the condition of existing roads would worsen, they added. 'As an exception, the state government allocated funds only for three state road projects this year,' said a finance department official. The projects pertained to roads worth ₹1,500 crore in Nashik for the upcoming Kumbh Mela, roads worth ₹600 crore in the Gadchiroli mining corridor, and roads worth ₹400 crore in Chandrapur. 'The finance department is in the process of releasing ₹10,000 crore against the outstanding bills,' the finance department official said. PWD minister Shivendra Raje Bhosale said, 'We have been making budgetary provisions in phases to clear the pending bills.' Apart from dues pertaining to the PWD's road contracts, the state government owes an additional ₹10,000 crore against bills for work undertaken by the rural development, water supply, and district planning departments. These and other departments had awarded contracts worth ₹35,000 crore ahead of the assembly polls, said officials. Milind Bhosale, president of the Maharashtra State Contractors Federation said road contracts awarded by the PWD and the rural development department in the election year were unprecedented. 'It is true that most of the projects have been abandoned midway, leaving the roads in bad condition,' Bhosale said, blaming the situation on outstanding bills and the lack of any payments since March this year. Nearly 400,000 government contractors across the state will stage a protest against the pending dues on August 19, he said.

New Delhi: Congress MP Rahul Gandhi has alleged some BJP MPs threatened him he would "meet the same fate" as his grandmother, former prime minister Indira Gandhi, for his remarks against Vinayak Damodar Savarkar during the 'Bharat Jodo Yatra' in 2022. A court in Maharashtra's Nashik on July 24 granted bail to Mr Gandhi in a defamation case filed against him for remarks about the Hindutva ideologue. Mr Gandhi's lawyer, Milind Pawar, said the Congress party filed a separate application in court to place certain important developments on judicial record so that the entire political and historical context can be seen as a whole. "For the past 15 days, our client Rahul Gandhi has been leading a protest against the Election Commission. While this agitation was ongoing during the parliament session, there was a verbal exchange between the Prime Minister and Rahul Gandhi over the word 'Hindutva' - all of which is on record," the Congress MP's lawyer said. "Around the same time, two MPs from the BJP threatened Rahul Gandhi, telling him to 'step aside' and warning that in the future, he would meet the same fate as his grandmother. They also threatened him by calling him the biggest terrorist," the lawyer said. A big cause for concern for the Leader of Opposition in the Lok Sabha was the "genealogy" of those who threatened him, Mr Pawar alleged. "In this background, we felt that since this case is pending before this court for evidence, and given the entire genealogy in question and the fact that these are Savarkar's followers - combined with the stand Rahul Gandhi has now taken - he could be betrayed or harmed," the lawyer said. "So it is necessary for this matter to be officially recorded in the judicial proceedings of this court. That is why we have filed the application before the court today, and the court has accepted it. The next hearing will be on September 10," he added. Nashik-resident Devendra Bhutada had filed the criminal defamation case against Mr Gandhi. Mr Bhutada, the director of a non-profit, alleged the Congress MP during a press conference in Hingoli and in a speech during his yatra made statements that harmed Savarkar's reputation.

Pune: The circular the National Service Scheme (NSS) wing of Savitribai Phule Pune University (SPPU) issued on Aug 5 to all student volunteers to participate to the maximum extent in the 'Voice of Devendra', a state-level elocution competition, was withdrawn on Tuesday by its director Sadanand Bhosale. The competition, according to the circular, is inspired by chief minister Devendra Fadnavis , and provides a platform to participants to connect with the concept of a 'Developed Maharashtra' and enhances their oratory skills.
