According to the Okaloosa County Supervisor of Elections, during the municipal election for the Laurel Hill City Council, Amanda Rosen was elected to the council with 25 votes, while Shawn Cogan and Mike Blizzard tied with 22 votes.
A manual recount of the votes revealed that the candidates were, in fact, tied, so they agreed to draw lots.
Each candidate selected tags. One was marked, 'elected' on it; the other tag said, 'defeated.' Cogan instantly won the tiebreaker.

Foley City Council elections approaching; officials stress importance of voting
FOLEY, Ala. (WKRG) — While voter turnout is often low for local elections, Foley officials say voting locally is just as important as voting in national elections. George County deputies investigating homicide 'Those elections … determine the leaders who will make decisions regarding roads, improvements and how to guide development in the upcoming term,' a City of Foley news release said. In the upcoming Foley City Council elections, four of five district seats are contested. In the 2020 census, Foley reported a population of 20,335 residents, with 16,086 of those being old enough to vote, the release said. Yet, only 1,260 votes were cast that year during municipal elections. Foley Mayor Ralph Hellmich, who is unopposed for this term, said a small percentage of the registered voters usually turn out, but he said it is extremely important for them to vote. 'People need to please get out and vote,' he said. 'We have one voting place for all of Foley. There's not a lot of people who vote in municipal elections … there will not be lines out the door.' He said that typically only about 12-15 percent of people vote, and that is not acceptable. As of July 27, the Alabama Secretary of State showed Foley had 20,193 registered voters. Of those, only 17,095 were active, while 3,098 were inactive — meaning they have not voted in the last four years, according to the release. Residents can find out if they are registered on the Alabama Secretary of State's website. To find out what district a resident lives in, visit the City of Foley website.
