Registration to education, Sebi proposes more relaxations for IAs, RAs
The Securities and Exchange Board of India (Sebi) on Thursday proposed a slew of relaxations for investment advisors (IAs) and research analysts (RAs), including those relating to educational qualifications, provision of past performance data, and details sought during registration. IAs and RAs may be allowed to share past performance data — along with relevant disclaimers — only with clients who specifically request it, and on a one-on-one basis. The market regulator had earlier introduced a performance verification agency to validate such claims amid concerns of misleading information. The applicable period for sharing such past data would be limited to the time before the agency's operationalisation. Under the proposed norms, graduates from any discipline — including engineering and law — will also be eligible to apply for IA and RA registration. At present, only graduates in finance, business management, accountancy, commerce, economics, and capital markets are considered eligible. However, applicants from other streams would still be required to pass certification examinations conducted by the National Institute of Securities Markets (NISM). Another key proposal is to allow NISM to accredit educational programmes of external organisations as an alternative to the applicable NISM certification exams. Sebi has also proposed allowing investment advisors to provide second opinions to clients on pre-distributed assets, which are currently not covered under the fee-based advisory norms. IAs would be permitted to charge a fee for such services, capped at 2.5 per cent of the asset value per annum. The regulator has further proposed measures to ease the transition from an individual investment advisor to a non-individual advisor, which becomes mandatory upon reaching 300 clients. Other measures proposed to simplify the IA registration process include doing away with the requirement to provide address proofs of multiple persons and eliminating the need to furnish details of office space, equipment, research software, and other infrastructure. Additionally, applicants will no longer be required to submit credit reports or CIBIL scores, nor provide net worth statements, assets and liabilities details, or income tax returns. Sebi had recently overhauled the IA and RA regulations, significantly easing the registration process and associated requirements. The latest proposals continue this trend of regulatory simplification.

AAP govt did not create assets, focussed on advertisement: Delhi CM Rekha Gupta
New Delhi, Aug 7 (PTI) Delhi Chief Minister Rekha Gupta on Thursday accused the previous AAP dispensation of using free water and electricity as political tools, and claimed that they spent money on advertisements rather than on the creation of assets for the city while in power. Speaking in the Delhi Assembly on a CAG report tabled in the House on Monday, she claimed the report had completely exposed the AAP dispensation. The revenue surplus of the Delhi government in 2023-24 under the AAP's rule declined by 55 per cent as compared to the preceding fiscal, said the CAG report tabled in the Assembly by Chief Minister Gupta on Monday during the Monsoon session. She demanded that the CAG reports on Finance Accounts and Appropriation Accounts of Delhi for the year 2023-24 be referred to the Public Accounts Committee. 'You (AAP) cheated Delhi. You did not create roads, did not build sewer lines or schools and hospitals. You spent too much on advertisements," Gupta charged. As AAP MLAs opposed the chief minister's claims, four opposition party legislators — Anil Jha, Kuldeep Kumar, Prem Chauhan and Jarnail Singh — were marshalled out. Gupta claimed the AAP, while in power, gave freebies to people and portrayed it as if 'they were spending it from their own pocket". 'They claim that the Centre did not give funds. But they never used the funds given by the Centre under various schemes," she alleged. The report pointed out that although the revenue receipts of the government dropped, the gross state domestic product (GSDP) at current prices grew at an average pace of 8.79 per cent during the last five years from Rs 7.93 lakh crore in 2019-20 to Rs 11.08 lakh crore in 2023-24. Trade war: US tariffs on India may hurt manufacturing, labour-intensive sectors; experts warn of wider economic impact
AI image The recent hike in US tariffs on Indian imports could severely impact labour-intensive and manufacturing sectors in India, posing a risk to the country's economic growth if the 50% duty continues, experts warned. They said the steep tariffs not only risk slowing exports and investment but also add pressure on the rupee, raising concerns for the overall economic outlook. "The second-round impact on private capex, domestic manufacturing as well as labour markets could emerge as a key risk over the coming months in the event that these tariffs stick," Sakshi Gupta, principal economist at HDFC Bank told ET. She also noted that hiring in India has already remained weak in the first quarter of the current fiscal. "The implication for the labour market could be seen in sectors like gems and jewellery, textiles, leather and footwear," Gupta added. US President Donald Trump on Wednesday announced a secondary or additional tariff of 25% on India for its crude oil trade with Russia, citing national security and foreign policy concerns. With this move, the total tariff on Indian goods entering the US will rise to 50%. The first 25% tariff will take effect on August 7, and the 'secondary tariff' on Indian imports to the US, scheduled to be effective in 21 days, that is August 27 onwards. India's unemployment rate was at 5.6% in June, with rural unemployment at 4.9% and urban at 7.1%. Madan Sabnavis, chief economist at Bank of Baroda, told ET that, "This is not good news as the total rate will now be one of the highest imposed by the US. The clue is to negotiate with the government soon," He also flagged the double challenge of falling exports and a higher oil import bill, which could have broader macroeconomic consequences. Economists now expect a downward revision in India's growth projections if the tariffs remain. According to ET, Gaura Sengupta, Chief Economist at IDFC First Bank, estimated that a 50% duty could drag down FY26 GDP growth by 0.4%. Gupta echoed similar concerns, stating, "We will have to significantly lower FY26 GDP growth forecast to below 6%, baking in at least a 40-50 bps hit-double from our earlier estimates". Economists also expect the rupee to come under renewed pressure due to rising trade tensions and global uncertainty.
