Govt. issues notification upgrading Hassan CMC to corporation

The State government has issued a notification upgrading the Hassan City Municipal Council into a corporation. The Urban Development Department, on April 28, had issued the notification specifying the boundaries of the larger urban area.
The total area is 86.01 sqkm. It includes 35 wards of the previous CMC area and villages Satyamangala, Haralahalli, Doddahonnenahalli, Yediyur, Chikkahonnenahalli, Tamlapura, Chikka Kodagula, Mavinahalli, B. Katihalli, B. Katihalli Koplu, Sankenahalli, S.M. Krishna Nagar, Boovanahalli, B.T. Koplu, Gavenahalli, Guddenahalli, Gudenahalli Koplu, Manachanahalli, Yarehalli, Vijayanagar Extension, Doddamandiganahalli, Devarayapatna, Bittagodanahalli, Sankalapura, Nagathihalli, Hullenahalli, Narihalli, Thattekere, Kokanaghatta, Bushenahalli, Kasturavalli, Kenehattihalli, Gekaravalli, Samudravalli, Doddapura and Uddoor.
For the past several years, there has been a demand from elected representatives of Hassan to declare the urban area as a corporation. The State Cabinet, which met on October 28, 2024, decided to upgrade the city into a corporation. The CM had announced the Cabinet's decision during his visit to Hassan the same day.
The Urban Development Department issued a notification inviting objections and suggestions from the public on January 21. The public had 30 days to respond. According to the final notification, the objections received were considered. The notification was issued as per the provisions under the Karnataka Municipal Corporation Act, 1976.
Criteria considered
The larger urban area, whose population is not less than three lakh and whose density of population is not less than 3,000 inhabitants per sqkm, can be declared a corporation. Other criteria include that revenue generated should not be less than ₹6 crore per annum and the percentage of employment in non-agricultural activities is not less than 50% of the total employment.

"Out of these (2,700 classrooms), around 1,780 classrooms have already been completed and are now operational," the department said in a statement. This initiative is proving especially beneficial for students from economically weaker sections in urban areas, it said. "These students are gaining access to modern, technology-enabled education and are becoming digitally empowered, resulting in the increase of enrollment rate across the state," it added. To boost educational facilities in urban government schools, the department said it is constructing 2,700 smart classrooms through various schemes. The majority of these -- ?1,183 classrooms -- ?have been developed under the Smart City Mission at a sanctioned cost of Rs 160.83 crore, of which 1,088 classrooms are fully functional. Additionally, under the 'Kayakalp' initiative, around 190 smart classrooms have been established with an investment of Rs 57.66 crore, it said. Under the Aspirational Cities initiative, 913 smart classrooms have been sanctioned at a cost of Rs 29.43 crore. Currently, 408 of these are operational while 505 are under construction, it said. Furthermore, 398 new classrooms have also been approved. Under the CM Abhyudaya Composite School Scheme, 25 special classrooms are being built, and the Vaishvik Nagaroday Yojana has sanctioned 13 smart classrooms. Another 4.25 crore has been allocated under Kayakalp projects for classroom development, according to the statement. Principal Secretary of the Urban Development Department Amrit Abhijat said, "We are taking urban education to a new dimension. These smart classrooms are not just connecting students with technology but are also preparing them for the future." "This effort has led to a noticeable improvement in student attendance and enrollment in government schools in urban areas," Abhijat said.

The state government has initiated the process for holding elections to municipal corporations, municipal councils, and zilla parishads across Maharashtra with the Urban Development Department on Tuesday directed all municipal corporations to begin the ward delimitation exercise, a crucial step ahead of the polls. Pune and Pimpri-Chinchwad municipal corporations are expected to continue with the four-member ward system, though ward boundaries are likely to change due to the merger of 34 villages into the Pune civic limits over the past six years. In the 2017 civic polls, both cities followed the four-member ward format. In 2021, however, the Uddhav Thackeray-led MVA government attempted to introduce a three-member system through a fresh delimitation exercise. That move was reversed after the Mahayuti coalition came to power, restoring the four-member panel structure. According to the latest orders from the Urban Development Department, municipal corporations in categories A, B, and C will adopt the four-member system, with a few exceptions where wards may have either three or five members, depending on the total number of corporators. Pune and Nagpur fall under Category A. The notification, signed by principal secretary KH Govindraj, states: 'This order shall be referred to as the 'Order for Delimitation of Wards in A, B, and C Municipal Corporations for General Elections as per Four-Member Ward System, 2025'.' Citing Maharashtra Ordinance No. 21 dated March 11, 2022, and Section 5 of the Maharashtra Municipal Corporations Act, 1949, the notification clarified that the government will conduct the delimitation with the approval of the State Election Commission (SEC). The responsibility for preparing the draft ward structures and finalising member counts lies with the respective municipal commissioners, who will also serve as election officers. The commissioners must now draw up the draft panel structure, align it with the voter list, and submit it to the SEC. Once approved, the draft will be published, and public suggestions and objections will be invited. After addressing these, the final ward boundaries and the revised voter list will be prepared and published. This process is expected to take six to eight weeks, following which election dates will be formally announced. Sources suggest elections may be scheduled around Diwali.
