
Third bureaucratic rejig by BJP govt, senior IAS officers get new postings
In its third bureaucratic rejig since it came to power, the BJP-led Delhi Government on Thursday transferred and posted seven senior IAS officers in key roles.
Additional Chief Secretary (Finance and Revenue) Ashish Chandra Verma, who will be relieved on June 30, will be replaced by Bipul Pathak as the Additional Chief Secretary (Finance and Planning).
Pathak, a 1992-batch IAS officer of Arunachal Pradesh-Goa-Mizoram and Union Territory (AGMUT) cadre, currently helms the Department of Industries. He also holds the additional charge of the Environment and Forest departments.
Prashant Goyal, a 1993-batch IAS officer of AGMUT cadre – currently Additional Chief Secretary (Urban Development) with additional charges of Shahjahanabad Redevelopment Corporation (SRDC) – has been posted as Financial Commissioner with immediate effect from July 1. His posting follows the retirement of IAS officer Chetan B Sanghi.
As part of the reshuffle, IAS officer Sandeep Kumar of the 1997 batch, who has been transferred to Delhi from Lakshadweep, will now be posted as Principal Secretary (Vigilance). He has also been given the additional charge of the Administrative Reforms, Environment and Forest departments. Pandurang K Pole, Secretary (Higher Education) and Department of Training and Technical Education (TTE), will hold additional charge of Secretary (Urban Development) from July 1.
Apart from this, IAS officer Neduchezhiyan has been posted as Principal Director (Delhi Fire Services), while Arun Kumar Mishra has been placed at the disposal of the Municipal Corporation of Delhi. Sunil Anchipaka has been posted as Special Commissioner (Trade and Taxes).

Haryana: Speaker's brother is Haryana state election commissioner
Former Indian revenue service (IRS) officer, Devinder Singh Kalyan was on Thursday appointed as the state election commissioner, Haryana, by the governor on the recommendation of the state government. Kalyan is the brother of BJP MLA from Gharaunda and Haryana vidhan sabha speaker, Harvinder Kalyan, who retired from the service on May 31. Devinder Singh Kalyan is the brother of assembly speaker Harvinder Kalyan, who is also BJP MLA from Gharaunda. (HT) The state election commission (SEC) is vested with the superintendence, direction and control of the preparation of electoral rolls for and the conduct of elections to panchayats and municipal bodies under Articles 243 K and 243ZA of the Constitution. Legal experts say that appointment of Kalyan, a blood relation of a ruling BJP politician, clearly amounted to conflict of interest. Former Haryana advocate general, Mohan Jain said that the appointment of the real brother of the Haryana assembly speaker as state election commissioner is against public interest. 'The newly-appointed state election commissioner will not be able to do justice to his job. Since the SEC is mandated under the Constitution to prepare electoral rolls and conduct elections of panchayats and municipal bodies in which all the political parties are involved, the appointment of a politically connected person as SEC will certainly raise questions of fairness and transparency in the conduct of polls. Fundamentally, Devender Kalyan is in a way connected with the ruling party,'' said Jain, a former additional solicitor general. An IRS officer from the income tax stream, Devinder Kalyan had in April 2023 managed to get a posting in the Haryana government as principal secretary, excise and taxation, a cadre post of IAS officers. Following his deputation to the state government, Kalyan was first posted as advisor in state finance department in February 2023. The state government had earlier recommended Kalyan's name for chairman of State Environment Impact Assessment Authority (SEIAA), Haryana to the Union ministry of environment, forest and climate change (MoEFCC). The central ministry however rejected his name stating Devinder Singh Kalyan does not meet the eligibility requirements for the Environment Impact Assessment (ElA) notification of 2006.

Vijayawada: Union minister of culture and tourism Gajendra Singh Shekhawat said Prime Minister Narendra Modi's vision and Naidu's strategic planning are propelling Andhra Pradesh toward progress in all sectors. Speaking at a press conference here on Thursday, he highlighted the rapid growth in the state under the 'Double engine government' of the Centre and state. After discussions with Chief Minister Chandrababu Naidu, Shekhawat said the Central government is fully supporting irrigation and tourism projects, with works being executed in a planned and prioritised manner. Speaking of tourism in Kashmir, the minister stated that the situation in Pahalgam is now stable, encouraging tourists to visit. He added that tourism in Kashmir has seen significant growth and is expected to surge further within two weeks. Commenting on the Emergency imposed on June 25, 1975, by the Congress government, Shekhawat condemned former Prime Minister Indira Gandhi for violating fundamental rights and imposing severe restrictions on the press to suppress dissent. He said that over one lakh people were arbitrarily arrested, and the democratic system was transformed into a dictatorial regime. He accused Sanjay Gandhi of acting as a tyrant, carrying out atrocities. Shekhawat praised the united struggle of millions, led by leaders like Jayaprakash Narayan and Atal Bihari Vajpayee, which restored democracy. He expressed regret that the Congress has neither condemned nor apologised for the Emergency. The nation, he said, continues to honour the sacrifices of those who opposed the dictatorship. BJP state general secretary S Dayakar Reddy, 20-Point Programme chairman Lanka Dinakar, NTR district BJP president Adduri Sri Ram, state official spokesperson Sadineni Yamini Sharma, and Kalyan Chakravarthi attended the press meet.

DMK's R Siva slams Puducherry CM over handling of women's aid scheme, urges Centre's support
PUDUCHERRY: DMK State Organiser and Leader of the Opposition R Siva on Thursday strongly criticised Chief Minister N Rangasamy for the manner in which the Rs 2,500 monthly financial assistance scheme for women is being handled, and urged the government to seek support from the union government instead of burdening the public through increased taxation. In a press statement, Siva alleged that the announcement of the scheme was made solely with an eye on securing votes in the 2026 Assembly elections, likening it to similar political tactics seen in Delhi. He claimed that the CM had assumed financial backing would be extended by the BJP-led centre as part of a strategy to bring the AINRC under BJP control. 'However, the BJP has distanced itself from the scheme and has not released any funds. This has left the Rangasamy-led government scrambling for resources,' Siva said, adding that the BJP was deliberately withholding financial support to damage the image of the chief minister. He further accused BJP ministers, MLAs and local leaders of remaining silent on the issue. He also charged the BJP with indulging in 'divisive politics' that exploit differences in caste, language, and ethnicity to consolidate power. Turning his criticism towards the territorial government, the DMK leader condemned the recent hike in taxes, including the increase in liquor tax and the steep rise in Guideline Land Register (GLR) values. These measures, he said, were being used to mobilise funds to meet poll-time promises. 'The public is bearing the brunt of these decisions, without any sense of fairness or justice,' he added. Siva demanded transparency in implementing financial welfare measures, including the proposed Rs 500 hike in assistance for senior citizens, widows, and persons with disabilities. He called for the matter to be discussed on the floor of the Assembly and urged the government to convene an all-party meeting to seek the views of elected representatives before proceeding with major financial decisions. He accused Rangasamy of bypassing democratic processes in order to push through politically motivated schemes without due consultation.
